It's been 3 years since the defeat of the being known as Perfect Cell. An event that had the whole world in suspense at the possible outcomes and effects it could cause. But all was alright, as Cell was defeated by the strongest man on the planet, Hercule Satan. Or so they thought…
Chapter 1
"Man, it's really happening. I can't believe mom let me come here. Well, considering its reputation and what this place is, that really shouldn't be that surprising."
A couple months prior
"Hey mom! I think I found something interesting that you'd like!"
Gohan had returned home after he left to get groceries for his mother, Chi-Chi. He had made a slight detour and visited Capsule Corp. over in West City. While there, his friend Bulma showed him a small part of a magazine that she thought he'd like. It read 'Academy City. The place where kids of all ages can learn to their heart's content.' Figuring his mom would like the idea, he took the magazine home with him.
"What is it Gohan?"
"You remember when I told dad I wanted to become a scholar? Well, I think I found just the place to do it! Look, this place is called Academy City. Apparently it's a place where kids go to be in an environment just for learning. I think I'd become what I want relatively easily if I go here."
"I think that's a wonderful idea Gohan! If you're going, then he should go as well. It'll be wonderful!"
"Gohan… ok?"
"How could I forget? Coming here to learn isn't my only reason for being here. Don't worry Goten, I'll be fine."
"Ok. Love Gohan."
"Aww, I love you too little guy." Gohan slightly patted his little brother's head. He was doing his best to calm him down, they were in a completely new place after all. And he seemed to have calmed himself down as well.
Gohan and Goten had found their way into Academy City, a place for kids of all ages to learn to the best of their ability, or that's what he told his mom anyway. And looking around, Gohan could notice a couple of things. One, the massive wind turbines that seemed to be scattered throughout the city. Made sense, given the city had a natural wind current running through it. Two, everywhere he looked there were kids. From as young as his brother(3), and kids a little older than himself(14).
After taking a test of admission to one of the schools, he learned that he had enough knowledge to get into the high school classes early. He thought it was wonderful, but he remembered that he wasn't alone in this place. Someone would have to take care of Goten, so he opted to watch over his younger brother while he went to preschool. At least until he himself was old enough to be in the senior class at the correct age.
After that, Gohan did a little digging, he wanted to make sure he and his brother fit in with everyone here. His mother never really liked it when he used his powers without reason. He found that the city's population was around 80% minors, 20% adults. And that most of the people in the city were known as Espers. Espers had abilities that were borderline superpowers. They could teleport, use telekinesis, shoot fire, and some could even control shadows or darkness to some degree. And they had a tier list, numbering zero through five, based on how powerful the individual was with their said ability. This would all end up working in his favor, he had a few things they could consider Esper related.
Before coming here, Gohan had made a list of techniques or powers he could pass off as his ability. And after going through his list, he came up with one that was convenient while still being powerful; teleportation. Thankfully, his father had taught him the technique Instant Transmission while the two were in the hyperbolic Time Chamber. The only problem was figuring out what Goten could do. So far he hadn't gotten any of his powers yet, the only problem was when he'd get them.
Because of their father, Son Goku, they had been born half Human, half Saiyan. A race full of warriors who conquered other planets and sold them to the highest bidder. And as mighty as they were, they too were being controlled from behind the scenes. The galactic tyrant known as Frieza had conquered and enlisted the Saiyan army to bolster his own troops.
But Frieza began to fear them, not because of what they were, but because of what they could be. The legend of the Saiyan race, the Super Saiyan. A being strong enough to endanger his whole empire. So he decided to cut it off at the root. He destroyed the Saiyan's home planet and all the Saiyans on it. Only Gohan's father and a handful of others had survived. Because of this, Saiyans intermingling with other races wasn't that big of a deal. And they found that a Hybrid Saiyan had loads more hidden potential than a full blooded one.
Because of this, Gohan was innately stronger than his father and their new comrade in arms, Vegeta. And if he was anything to go off of, then things would get complicated when Goten learned how to control his own energy. So far, they could just say he was a level zero. A short term solution until he taught his brother to control his powers.
But for now, they just needed to settle into their new house in District 7. Their friend Bulma was kind enough to get them a place to stay while they were there. It was cozy, it had 2 bedrooms and one bathroom. Their kitchen had all the essentials and even came with a few gimmes in the form of some cup ramen. Gohan would need to learn to cook if they wanted something else to eat. After getting settled into their new home, Gohan took out the computer he had bought before coming here. Luckily, unlike his father, he knew how to use technology. He began scrolling until he found what he'd been looking for; Judgment.
