Chief of defense will be Demiurge and his assistant will be Beleth. The head of the congress will be Angela, and on the Judicial branch will be Darkness the Chief justice of the supreme court. The House of Representatives will consist of five hundred members, they will be recruited by the nobles of the kingdom because Ainz knows that they are not some classic noble that wants only money but they are intelligent and very suitable for their jobs. The senate will compose of 100 members that's why he will summon intelligent undead, demons, and angels to fill it temporarily and on the house of representatives there are only two hundred nobles in the kingdom that's why Ainz will create intelligent undead, angels, and demons to fill the rest.
He create these branches so that his Empire has order and he hopes that his paper works are to be lessened. But not like the president, He as the emperor, has a leash on all of government branches and departments that's why he has the power to declare war without the permission of Congress and can break the laws if he wants to.
In the head of the intelligence department will be Primus or "phantom slinger" the guardian of the 11th to 15th floor or the dark forests. He is lvl 100 ninja and assassin build and Ainz knows he will be perfect for the job. The position of Head Civil Infrastructure development will be Lux and his assistants will be Mare and Ambrosis. Lux is one of the area guardians of the 97th floor or Perganum. He is a High dwarf and he is responsible for creating most divine class armors and weapons of the guardians of the tower. Ainz create him because dwarfs can create divine class items in a short time and can add additional effects on the weapon or armor. And Lux help Ainz to create his dream airship and naval ship fleets on floor 8-10 and floor 5-7 because he wants to have many airships and naval ships like the other guilds. So he knows he will be great for the task. Ambrosis is the guardian of 16-20 floor or the "land of the dryad gods", He is a powerful druid too like Mare and he can easily control nature and cast powerful buffs, debuffs, and some illusions.
The head department of research will be Athena and her assistants will be from the other former guild Npc in the 50 floor: including Carmenin, Fenna, Alexus and their seventeen assistant dragonoids, they are full Dragonoid guild called "The mad doctors"; Next is Garen and his nine assistant vampire, Garen is an undead wriggle pestilence(They spread diseases) Their former guild called "The researchers"; Third is the five cosmos(Their bodies are liked painting of the night sky with stars and galaxies) they are a unique race that Ainz discover in a hidden dungeon in Muspelheim because of his rare collector trait he conquer this dungeon; Next is Archdemon Elvon and Five Abyssal lord demons, their former guild has a history of selling information in Yggdrasil and the name of this former guild is called "Demon neurologist"; lastly Elduin and his fifteen assistant blood elves, They are the NPCs of the "Library of Midgard" and they are very smart according to observation of Albedo that's why he let them join this department.
He is thinking about what he will do with the NPCs of library of Asgard, Muspelheim, Helheim, Heaven, and Underworld after a few moments he decided to give them to Acadia and Albedo so that they have assistants
[Master, the meeting will be in ten minutes]

He stand up and put the book on the desk beside him. He went to the big mirror on the left side of the room
"[Creation!]" his academic gown disappear and now he is dressed in a fitted exquisite black suit, white long sleeves, dark purple tie with gold stripes and he has a red cape over his left shoulder to the back. He gets his golden staff, he observe his outfit for the meeting and now he is satisfied.
He heard a knock from the door and he said to come in. He see albedo come in wearing a black butterfly-embroidered long backless dress with black silk gloves on her two hands. On her neck is a yellow diamond necklace
"A-ainz-sama do I look good?"
"Yes albedo you look ravishing"
"AINZ-SAMA! 'Ehem'* You too my lord you look perfect in your outfit for today"

