Oh, i absolutely do, and i like you headcanon, let's fucking do this.
Edging is by far his favorite thing to do. Nothing in the whole world compares to the sight of his beautiful sister, the powerful and domineering Azula, being completely out of her mind, begging him to let her come. He doesn't give in until she cries. He satisfies all of his needs while giving her just enough pleasure to enjoy the ordeal, without letting her reach her peak.
That doesn't mean, however, that he won't the opposite sometimes. Overstimulating her, forcing her to orgasm again and again until she can't even remember her own name and is struggling to breathe.
Since Azula always liked teasing him, once he becomes her Dom, he gives her a taste of her own medicine. He touches and gropes her, kisses and licks her neck, whispers obscenities in her ear then nips at it… and then leaves her cold and alone, wanting more.

She is, however, allowed to call him "Zuzu" during aftercare, and when he wants to indulge in the taboo aspect of their relationship, and having her call him by that childhood nickname is a reminder of how wrong it is that he is fucking his little sister - especially when she pretends to be innocent.
He'll tease her with ice cubes to make her squirm, and use both candle wax and small flames to make her moan in both pleasure and pain.
Azula's skin is constantly covered with bruises, welts, bite marks, hickeys, and small burns, but Zuko usually has mercy on her pretty face.
He loves hearing her desperate gasps for air after he chokes her, and is proud to see the evidence of what he did on her pale neck.
