Mount Justice, Evening…
Ben, Gwen, and Conner had been called into the meeting room by the dark knight.
"What's going on Batman?" Ben asked. "Why did you call us here?"
Batman didn't look away from the holographic screens in front of him. "There's a possible mission, but I first must know if Lucky Girl can disguise at least two people as other people."
"Z disguise spell?" Gwen questioned. "That's one of the first few spells Kent taught me. I think I could easily do two people and maintain it long term. Especially if I link it to the Tower of Fate as a power source."
Batman pressed a few buttons causing a news feed of Superman grappling with a young man and woman in white uniforms to appear. "They call themselves the Terror Twins."
"Sounds like a great name for a punk band." Ben commented. "Doesn't look like Superman's having a problem with them."
"I told him to stall," Batman shifted through a few screens. "With Lucky Girl's spell, this may just provide us with an opportunity." He activated his communicator. "Batman to Justice League. Initiate Operation: Iceman Cometh using the Terror Twins."
He flipped through the holograms until mug shots of four pale-skinned individuals popped up. "Two of you may remember that this past Fourth of July saw four ice villains stage simultaneous attacks. Mr. Freeze, Icicle Jr., Killer Frost, and Captain Cold were all easily apprehended."
His eyes narrowed as he glanced back at the mug shots. "Perhaps too easily. Cold and Frost were sent to Belle Reve Penitentiary, a federal prison designed to house super criminals. The 17-year-old Icicle Jr. was sent to a juvenile facility, and Freeze went back to his cell at Arkham Asylum.
Then, Freeze petitioned the court to be declared legally sane, and Junior sued to be tried as an adult. As a result, both await transport to Belle Reve." Batman turned and approached the three assembled members of the team. "Lucky Girl and Superboy, I'm sending you in to find out why."
"Who inside the prison will know their true identities?" Ben questioned.
"No one." Batman stated. "We can't be certain the prison staff isn't compromised."
"I take it Lucky Girl and I are getting in instead of the Terror Twins?" Superboy guessed.
Batman flipped through the screens once more until he came across the news feed. Martian Manhunter had joined Superman. To the untrained eye, it would appear as if they were putting their all into the fight; however, they were clearly pulling their punches.
"I'm following you so far Batman, but this doesn't explain why I'm here." Ben stated.
"You're here because we need someone on the outside for emergency evacuation or an exit strategy." Batman informed. "Your unique skill set gives you every option. You and Red Tornado will wait outside the prison in a camouflaged Bioship.
"I get it now." Ben nodded. "In a best case scenario, they can get an audience with Warden Waller and organize their release. Worst case, we'll retrieve them by force. Since the collars will be designed to limit the Terror Twin's powers, they'll at least have Gwen's capabilities in there."
In response, Batman turned as the Zeta Tubes and activated it. Everyone entered one by one.
Louisiana
As the light of the tube faded, the group found themselves in a large, dark warehouse with Red Tornado already in position. Looking around, there were multiple, colorful floats with ornate designs. Ben was directed over to Red Tornado while Batman took the remaining two members.
Practically as soon as they got into position, the roof burst open as two figures tumbled to the floor with twin grunts. The figures slowly collected themselves. One was a muscular young man with cropped blond hair, a wife-beater, and red suspenders keeping up black pants.
The other looked the same except it was a girl with a long, blond ponytail. As they rose to their feet, Ben and Red Tornado struck snapping collars around their necks. This would now suppress their powers making them easier to handle.
"Hey!" Cried the male in a thick, southern drawl. "My strength. Uh, this don't feel right." Ben and Red Tornado restrained them. "Especially after I just went toe to toe with Superman."
"Sorry, but this is as far as you go Tommy and Tuppence Terror." Ben commented. "Gwen, do your thing."
Superboy and Lucky Girl stepped out as the latter's eyes glowed pink. In mere moments, the pair were mirror images of the twins. Lucky Girl's eyes then briefly glowed gold as she connected the spells power source to the Tower of Fate.
Tommy gapped. "Somebody tell me what's goin' on."
