God, i can just picture it. They're at a party, pretty drunk, but not having any fun, and Zuko goes to the balcony to smoke so he can relax a little, and Azula gets the same idea, but since she's out of cigarettes, she follows Zuko to get one, sees him lighting up one - his last one - and just takes it from his hand because she's his little sister and she can, and his anger amuses her.
He sighs and take his (now lipstick-stained) cigarette back, smokes, feels a little better… then offers it to her and can't help but return the smile she gives him. She smokes again, gives it back to him, making small talk and saying everyone in the party is really annoying, and he playfully replies they're not as annoying as her and blows a little smoke on her face, earning himself a punch in the arm, but at least making Azula laugh.
They continue sharing their cigarette, staying close to each other, all alone, their teasing getting more and more flirty to the point where Zuko considers stealing a kiss… then stops as he finally remembers that this is his sister, and that realizes what they're doing is really innapropriate, and just awkwardly leaves…
But Azula won't leave him alone all night, and convinces him to walk her home, and just as he is about to go, she simply asks "What? No goodbye kiss?" and he just can't resist it.
