Ozai wouldn't have any moral objections to it (Does Ozai even know what morality is? Not that he would give a shit about it if he did, I'm just curious). That doesn't mean he would be okay with it. Incest is still taboo, and having his kids be in a relationship with each other would make him look bad, so he would probably try to separate them.
Ursa would not approve of it and would be concerned because she thinks of it as evidence that their family truly is broken beyond repair AND because she knows other people would not accept that relationship and would mistreat them. If it was illegal in their country, she'd obviously be terrified of them being found out and ending up in prison. Eventually, seeing how happy they are together, she would no longer be as against it, but that wouldn't mean she doesn't wish things could have been different (and again, she'd be afraid of the consequences if they are discovered).