"It's simple." Batman stepped behind the transformed pair before slapping seemingly identical collars on them. "They're under arrest." He then placed a hand on their shoulders. "The police are waiting outside.
I'll give Superman the signal, and he'll hand you over to the authorities. We've arranged for you to be in the same prison transport bus as Mr. Freeze and Icicle Jr. In the meantime, I'll be looking after the twins until you're done."
Prison Bus, Later…
Conner and Gwen were sitting next to each other in matching orange jumpsuits. They were across from Icicle Jr. and Freeze who was in a portable cryo-chamber. At the other end of the bus was a vigilant guard with a shotgun.
All in all, a pleasant group of people. Icicle Jr. was giving Gwen an interested look which Conner did not like. He pretended to ignore it though, just like Gwen, until the guy was literally tapping him on the leg.
Conner looked at him. "Dude, your sister is sweet!" Gwen rolled her eyes. "How about you put in a good word for me, huh?"
Before Conner could retort, the guard rammed the butt of his gun between them driving Junior back into his seat. "Sit down. We're here."
The bus slowly rolled inside the gates and passed through checkpoint after checkpoint. Finally, after what felt like hours, the bus stopped, and the guard motioned for them all to stand. The four inmates followed the guard off the bus.
Belle Reve
The group were brought into a large hall with a closed roof.
"I am the law of last resort." The voice came from a large black woman in a dress suit. "My name is Amanda Waller. I am not you mother, maid, aunt, or friend. I am your warden, and you are my prisoners. Your collars are custom designed to inhibit your abilities."
She held up a small, black remote. "In addition, the collars can and will be used to discipline inmates. A con who breaks the rules gets one warning." A sudden electric shock ran through their collars sending the group to their knees.
"If order has not been restored, the next shock will render the offender unconscious. At the slightest hint of trouble, this facility will go into lockdown. Belle Reve's walls are thick enough to hold Superman. We know because we checked."
She glared down at the new inmates. "Nobody's ever escaped from Belle Reve, and no one ever will." There was a slight clearing of a throat from a mousy little bespectacled man. "Oh, this is Professor Hugo Strange. He is your mother, maid, and aunt."
"Actually, I'm the prison psychiatrist." He said warmly. "I promise you all a sincere attempt at rehabilitation."
"Because we know you people are all about sincerity." Waller grumbled. "Take them away!" A guard forced Conner and Icicle Jr. forward as the other two prisoners were split up. As they entered a cell block, other inmates let lose a barrage of catcalls on the two.
"Ignore them." Icicle whispered. "They're just trying to intimidate you."
"Please, like these guys scare me." Conner scoffed.
They walked in silence for a time until their guards opened the door to their cell and pushed the two in.
"I call top bunk!" Icicle exclaimed as he swung himself up over the metal bed they shared.
Morning…
Conner and Icicle Jr. were sent out for yard time like the rest.
"Stick with me, cellmate." Icicle gave him a devilish grin. "I'll show you the ropes."
"Who're you kiddin'?" Conner asked. "You ain't been at Belle Reve before. You're liable to get me hanged with them ropes."
"I may not have been incarcerated here Tommy but trust me because I know whereof, I speak." Icicle stated. "For starters…" He motioned to the far wall where Mr. Freeze, Captain Cold, and Icicle Sr. were sitting while Blockbuster guarded them. "…we pay homage to the top of the food chain. You know, the big dog; the prison capo." He glared. " My dad."
Conner looked between the two. "That's yer pa?"
"Yup." Junior replied glumly. "Icicle Sr." He glanced back at Conner. "Sucks when your old man is the man, you know?"
Conner hesitated as Superman flashed through his mind. The man had really become his father, and Superboy loved him as such. Though, he had to admit that living up to Superman was a lot more difficult that he initially thought it would be.
"I hear you." Conner stated as he followed Icicle towards the bleachers.
Faster than either of them could believe, a figure in orange leapt on Icicle Jr. throwing him to the ground. "I told you what would happen if we crossed paths, Junior!"
Conner grabbed the inmate by the scruff of his neck and lifted him up. "I don't like you."
He then threw the criminal away. While Conner lacked his superstrength, he could still throw the unprepared criminal a good distance for average strength. The criminal landed at the feet of a giant of a man whose skin was red and looked like rock.