He walk out on his royal suite with albedo slightly behind him. All maids look at their master with admiration and hungry eyes like they want to pounce their master. [Nova] keep saying "Warning" nonstop because of the "Surrounding dangers"
Lucifer is seating on one of the chairs of the round table with his subordinates and his wives Lilith, Izanami, Themis, and Hesperis behind him. He is seating east side of the round table and on the west side are Michael and his subordinates. When they arrive at this floor they are amazed by the beauty of the royal hall on 100th floor. The designs, chandeliers, the different kinds of statues of dragons, angels, undead, demon, and some primordial gods that looks like they will move any second. In the walls are the paintings of the horrifying battle of Ainz against the other "Gods". Themis is intrigued about this because she has no memory of an undead fighting Zeus, her former husband. While waiting in the room, Lucifer instructed his subordinates to be polite and be respectful to his father's subordinates and most especially his father himself. They all nod and they are surprised because Lucifer looks nervous and different from his past self.
Michael on the other hand is so frustrated about his brother Raphael, He shouts many times at Lucifer about "traitor!" or "Spawn of evil" that's why the guards from the outside warn him to shut up or else they will report this to their master which is Ainz. He seated and cross his arms, Lucifer smirk and that's where Raphael blow up and launch himself to Lucifer on the other side of the table. Before he can reach him six spiritual angels appear infront of him and hold him in his two arms. Four seraph angels wearing enchanted diamond armor went inside the room and control the situation. Now behind Michael and his three siblings are four frustrated seraph angels guarding them to not cause any commotion.
Someone open the massive white double doors again and he has the appearance of the face of a fox and has a human body with a fur tail. He went to the side of the door and bow before them
"I am Gonzalo Assistant head butler of this royal floor and the announcer of this meeting"
Several Seraph angels and Succubi demons wearing enchanted diamond armor and holding lustrous diamond spears went inside the room(Royal guard's outfit when having a special occasion). The royal guards went to every corner of the room and stand guard.
"First, The Guardian of the 1st to 4th floor and Commander-General of the Supreme Army of Sorcerer Celestial Empire Lady Pixel"
A girl walk into the room and went straight to her seat south side of the round table, she don't look around and just looked straight like she is staring at the air. Her appearance is that she has an elegant face, white hair, and blue eyes. She is wearing a black military ceremonial uniform with white long sleeves, in her head, she has a red peaked hat with the sigil of Momonga.
"The Guardian of the 5th to 7th floor and Commander-General of the Royal Navy of Sorcerer Celestial Empire Lord Secundus Flavinius Magnus"
A man in his fifties walk into the room and bow before Michael and Lucifer, the two guests nod and he goes straight into his chair next to Pixel. He look old like Sebas but he has black hair, short brown beard, has a Well-built body, and has red slit eyes. He wear a blue ceremonial navy uniform with a black admiral bicorn hat. On his back, he has a dark blue cape that has a huge sigil of Momonga.
"The Guardian of the 8th to 10th floor and Commander-General of the Atlas Royal Air Force Lady Papiyas the demon queen of the sixth heavens"
A beautiful woman with red eyes, pale skin, wearing a white military coat and designing it with rare jewels. On her belt, she has a katana, wakizashi sword, and a tanto dagger. and on her back, she magic rifle strapped into her. She walks gracefully to her seat next to pixel. She crosses her legs and arms.
"Guardian of the 11th to 15th floor or the dark forests and Leader of the night hunters Lord Primus"
He wears a stereotypical ninja outfit, plain full white mask, and black light armor. He is a level 100 ninja and assassin build and can summon different kinds of high-tier shadow beings. He walk straight to his seat next to Secundus
"Guardian of the 16th to 20th floor or the land of the dryad gods Lord Ambrosis"
A man in his thirties wearing black polo, black pants, black shoes and holding a gold trident "The trident of the seven seas". In his back he has four wings, each of those wings represents the four elements. He is an Elementalist that can easily control all four elements fire, water, wind, and earth. He went to his seat beside Primus and seat down
"The Guardians of the 20th to 30th floor or the lair of the Dragon Gods Lady Kulshedra and Lady Tiamat"
Two ladies walk into the room, on the left is Kulshedra she has two horns protruding downwards, gray eyes, has a beautiful young face. She is wearing a velvet satin silk dress and on her neck, she has a huge star ruby necklace. She is the leader of the Eight dragons and the mother of almost all dragons on that floor. On the right is Tiamat she has eight horns that form a crown around her head, she has emerald eyes, and has tan skin. On her back, she has a huge white dragon tail and white dragon wings. She is wearing a blue crop top with loose black pants and on her neck, she has a pure gold infinity necklace. They walk into their seats next to Papiyas and seat down. Kulshedra say her greetings to her old friend Papiyas and they chattered casually like friends.
"The Guardian of the 40th to 49th floor and Commander-General of the Celestial Army, Goddesses of war Lady Rovuna"
Rovuna is a world-class enemy that Ainz create and she is the commander of the six million mid to high tier angels, demons and undead or the celestial army that Ainz create on the first great war when he conquer six realms in the Yggdrasil. She wear a plague mask with a witch's hat, a black one-piece dress suit, long gloves with claws, and a black-feathered cloak. She walk to the room, observe the room for a minute and walk straight to her seat next to Tiamat and Lucifer.
"Representing 50th floor and Guardian of the 1st to 3rd floor of Nazarick Lady Shalltear Bloodfallen"
She has pale shiny skin, seductive crimson-red eyes, and fine facial features. She wears a soft black evening dress with a big heavy skirt. She walk elegantly through her seat next to Ambrosis and Michael like a mature woman that opposes her child-like appearance.
"Representing 51st floor or the place of the true home of Supreme being Nazarick Lord Cocytus"
Cocytus has the appearance of an insect walking on two feet - a fusion between a mantis and an ant. He is covered in sharp spikes like icicles. His shoulders and back look like uplifted icebergs. He is walking in his seat next to Lucifer. Lucifer look back in his subordinates
"Is there some jacket over there I am freaking freezing here"
Cocytus look at him "Apologies. This. Is. My. Frost. Aura."
Mammon create a leather jacket and give it to him.
"That's okay Cocytus-dono….. oh thank you Mammon"
Mammon nod and go back to his seat in the back
"Guardian of the 52nd to 60th floor and Vice-captain of the Doom squad Lady Vairocana and one of the members of doom squad Lord Keter"

