In the canon timeline, I feel it'd be once she truly felt like her relationship with Zuko was stable enough. They are royalty and they need heirs as soon as possible to secure power, so once she was sure that Zuko truly had forgiven her and that he truly did love her, she'd decide it's time for them to "do their job". In a modern AU, I feel like they would have had to been together for a long time for Azula to seriously think about it. I can see her asking her Zuzu to get her pregnant as they make love, and he's surprised but doesn't stop, and would have a serious talk with her about it after it (obviously he'd be up for it).
As for her motivations in both scenarios (besides the need for an heir in canon), I feel like Azula would have many reasons to want to get pregnant. She'd want to build a loving, healthy family with her Zuzu to compensate for all the hardships they went through. A kid would proof of their commitment to each other and an embodiment of their love, as well as a way to give Zuko something that at least resembles the "normal" life he could have had if he had chosen to be with someone he is not related to. Plus, she knows her Zuzu would be a great dad.