"Boy, that was not wise." The man growled.
Gwen could only watch from the female's side as Conner, who was helping Icicle Jr. to his feet, was surrounded by inmates. A grey-haired inmate tried to take the ice villain away, but he was to close for that. Conner ended up decking the guy leaving them facing the remaining villains.
"That's enough." The voice was soft, but it rang out over the crowd. "Kid's got guts and great reflexes for someone collared. He's the kind of guy a father wouldn't mind seeing in his own son."
Icicle Jr. received a pointed glare making him sigh. "Great to see you too, dad."
"Get over here." Senior said as he sat down causing Conner to approach with Junior. "Not you, Terror. Just Junior."
"Conner, can you hear me?" Gwen's voice rang in his head.
"Gwen?" Conner questioned. "How'd you get in here?"
"I've been working to create a spell similar to M'gann's telepathy and incorporated it into our disguises." Gwen replied. "I'm contacting you now because Batman was right. I overheard Killer Frost speaking with a few of the ladies. The ice villains are planning a mass breakout."
Eventually, Junior returned, and yard time came to an end. The pair were ushered back to their cell were Icicle jumped into the top bunk, and Conner rested on his bed. Mere minutes later, a slot opened in their door, and a pair of folded orange jumpsuits fell in.
Conner picked them up getting Icicle to sit up. "Tommy-boy, I advise putting the new rags on sooner rather than later."
Conner tossed him a jumpsuit before both put them on.
"The jailbreak may be sooner than we thought."
"I'll update Ben."
Evening…
Conner stared at his dinner in disgust. "They always feed ya this in prison?"
"This is nothing." Icicle Jr. took a huge slurp of what looked like liquid meatloaf. "You should see what they serve in Sing Sing."
Conner stabbed what appeared to be a pea with a fork and hesitantly slipped it into his mouth. "Tastes like sour grapes."
"Oh! You gonning to finish those?" Junior asked.
Conner dumped the food onto Icicle Jr.'s platter, and the villain began to feast. "How come you ain't sittin' with yer pa?"
"'Cause my pa is a jerk." Junior said simply. "He only wants me around when he needs me. I try not to live or die over getting his approval, you know?" He leaned forwards and smirked. "So, tell me about your sister."
"She's weird." Conner stated confused. "Why?"
"Dude!" Icicle jabbed him in the shoulder. "She's so hot! I mean, you can't see it 'cause you are family. I look at her and I think that chick gets me. Really, that's all you need. Someone who sees you for you and loves you anyway."
"Yeah." Conner grinned as Junior's words resonated with him. "You're like an evil genius or somethin'."
"Word." Icicle agreed.
They ended up fist bumping.
"That's it old man!" Freeze was now standing over Icicle Sr. "Belle Reve needs a new capo!"
He kicked Icicle Sr. before doubling over in pain. A guard approached him with the remote that controlled the collars in hand.
"Take him to Waller." The guard declared.
"That was weird." Icicle commented nonchalantly.
Dinner ended, and they began walking back to their cell when Icicle Sr. slammed Junior against a wall. "There's a glitch, and I can't reach Frost!"
Conner smiled to himself since this was the opportunity he'd been waiting for. "'Scuse me, but I couldn't help overhearing…"
"That'll happen when you eavesdrop." Icicle Sr. snarled.
"Yeah, but I can help." Conner smiled. "I got this mind thing with my sister, see? In utero and all that. You talk to me, I talk to sis, and sis talks to Frost."
"Alright then." Senior crouched low next to Conner. "Send the message. It's going down."
Conner nodded, closed his eyes, and pretended to concentrate. "Gwen?"
"Here."
"Tell Frost it's time."
"Okay. What do we do?"
"Improvise." Conner opened his eyes and nodded to Icicle Sr.
An alarm blared and blast doors began to close all over the facility. There was a beeping noise from Conner's neck, and he felt his collar turn off. Prisoners began busting out of their cells and wreaking havoc across the prison.
"Strength should be back on, dude." Icicle Jr. stated while turning his body to living ice.