He look in his thirties, has white silk skin, white hair, golden eyes and he has blue runes all over his body that represent his superiority as an angel. He is clad in a white pristine cape and white full plate armor made of bones of a Dragon Angel God. They walk in their seats beside Michael. Vairocana create a red hand fan and look at Michael
"Ara~ what do we have here"
Michael calmly look at her "Greetings Vairocana-sama. I am Michael nice to meet you"
"Oh~ a respectful man~ don't be so courteous you will not get a girl like that. Ladies want bad boys after all~ fufufufufu"

A stunningly beautiful woman wearing a deep V-neck glittery black ballgown. She has long blonde straight hair, red and gold eyes, and has an alluring body. Some subordinates of Lucifer look at her with tempting eyes. She went to her seat next to Cocytus
"Guardian of the 99th floor and Captain of the Doom squad Rubedo-sama"
All people in the room stared at the incoming woman with curious eyes because no one knows her even the vice-captain of the Doom squad didn't know her only just by name except Albedo who saw what Ainz had changed to Rubedo's background and powers. She was wearing a black Full Face Motorcycle Helmet with a gold sigil of momonga in the back. She wear a gold waistcoat that show her curve body and wears loose black pants. In her left arm, she has a full arm black dragon tattoo. In her back, she has five pairs of white metal wings made of caloric stone and five floating black spheres following her. She seat next to Keter.
Keter shivered uncontrollably because her aura is something else even royal guards of Ainz that are on the walls are shaking because of her [Champion's aura] and [World Class Enemy Aura]. Ainz make her a world class enemy by killing Zeus and the developers ask what he wants and he wishes Rubedo to be a world class enemy. And she gets the World champion because the World champion of Asgard delete his character for some unknown reason and the developers create a tournament for the next individual to hold this title [world champion]. Ainz let rubedo join the tournament and all participant players laugh at this because Npc are only mindless codes. She fight every battle with ease and became the [world champion]. The developers announce this as the first NPC that got the title.
Short flashback: Yggdrasil: five months before the shutdown
Ainz is on throne room of the tower of the nine realms and he is looking if all is in order. After ten minutes, he will visit all floors.
"I have nothing to do….."
He click the console and select "Guardians". He see all of his guardians and area guardians on the list
"Damn I have so many world-class enemy!"
Something pops up on his notification and he clicks it

This is the last group tournament that will commence in one month. The reward will be all seven hidden mines will be yours. However, if someone take it then that will not be our problem! Thanks for playing our game