Judgment is a student-based disciplinary committee that is tasked with maintaining peace-and-order within the city. Judgment members can be recognized by the armbands they wear over their right sleeves, which are green with white stripes with a shield symbol in the middle. It seems like he'll have to go to their training facility for about 4 months before being accepted as a member. It doesn't seem too bad, he's probably had far worse in the past anyway. This way, he'd be able to keep the streets safe, and in turn protect his brother if the need were to arise.
It took him a while to actually find the place. He had to make sure that Goten would be fine while he was away at the training facility. He knew it wouldn't be long as he just needed to register, but he didn't want to leave anything up to chance. Walking onto the premise, he looked around to see that it looked like any normal training camp. A couple kids jogging, others to cardio. Then he spotted something peculiar. There was a girl by herself. She looked tired, she had seemingly just finished her own exercises. Taking this chance to possibly make a new friend here, Gohan walked over.
"Um, hello."
"Oh, hi. Sorry, I didn't see you walk over. Is there something I can do for you?"
"Yeah actually, do you know how I can sign up for Judgment? I saw the recruitment flyer while walking around the city, and figured I'd come to the training center to sign up. Only problem is that I'm kinda lost."
"Oh, yes of course. Here, let me take you to the office where you can fill out the registration form before your training."
"Thanks a bunch. The names Son Gohan by the way, but just Gohan is fine." He mentioned as he put his arm out to help her to her feet.
"My name is Uiharu Kazari, it's a pleasure Gohan." She replied, taking his hand.
4 months later
It's been 4 months since Gohan first met Uiharu and signed up to be a part of Judgment. And now, he has officially become a part of their ranks.
"Hey Gohan, did you finish the last of your contracts?"
"Hey Uiharu! Yup, I've got 'em right here." Gohan then proceeded to flash the contract with a big grin on his face. "And guess what? I got assigned to your branch as well! I hope to learn a lot from you as my senior!"
"Oh good, looks like they accepted my recommendation! I asked them if you could join our branch so I could help you get accustomed to things. I'll have to introduce you to my friend later on as well."
"That'd be great. You said she was with Judgment before you right?"
"Correct. Although I'm always in the office providing support, she'll most likely be the one who patrols with you."
"Sounds good. Ok then, it's almost time for Goten's first day of school to be over. Would you like to come say hi?"
"Haha, although I'd love to see your brother again, I have some other business to attend to. Tell him I said hello."
"Ha, will do. Later Uiharu."
Goten's Preschool
"Bye teacher!"
"Goodbye Goten. I believe your brother is waiting outside for you."
"-Gasp- Really?!"
"Of course."
-Outside-
"Gohan!"
Everyone around heard Goten and looked at him. The next thing they saw was the cutest thing they've ever seen; a little brother jumping into the arms of the older brother.
"Aw, I missed you too, little guy. What do you say about riding on my shoulders while we walk home."
"Yeah Yeah!"
"Haha, alrighty then. Hold on tight!" Gohan was making sure his brother had a firm foundation while on top of his shoulders, so as to make sure he didn't fall
"Woah! I see everything up here!" To everyone around him, Goten's eyes seemed like they were sparkling from the joy.
"Oh my god! If that isn't the cutest thing I've ever seen, I don't know what is?" A voice sounded.
"Hm?" Gohan immediately turned around to see who was talking to him.
"Oh, I'm so sorry. I forgot to introduce myself. My name's Saten Ruiko, and my friend behind me is-"
"Hello Gohan."
"Hey Uiharu."
"Pardon?" The one named Saten was immediately confused.
"Oh, sorry Saten. I forgot to mention him. Do you want to introduce yourself?"
"Heh, sure. Hello Saten, my name is Son Gohan. But I would prefer it if you just called me Gohan. And this…" Motioning to the person on his shoulders, still too overcome with joy to notice their situation, "…is Goten, my little brother."
"Hey Gohan, do you remember when I said I was busy?"
"Yeah, why?"
"Well, would you like to come with us? We're going to a little café nearby. My senior at Judgment will be there, it would be a good chance for you to properly meet each other."
