I can just see it. It's the bedroom scene (of course) and Azula is "accidentally" making her robe open up and reveal more and more of her body while they talk, and Zuko is getting uncomfortable but doesn't say anything because he thinks Azula would be embarrassed if he warned her of her "wardrobe malfunction".
Eventually she'd just let her robe fall and stand there, fully naked, but Zuko would immediately cover his eyes and awkwardly tell her he didn't see anything as he started to walk away.
Azula would tackle him to the floor, get on top of him, scream "Just fuck me, you idiot!" and kiss him furiously. From that point onwards it doesn't matter if Zuko would be into it or not, because Azula will get what she wants.

While they were still sailing home, Azula was practicing her firebending every day because of course she was. Zuko was always watching, and she sometimes caught him staring at her for no apparent reason.
Always with that weird, frustrated look in his eyes, and that somewhat angry expression. Some of the guards and even her friends awkwardly asked her if it made her uncomfortable, and if she wanted them to help her make him stop... and were shocked when she told them she didn't mind it at all.
Why were they so shocked? Why did some of them even seem grossed out? What was the big deal? Zuko had always been jealous of her bending abilities and of how in control she was of everything and everyone around them. If he wanted to keep sulking about not being better than her, that was his problem, and it was honestly entertaining to her.
She finally understood what was going on when she asked him to train with her. He told her no at first, but she teased him and asked if he was scared of being humiliated by his baby sister yet again, and he immediately started attacking her.
At first, it was mostly just a normal fight, though Zuko did seem to enjoy manhandling her and holding her against him a little too much.
And then, out of nowhere, he just pulled her by her hair and kissed her. She was too shocked to even remember to fight him off. Before she knew it, Zuko was having his way with her, not caring if any of the crew or someone at the dock could see them.
