After starting the beginning of the potion, Harry went to the owlery to send a message to Gringotts.

"To my account manager,

I want to set up a meeting with some of the Ghenther, as well as some of the natives of the area, situated in the middle of North America. I hope to start a movement for a new nation there, and want them to be a part of it.

Regards,

Harry Potter."

Harry sent the letter, and went back to his daily tasks.

A week went by before the meeting Harry set up with the goblins of Gringotts started. It is on a Saturday, and Harry is done with most of his homework.

Harry enters an empty classroom, and puts a scrying stone down. In it, Harry appears much older.

A goblin shows up in the scrying stone.

"Hi Mr. Potter. The muggle guests are set up. The meeting is ready to start."

"Got it, it can start."

The goblin disappeared, and soon two people went up on the screen. A white settler descendant and a native.

"Good afternoon" Harry started.

"I want to start the skeleton of a framework for a new nation. It would be founded on the principles of fighting back as the victim of a terror attack. I call them suicide-victims. They are supposed to be victims, but they fight back, even if it is a suicidal attack. Historical examples include the downed flight 93 and the Russian counter attack against the Nazis."

They both nodded.

"But the reason why I brought forward a native and a settler is to set some ground rules. The first is that migrants are welcome, as long as they are suicide-victims. The second though is to classify migrants, and even settlers, as weapons of mass destruction. Even though they can be very benign, they still overwhelm a region and change its demographic permanently. The settlement of the New World is an example of using settlers as weapons of mass destruction.

This is separate from the small pox and diseases that wiped out many natives. That was an accident. No, the use of settlers outside of that is the use of a weapon of mass destruction. This is important, as other lands could settle this new emerging nation, and those migrants would be, as a group, a weapon of mass destruction."

The native interrupted "so what are we supposed to do about it once the weapon hits?"

"Just like any weapon of mass destruction, once it hits it means scarring damage. A nuke leaves a crater and mass casualties. A biological weapon leaves dead and injured people. A wave of migrants leaves a permanent settlement that occupies the land. The only recovery is to work around them.

I would recommend that a migrant cannot be accepted into society unless they are suicide-victims. That they prove themselves in fighting back a terror threat against the society."

The native is a bit mad. "So the settlers win. They keep the land, and we have to work around them?"

"The settlers are the aftermath of a weapon of mass destruction. They do not have to be accepted into your society. You could only accept them if they become suicide-victims. That they react to a terror threat in a near suicidal defense against it.

That is why I brought both of you to talk to. You are two separate societies. One is a native society, while the other is a settler, a migrant, the aftermath of a weapon of mass destruction society.

Both can live in my new nation, as both can share in the belief that only a suicide-victim that defends their society can ever be accepted as a member of that society.

There are also other benefits of being a suicide-victim, and that is they or their surviving relatives could have access to loans where it is questionable whether they will ever have to pay the loans back."

Harry looked over to the two muggles.

"I have a paper in which the new constitution of this nation can be written on. I will mail it over to you. Since this is a nation that unites separate societies, each society can have their own section. But this document is meant to unify under the belief of suicide-victims."

"And what about Covid and that vaccine. Our governments are really getting heavy handed in forcing us to take it?" Said the Ghenther. Harry suppressed rolling his eyes. "If it ever gets to the point where it is like a terror attack, you can always activate yourself to defend your new society as a suicide-victim."

"That makes sense" says the native "I don't even like the extra restrictions either."

"See, there is more in common between you than scratches the surface. Anyway, the time of this meeting is almost up. I will send the paper for both of you, and the followers of you, to sign and to write out a constitution that you are all willing to fight over and believe in."

Harry turned off the scrying stone, and turned around, packing up his stuff, and left the abandoned room.