"Sure, I don't see why not. What do you think, Goten? You want some grub?"
"Yeah! Goten hungry!"
Saten spoke up again. "He's too pure! I can't handle it!"
All three of them just started laughing as they made their way to the café together.
A few blocks away from Joseph's Coffee & Restaurant
The group were walking along the sidewalk to where they were supposed to meet with Uiharu's senior Judgment officer and one of Academy City's level 5 Espers.
"-Whew- I'm a little nervous. I've heard a bunch of crazy things about the level 5's around the city. They're supposed to be crazy strong right?"
Uiharu was the one to answer. "That's right. Not only are they strong, but they hold quite a high status throughout the city as well."
"Wow, that's a pretty good perk. I haven't actually taken the test to see what level I am. What do you guys think I'd be?"
"Um, Gohan. You've never actually told me what your ability is."
"Oh. I can teleport."
The two girls' mouths hung open, much to Goten's pleasure. That was until a new voice interrupted their little moment.
"Is that so?"
"Ah, I thought we were supposed to meet inside?" Uiharu sounded.
"That was the plan, until Kuroko here messed it up."
"Aw come on Sissy, don't be like that~"
"I'm just saying it how it is."
"-Sigh- Well, allow me to do the introductions then. The one on the right is Uiharu Kazari, first-year at Sakugawa Middle School. And the one on the left…"
"Hi there. I'm Uiharu's classmate, Saten Ruiko. I'm tagging along with her, but I couldn't tell you why."
"Uiharu and Saten, huh? I'm Misaka Mikoto. It's a pleasure."
"N-Nice to meet you too."
"It's a pleasure."
"Ok. How about you, in the middle?"
"Ah, the name's Son Gohan. But just Gohan is fine. And the one on my shoulders is Goten, my little brother."
"Hello!"
"Haha, nice to meet you too, Gohan, Goten."
"Yes yes, now that introductions are over. You, Gohan was it? You said your ability was teleporting right? Prove it."
"Oh, um sure. You're gonna have to get off now Goten."
"Aww. Don't wanna."
"I know, I know. I'm sure Uiharu would like to keep you company while I do this." Gohan looked over to her with a look of 'please help me'. She couldn't refuse.
"-Hmph- Ok." His face was hanging a little bit.
"That's the way. I'll buy you something sweet on the way back home to make it up to you."
The thought of getting something sweet immediately put him back in a good mood. "Ice cream! Ice cream!'
"Haha, ok. We'll go get ice cream on the way back. Now, Kuroko, right?"
"Yes."
"How do you want me to prove I can teleport? Do I just, I don't know, do it?"
"Correct."
"Ok then. Here goes."
[Pop]
"Huh. Look at that Kuroko, he really can teleport."
"I can see that Sissy."
[Pop]
"That good enough?"
"That will be sufficient, yes. Now, onto the schedule for today-"
"Wait."
Everyone turned to look at Gohan, who had a stern look on his face.
"What could be so important that you had to interrupt me?"
"Well, Misaka, you're a level 5 right?"
"Oh, yeah. Why?"
"Well, I don't actually have a level yet. But I was hoping I could test my metal against you. I heard that level 5's are super powerful, and wanted to test it for myself. Don't worry about hurting me, I'm pretty confident in my abilities."
"What?! You can't just challenge Sissy like that?!"
"Hm? Why not?"
"Because- That's not- No!"
"Sure."
"That's not- huh?"
"I said ok. I'm not one to pass up a challenge. And if Gohan here says he's confident, then so am I."
"Great! Although I do feel a little bad for interrupting the plans for today, so we can probably have our match after we're done with everything."
"Ok then, that sounds good to me. I suggest we go to the arcade first. What do you guys think?"
They all gave a unanimous yes. Well, except Kuroko. She needed a little more of a push. As such they all started to make their way over to the arcade. As they were walking, they passed by a girl handing out sheets of paper for a new crepe stand. It was giving away something called a 'Gekota Mascot'.
"Huh, look at that. That's pretty cute. What do you think Goten?"
"Cute! Want!"
"You two think it's cute?" Misaka had gotten up pretty close to the brother's faces. Her eyes were saying that she was hoping for a certain answer.
"Yeah, I don't see why not."
Right answer.
"So, do you guys want to head towards the crepe stand? I'm getting a little hungry myself."