She is clad in white bikini armor with a white feathered cloak that is made of feathers of the white phoenix. She elegantly sit next to Lust. After a few seconds, she is now uncomfortably seating next to Lust because of her succubus aura and nature aura as she represents "lust". Her mind is struggling and because of her settings she starts to drench her underwear. She continuously cast [clean] so that no one notice her "substance" dripping on her clothes.
"Overseer of the Underworld and one of the three demon queens of the Underworld Darkness-sama"
She has black long hair, a stunningly beautiful face, and has two pairs of curved upward horns. In her two paired curved horns there are hanging gems and jewels that decorate her four horns. She is wearing a victorian black corset dress and black gloves. She walks to her chair next to Angela and sits down. Darkness glanced at her and she looks like in a distress. But she pay no heed and just sit down
"Guardian of the 91 to 96 floor and overseer of the Sorcerer Celestial Empire Acadia-sama"
Another world-class beauty walk in the room with white hair, yellow slit eyes, purple lips, and white skin. She wear a Purple stretch-knit mini dress and white heels. She sit next to Asherah and smile at her. Asherah reply with a simple smile and nod.
"Overseer of Nazarick and Overseer of the Tower of the Nine Realms Albedo-sama"
A woman that has a face of a beautiful goddess walk the room. She wears a black butterfly-embroidered long backless dress with black silk gloves. She sit next to Darkness and get twenty-two folders that have papers inside.
"The supreme being's advisors Demiurge-sama and Pandora's actor-sama. And finally, The God of all Gods, The True Supreme Being, Our great master, Let's welcome! SUPREME EMPEROR AINZ OOL GOWN!"
All maids and butlers kneel and bow down. All royal guards salute in the side. All guardians stand up and kneel even Lucifer and Michael's subordinates. And five overseers bow before their "Husband". All of them shivered because they feel Ainz's aura flooding the room. They hear banging of metal in the ground and no one dares to look to their Supreme master. They feel that their master sit down and they hear a deep royal voice.
"Okay let's start the meeting"

"First of all what is the situation of each realm?" Momonga looked at Acadia first
"The situation of Sorcerer Celestial Empire is stable in food, other necessities and all defenses of the kingdom are on high alert. With the combined efforts of the supreme army, naval forces, atlas air force, and the celestial army we lockdown the whole treon plains. [Master, my theory is that this atmosphere is adjusting for some kind of phenomena like my first theory that many worlds are compressed in this world, if my first theory is true then the atmosphere itself will expand and mix with other atmospheres on the other worlds here. On the explosion of the ships in my theory, there are other particles mixed on the new atmosphere in this world and react to the flying ships. I advise master that deploy dragon or any other flying race. If they can freely fly at the air then the cause of the explosion is the wide reaction of 'Caroadium'(Core power of almost all air ships in yggdrasil) that powers mechanical airships, not like the undead and angel ships they don't need a core to fly to the air.]

Guardians sigh and look disappointed some say "It's expected Ainz-sama is perfect" or "I cannot blame her Ainz-sama is so cool all the time". The royal guards have same reaction and sheathe their swords. Lucifer on the side is laughing at the floor because he did not know that her mother is like this.
Ainz put his right palm on his forehead because of his disappointment as well "I thought she will attack me…. I never thought that she will say that. If Angela or Albedo say that I will not be surprised…. But her…." he sigh and get all attention of the room
"Now calm down Asherah. we have no time for such things"
Asherah calm down and go back to her seat. She bow to everyone and apologize for her shameless attitude
"Let's continue, Darkness what is the situation of Underworld?"
"There are continuous attacks from the left and right side of the 'triangle' realm but our forces are repelling them without problem my lord. If you permit let's retaliate and conquer their realms"
"Send our elite demons for reconnaissance first so that Elena can have all information she needs. After that send Elena and the four archdemons to conquer those realms"

Four seraph angels separate Michael and Raphael. He go back to his seat at the round table and the Angels drag Raphael outside the council
Michael bow to his 'father' "Apologies father for this disgrace"
"That is fine, we have all opinions and views in life. You all are forgiven" Michael nod and seat back straight
(Wah so intense. I want to stop them but I don't want to appear soft before them. I am a 'God' after all)
"Last Albedo what is the situation of the tower?"
"All are fine Ainz-sama, I put the guardians of 71 – 95 floor the "eight dark lords" in the first floor to guard it because the Supreme army that guarding that floor are in the kingdom."
(I think that's overkill after all the eight dark lords are Mistress death, Darkseid, Chaos king, Oblivion, Kronos, Thanatos, Hela, and Surtur.)

Lucifer, Michael, and overseer Asherah don't receive a position, and its just information about all nations on the continent

"Yes I have a job for all of you. Lucifer you will infiltrate the Drateokya Dynasty and conquer all of their organizations. I will give you Chaos king and Hela for this mission that should be enough." Ainz said
"Okay father I like your plan kukuku. if we get the Drateokya kingdom then we will get all of the information that we need in this continent because they make contracts on all nations as a for-hire military country according to the information that I get on Albedo-sama right?" Lucifer smiled wickedly
"Umu we need all the information that we got before we make big moves in this continent" Ainz look at Asherah
"You Asherah will create a religion under my name" (it's embarrassing to be a God!) His green passive buff activated and he continue "You will be the pope of this religion and Michael will be the head cardinal"

