She wanted Zuko to be looking at her always.

And in that episode when she's "taunting" him about Dad wanting to kill him…

I don't know. It felt more like a warning to me. Especially with the change in her voice. Like she was trying to get him to leave.

Because despite the rivalry forced upon them by Ozai, she loved her Zuzu.

She absolutely loves him. There's a moment we see the two of them just playing together, Azula running after him, both laughing and enjoying themselves. And Azula chose to bring Zuko along to eavesdrop on Ozai and Azulon's conversation. Even with the forced rivalry she wanted him around - so much so that she warned him Ozai would kill him. Sure, she did it in a creepy way, but she could have not done it at all. And she was the one who then explained it to Ursa, which saved Zuko's life.

And yes, everything she did, from the way she spoke to how she moved, was always "off" around Zuko, even when they were kids, and it becomes impossible to miss when they're teenagers. Zuko literally imagined her as the embodiment of temptation in the form of the blue dragon, and the bedroom scene speaks for itself.

It's so obvious that even the comics couldn't miss it, and comics get almost everything wrong. Yet that weird tension is always there.