Once again, it was a unanimous yes. Soon after, they were standing in line at the crepe stand. The only problem was the amount of little children around them.
"Why are there so many kids around here?"
"It probably has something to do with the tour bus behind us." Gohan replied.
"Hey! Goten!" One of the smaller kids there had apparently known Goten, given they had the same class earlier.
"Ryoshi! Gohan, I play?"
"Sure thing Goten, don't get yourself hurt ok?"
"Ok!" Goten got off Gohan's shoulders and went to play with his new friend while waiting for the group to get their crepes.
"I will go save us a bench, we'll be hard pressed to find one in time with all these people here." Kuroko stated.
"Oh, then I'll come with you." Uiharu replied. "Are you guys going to stay here and get the crepe's for us?"
"I'll go get the table with you guys. Gohan, Misaka, we're counting on you two."
"Alright, get us a big table. There's a lot of us."
"Will do, Gohan."
After that, the only ones left in line were Misaka and Gohan. And they were making it pretty far in the line too.
"Hey Misaka, do you want to switch places?"
"Huh? Why?"
"Well, you want the Gekota right?"
"H-Huh? N-No, I don't care who's first. As long as I get the crepe."
"You sure? When those kids ran by earlier with the Gekotas in hand, both you and Goten had the same look on your faces. So I kinda assumed you'd want one. Sorry if I misinterpreted your expression there."
"Ah- Hrm. Fine. If you insist." Misaka mumbled under her breath. Luckily, Gohan being Gohan, he heard her just fine.
"Thank you for waiting. Here's your Gekota. It's the last one."
"Thanks. Wait, really? It's the last one?"
"Yes. You're the last person to get one."
Misaka just turned around to Gohan, she could see a smile on his face, as if he knew this would happen.
"Did you… did you know this would be the last one?"
"Yeah, I saw her take the bag out for a little bit and I counted how many were left. And since you seem to like them, I thought it would be better if you got it and not me."
"Well… thank you, Gohan." She showed a genuine smile at him. And he returned one in kind.
The group were enjoying their crepes while watching the little kids play. Gohan was watching his brother play hide and seek with the other kids, until he noticed something rather strange.
"Hey Uiharu. Are bank security shutters supposed to be closed in the middle of the day?"
"No. Why?"
[Boom]
A loud explosion sounded from the bank in question.
Kuroko was the first one to respond. "Uiharu, contact Antiskill and see if anyone is hurt! Please hurry!"
"Right!"
"Kuroko!"
"I don't think that's wise, Misaka." She turned around to see Gohan with a Judgment armband on his, well, arm. "Judgment is in charge of maintaining the public safety of Academy City. Imagine how bad we would look if one level 5 was doing our job better than us? So please, leave everything to us."
[Boom]
Another explosion sounded from inside the bank. This time, 3 robbers came out of the smoke after it.
"Hold it right there!" The one standing in their way was Kuroko. "Judgment! You're under arrest for destruction of property and bank robbery."
The robbers could only laugh that a little girl was trying to stop them. Until they heard another voice, practically ringing in their ears.
"I suggest you listen to her."
Two of the robbers had to look up just to see his face. Gohan was standing right behind them, but none of them heard him come close. The taller one immediately took a swing, but found that his fist seemed to have fazed through his body.
"You're gonna have to try harder than that to hit me!"
-With the others-
"One of the kids is missing! A few of them were playing hide and seek a little while ago."
Misaka was the one to respond. "Ok, Uiharu and I will-"
"Help!"
Everyone turned to see one of the robbers attempt to drag Goten away.
"Tsk! You brat!"
[Smack]
The sound of someone being hit echoed throughout the square.
Misaka was the one to express her anger at the situation. "How dare you hit a kid like-"
"Would you care to explain…"
Everyone who was even half paying attention was shocked. Even Misaka was lost for words. In an instant, the other two robbers had suddenly been rendered unconscious, and Gohan was centimeters away from this guy's face, looking moments away from ripping him to shreds.
"…What the hell you just did?"

Oh man, I can't believe I actually did this. I've personally wondered how things would go if someone like Gohan was to be in Academy City. And now I'm actually writing a story about it, pretty nerve wracking to be honest. Well, I just hope that whoever reads this finds it enjoyable. I won't have a set schedule for updates like my other story out at the moment. So if it doesn't update for a week or two, or three, don't worry, I'll still be writing.