(Other nations in the old age use the religion to conquer nations and I think it will be more effective and cost-efficient if I use that tactic…. But I know that will not be the case in every nation that's why I have to use every tactic I read and teach my guardians about this so that they can grow further)

The ones left in the room are Demiurge, Primus, Albedo, Acadia, and the royal guards. The royal guards just stay there because they didn't receive an order from their master thus they will just guard their positions.
The four guardians walk outside of the wide room. They didn't want to use the [guild teleportation] because they want to savor all of Ainz's magnificent creation. After all, all floors of the tower are created by him even the furniture. (Au facts: The size of every floor in the tower are the same size as one of the nine realms in Yggdrasil or two to three times the size of Tokyo)
Acadia walked side by side with Albedo at the front and at the back Primus and Demiurge just walk quietly. Albedo break the silence "Primus what race are you? I don't recognize your race"
Demiurge nod "Yes I am curious too. I sense a demonic aura on you but you are not considered a demon. This is not an insult on you, I am just curious"

Ainz and his four overlord warriors are now on a wide and huge dark throne room. On the two sides, there are black pillars with coated white stripes. On the ceiling, there are row of huge chandeliers that light the room but if you look closer there are shadow beings hiding in the light. He looked at the front where a platform is raised and eight dark grand thrones are there. Seven beings are seating on the grand thrones radiating incredible aura. They look at Ainz and slowly stand up and kneel. Their subordinates going into the room one by one and kneeling before him
(This is so much pressure!)
He 'accidentally' activated his [Despair Aura level VII] and all light became dark in instant. All of the eight dark lord's subordinates fell from the ground and their eyes are crying with blood nonstop. The seven dark lords and the overlord warriors are shaking widely but they endure to prove that they are worthy to serve the supreme one. He quickly deactivate his despair aura and the dark lords regain their composure even the overlord warriors. But their subordinates are still on the ground shaking uncontrollably. Their subordinates survive the despair aura because of their high-tier magic items that deflect mind and spiritual attacks.
(What the hell! They are on a verge of death because of that! So how will [Despair aura VIII] affect…)

The subordinates slowly stand up and the guards outside barge into the throne room. When they see Ainz they immediately kneel. He order them to let the subordinates rest for a while and he said apologies to them. When they hear the apology even they are in a bad state they say that "No supreme one. This is our fault that we are weak!" or "It is a great privilege that we see a glimpse of Ainz-sama's greatness I am so happy!" and they are saying that while crying blood or puking blood
He send them to their rooms and 'order' to rest because they refuse to do so and need to force them to rest.
All of eight dark lord's subordinates are out of the room and he went to the platform. Ainz create an obsidian throne in the middle of the eight thrones and seat like a true monarch. The seven dark lords went in front of him and kneel. The four overlords go behind him and guard him.
"I seek forgiveness for all of you because of that incident"
The dark lords look at him with wide eyes
"You don't need to apologize my lord! They are weak that's why they are in that state." Oblivion said with a croaky voice
"Yes my lord they are weak. But that aura is so powerful. your power is so out of this world." Kronos stated with a breathy voice
He settle his seat to "True emperor seat 1" to show his royalty to this serious bunch and for the icing in the top he activated his [White and dark halo].
He fake coughed "Now change topic Hela and Chaos king will have a mission with one of my new subordinates. Albedo will give the details about this mission. Coordinate with him and watch him, if he does things against me [message] me and I will judge on what to do"
The two nodded and Hela raise her hand. Ainz then nod to continue
"Will you conquer the nine realms again my lord?"

Their expression became depressed but if the supreme one doesn't want it, then they can't do anything. the next words of their master lift their expressions

"I have nothing to do that's why I will escort you to the portal" She said while a smile
"By the way the stones are out there what will we do?" Chaos king said in a raspy and deep voice
"Oh those six stones. They are weak for our master you know that. He is immune to that and some of his subordinates" Hela create a dagger and play it in her hand while walking
"There are more stones than that."
"Yes there are seven more stones in the cosmos. Genesis, Evolution, Death, Chaos, Nightmare, War, and Ego. There is one who wants to find the six stones… who desires me…. Above all else, I can get him into our side and make him a puppet for our master" Mistress death said while giggling
"Our master doesn't want a weak servant Mistress death. Your pet is a foolish worm and if I see him I will kill him"
"Oh your too serious Chaos king"
"Will we inform of these stones to our master?"
"Why? surely the supreme one knows this and just throw it aside because it is not strong enough for him"

Now they are in the guild portal and the guards give way to them

They nod and go to the first floor to execute the orders of their master