He froze his collar before ripping it off his neck.
"Right, right." Conner ripped the collar off.
"Conner!" Gwen shouted suddenly. "I think my cover…"
"Gwen?" There was no reply causing Conner's eyes to widen. "Gwen!"
"Looks like we better get to work." Senior stated.
Conner ended up following him and Icicle Jr. through the prison to the outer wall. Captain Cold and Mr. Freeze were already there. Icicle Sr. Lined up with them, and they blasted their respective freeze rays against the wall. A chill breeze blew through the prison.
"Micro-tech thermals in the cloth." Junior whispered. "Keeps us toasty." The ice villains stopped their freezing for a moment to allow two beastly villains at the ice. "Genius huh? Dad and the others weaken the wall with ice, and those guys break through."
"Yeah." Conner replied distractedly. "Gwen, are you there? Look, if you can hear me, I will reach you. I promise."
"Junior!" Icicle Sr. shouted. "Get to work!"
"We're on it, Dad!" Junior dragged Conner back before they ran to the laundry room. "Check it." He froze a section of the wall, "This separates us from the women's wing. We break through here, Dad breaks through out there, and we all leave together."
Conner nodded and began to punch the wall. After a few more times of this, Conner realized he couldn't fight every convict in Belle Reve to get to Gwen. Sure, he could fight many of them, but they had numbers. Then, he got an idea.
Conner turned to Icicle. "Just got news from sis. Some of the collars are turning back on in the women's wing! Could happen this side any minute!"
"Aw man!" Junior's eyes widened. "We better tell Dad!"
"Or, you could take some initiative." Conner said persuasively.
Icicle hesitated for a moment before a wide grin split his face, and he charged towards the control room with Conner hot on his heels. Three cons were guarding the room when they arrived.
"Freeze says no one goes in."
"Dude!" Icicle snapped. "You want your collar turned back on?"
"We don't have time for this!" Conner rammed his fist into one of the con's stomachs before knocking him out, and Icicle froze the other two. "Keep an eye on 'em!" He ran into the control room. "I'll make sure them collars stay off!"
Conner closed the door behind him and walked to the main desk. Luckily, the master control for the collars was clearly labeled, and he flipped the switch to turn them back on.
Icicle peeked his head in. "How's it going?"
"It's done!" Conner charged out of the room. "C'mon! We gotta get the ladies!"
"I'm with ya there, Tommy-boy!" Junior declared while following him back to the laundry room.
Conner punched the wall with renewed vigor. Then, there was a loud growl drawing their attention to the two giants and Freeze who stood behind them.
"I just went to the warden's office." Freeze declared in cold fury. "Hook and Abra were frozen before their collars turned back on."
"What are you talking about?" Icicle demanded. "We stopped the collars from turning back on. By the way, you're welcome!"
Freeze's eyes narrowed as Conner seized the opportunity. "Don't you get it?" He whispered. "You heard Freeze in the mess. This is his power play! He's taking what belongs to yer pa!"
Icicle snarled and shot a beam of ice at Freeze who countered with his own ray. The two giants roared and leapt at Conner. He weaved through their attacks before slamming both into the wall. He then looked at Icicle who was struggling.
"Wanna trade dance partners?" Conner asked.
"Deal!" Junior agreed.
Conner jumped and slammed down on Freeze shattering his helmet. "No! I can't survive unless-"
He turned his freeze ray on himself and engulfed his head in ice.
"I got mine." Junior had frozen the two beasts in a solid block of ice. "I don't know if that'll hold them though."
"Doesn't matter." Conner ran back to the wall. "I just need to finish this!"
He slammed into the wall causing rubble to fall inward. Conner had got them into a wing with fallen female prisoners laid out on the ground. Quite a few had been done in by their collars while others, who lacked collars, were still taken care of.
Gwen, still disguised as Tuppence, stood among the fallen prisoners panting. He collar was no longer around her neck indicating she'd removed it earlier. She looked over at Conner who was glad to see her.
"I handled myself fairly well, but there were a lot of them." She dropped her head. "Sorry Conner, but I had to focus. The collars turning back on was a nice touch though. Really helped…"
Conner ran over and kissed her. The clone had thought she was gone, so having her before him finally made everything clear.
