Zuko is physically attractive, but what really gets to Azula is his personality - especially because, since she knows him well, she knows just how to get whatever reaction she wants from him.
He is short fused, emotional, and wears his heart on his sleeve, which makes him fun to toy with because he responds intensely to the smallest of provocations. He is proud, stubborn and strong like her, and while that can lead to conflict, it also makes him a challenge that she has to keep winning over and over - and him being so strong is proof he deserves her attention in the first place.
And, of course, there's his kind side. Azula craves love, and Zuko is unbelievably loyal and attentive. Having someone love her that much would mean the world to her, especially someone who has seen the worst of her, like Zuko has.
He is the perfect match for her, and Azula doesn't accept anything but the best of the best.
