Azula sometimes felt guilty after being particularly mean to Zuko, but never apologized because she knew their dad would think she was week if she did so. She repressed those feelings her entire childhood, only to be crushed by them as they came back full force after their Agni Kai.
The last night Zuko spent at the palace before being forced to leave, Azula went to his bedroom and just stayed there by his side all night, swearing that it was just to throw Zuko a bone and not because she actually wanted to say goodbye to him. Whenever they were lonely, they couldn't help think back to that night.
Zuko felt unbelievably guilty over not having realized sooner that Azula needed help and for having truly hated her for so long. He sees it as proof that he failed as an older brother.
They both had nightmares about their Agni Kai, and were ashamed of having truly been willing to kill each other.
They were both 100% convinced that their romantic feelings always had been and always would be one-sided.
Even after they had been together for a long time, Azula still needed many years to accept that she was not unworthy of Zuko's love and forgiveness. Zuko would sometimes wonder if she struggled that much because he had "failed" to show her he loved her yet again.
