Chapter II
United Nations Court, Geneva, Switzerland
The video screen played a recording of the 2014 attack. It showed Godzilla and Mayura attack Leviathan relentlessly.
"Godzilla," said Dr. Samuel Coleman, changing the view to that of Godzilla himself.
"Mayura." The screen showed the glowing peacock fly through a thin layer of clouds.
"Bakunawa." The aquatic dragon swam between two icebergs.
"Leviathan. Magna." The two skull-headed snakes nuzzled each other's snouts.
"Kong." The giant ape beat his chest as an intimidation display.
"Varan." Varan slithered through the bay, holding a mire squid in his jaws.
"Gorosaurus." A saurian form loomed over a cliff.
"These creatures are relics from the Precambrian Era. We believe that these 'Titans,' as we call them, are the key to our planet's ecological survival."
"Very nice, Dr. Coleman," the chairwoman praised sarcastically, "but you still haven't told us why we shouldn't put Monarch under military jurisdiction."
"Because doing so would be a mistake," Dr. Serizawa said. "if we kill them, our planet will overflood with radiation. Life as we know it will either change drastically, or die off completely."
"Let's not forget the allegations against you for harboring fugitives of the Sokovia Accords," the chairwoman continued, ignoring Serizawa's argument.
"Those Accords were a mistake from the start," Serizawa said, "but even if we were contacted by Captain Rogers for sanctuary, I would report it."
"Doctors, I'm getting tired of your weak arguments," she said, sighing heavily.
"They are not weak," Jonathan Hudson argued, "you are just biased against us. Unless you step down and give us an impartial judge, there will be no argument."
"You're treading on thin ice, Dr. Hudson."
"I can swim."
Serizawa's phone went off. He looked at the text he received.
His head lowered as his expression became grim. Vivienne Graham took note of this.
"Sensei?" she asked.
Her voice drew the attention of everyone else.
"Doctor Serizawa?" the chairwoman asked.
The doctor stood up and left, Graham and Coleman following.
"If you leave, you know what happens!" she warned.
"Come at us," Jon challenged. "We have lawyers."
Russell Residence, Wyoming
Andrew and his father Mark sat in the open glen, watching the nearby pack of wolves eat a fresh kill. They had been studying this pack for a long time, but now, they were just watching.
"What do you think they say when they eat?" Andrew asked, carving out a statuette with his knife.
"Probably something along the lines of 'move over! This is my chunk!'" Mark replied, still watching the pack. "What about you? What do you think?"
"Something similar to that," he said, shaving off another piece, "but more like, 'this is my piece. You have that over there, or I'll rip your face off.'"
"How about the higher-up ones?" Mark asked.
"'Don't take my piece, you underbred swine. You're lucky I let you eat with me.'"
Mark grinned before looking at Andrew's carving. It looked like a cross between one of the wolves and one of the 'Titans' that was in San Francisco two years ago.
A loud rumbling echoed in the clouds. The wolves ran away, scared of the loud noise. Mark and Andrew stood up, seeing a shadow peer through the clouds.
A Monarch Osprey flew through the clouds, lowering itself down. Mark and Andrew watched as the ramp opened, revealing three Monarch Doctors and two other people.
It was a little hard for Mark to recognize the two non-Monarch people, but Andrew watched enough news to know that they were Captain Steve Rogers and Agent Natasha Romanoff, a.k.a. Captain America and the Black Widow.
"Who are these people?" Mark asked.
"Intel suggests that they are members of a bio-terrorist group," Romanoff replied. "They call themselves the Red Bamboo."
"We don't know where Madison is," Vivienne said, "but we know that they have Emma."
"We believe," Dr. Coleman added, "that they were after this."
Sam placed a photo on the table. It was a picture of the device that Emma used to calm Mothra and Battra down.
"You didn't," Mark said in disbelief.
"What is it, Dad?" Andrew asked.
"An experiment your Mom and I made for a science fair. It was meant to warn whales of the dangers of swimming too close to the coast. Then Monarch decided to try and use it for communicating with the Titans."
"And it worked," Graham said. "The Titans at the China facility calmed down when Emma used it."
"Wait, it actually worked?" Mark asked.
"Yes, but we don't know the frequency she used. We're hoping you can help us."
"When do we start?" he asked.