"Dude!" Icicle cried as he entered the wing. "That's your sister!" Suddenly, they morphed back to their true forms. "What the…Is she…Are you… Oh, Dad's gonna kill me."
Tommy had betrayed his trust, his crush turned out to be a hero, and his father's plans crumbled. Strangely, Junior wasn't angry at them. Sure, his father was going to have a fit, but Icicle wasn't mad at them. Maybe it was because Conner at least felt genuine.
Looking back on it now, a lot of what he did was fake, but the times they got along still meant something to him. The hero had helped him in the yard and praised him back in the cafeteria. Honestly, that's better than anything he's gotten before.
Then, all three of them heard pounding footsteps. Clearly, a few straggler inmates were running towards them. Perhaps Freeze had managed to say something to somebody. Before Junior could register what his body was doing, he moved to stand before the hole.
"Run. I'll cover you."
"Junior I-" Superboy started.
"Just go." Junior stated. "I'll make sure my dad doesn't catch you."
He was wondering when exactly his mouth started speaking for him. Then, an inmate came running at the hole as he spotted the teens.
"Go!" Junior shouted.
Icicle then charged out the hole at the coming inmate. Conner gave a solemn nod before grabbing Gwen's hand and darting through the female segment of the prison. The young delinquent was left behind to hold off their pursuers.
Warden's Office: Days Later…
Hugo Strange threw out Waller's plague and replaced it with his as he was made the new warden. "Belle Reve will be fully operational by tomorrow. All prisoners are accounted for… except the Riddler who somehow managed to escape. Still, you must be disappointed."
It was revealed that he was talking to Senior. "The only person I'm disappointed in is my son." Senior crossed his arms. "Especially after the risk you took in smuggling the needed tech inside."
"Even with your son's failure, the main objectives were at least reached." Hugo reasoned. "The Light should still be pleased."
So, you guys can probably tell where I'm going with that bit I added to the end there. Firstly, this is me adding a little bit of Ben 10 into this universe. It's more or less following in line with who Ben is, as described by Max during Ultimate Alien's Kevin goes crazy arc, added to this scenario with Conner and Cameron. Secondly, I honestly can't think of any big-name hero ice users.
I mean sure, there are heroes who use Ice, but when you think DC, you usually think of the ice villains. Thirdly, I actually really like this Icicle Jr., and felt that Conner and he did bond a bit. With a little more pushing, I think something could have been done. Fourthly, Quick Silver in Marvel Comics literally crosses back and forth over the line to the point that he's practically been playing jump rope with it.
Fifthly, Artemis was a villain in the comics, yet look what canon Young Justice did with her character here. Look, if you can't get behind what I'm going to attempt here, that's fine. You're all entitled to your own opinion, but in the spirit of Ben 10 who believes in second chances (Again, Max describes Ben as this type of person), this is the path I'm deciding to tread down. If you can't accept that and quit here, thanks for reading this far in.
Afan: She isn't his girlfriend in comics, but Naomi McDuffie is a younger hero from the older series of Young Justice Comics. I feel she really fits in with this story because she actually comes from an alternate earth. Not only is DC known for that, but so is Ben 10. I'll keep your points about Alien X in mind.

Guest: I think you're missing several hints I've given on who Old George is in this universe. Though, I will say you got the guy pegged in your review.
Guest: The Conquer's Challenge does state that each planet can choose one warrior to represent them. That means that while Vilgax may want to fight Ben, he may not get that chance. Then again, Vilgax did go planet hopping gathering powers in the original. Considering Vilgax would have to know the planet has more heroes that could get in the way, he could choose 10 planets that give him the best chance against practically anyone.
Like he could, for arguments sake, eventually defeat the champion Geochelone Aerio which are seemingly immune to Mana and magic alike. Then, he could go get an Anodite which is mana incarnate and could arguably be a weakness of a Kyrptonian as they do have magic as a weakness. Vilgax would still have eight other plants , since he had ten absorbed under his belt to fill out his arsenal. In that context, sending in Superman to fight this Vilgax wouldn't go well.
