I'm thinking Azula would get close to capturing him many times, and they'd develop a weird bond based on grudging respect (Azula because 'The Blue Spirit' seems to be the only who's smart enough to escape her every time, and Zuko because he's experiencing first hand what is it like to have Azula as an opponent).
Eventually Azula would know her Zuzu is The Blue Spirit, either because she captured and unmasked him, or because he let her know for some reason. She wouldn't tell on him because, by that point, she's already in love with him.
