Azula would probably make up some excuse to invite him (or rather get on his nerves until he agrees just to shut her up), like saying she just didn't want to go alone. Obviously Zuko ended up having to buy expensive clothing and a corsage.
However, it quickly becomes apparent that she is 100.000% seeing it as a date. She is way too happy, way too clingy, and forces him to do all couply shit, from taking pictures together, dancing solely with each other, and having Zuko get her a drink and some food (that last one doubles as bratty little sister behavior).
Everyone can tell what is going, and it is weird. Zuko can tell it too… but he can't bring himself to stop it because he's enjoying it too much. Eventually he can't take it anymore and just drags her to a minimally hidden spot so they can make out. Needless to say, they get carried away and do a lot more than that.
