Back at it again.
Please don't take anything in this chapter to heart. I'm going out on a limb and building lore for this fan world while also raising questions about the canon universe.

"Eye witnesses have placed infamous criminal, Roman Torchwick, at the scene. There were also claims that masked men were spotted in the area prior to the robbery. Whether or not these two things are connected remains to be seen. This is-"
"Why is it that he hasn't been caught yet?" Azure questioned as he took a sip out of his soda. "I mean everyone knows what he looks like plus he has aura right? How hard can it be to track down some green eyed ginger with a semblance?
"Everyone has aura, if you're asking whether or not Torchwick's is unlocked I'd say not. Nothing he has done would hint at him having a semblance or anything of the sort." Coal answered, his eyes glued to the pages of a weapons magazine even as he ate a few of his fries. "I imagine he has no interest in unlocking his either. People who have gained the ability to use aura often leave behind traces of energy in places they frequent."
The duo was currently seated within one of the many fast-food restaurants littered throughout the city. School had just been let out so the place was pretty packed though they still managed to grab their usual booth at the back corner.
"For real? So, you're saying we leave aura everywhere we go?"
"Not necessarily. Excluding people born with an immense amount of aura, most of us aren't just outputting aura unconsciously." Coal explained. "Like it or not your aura does respond to your emotions. Anger, frustration, annoyance; emotions like that do a good job of loosening the proverbial cap on our energy. The more you visit a place the more likely it is that aura leaked out of your body at some point."
"Shit, they made sure to hide that in the fine print. Sounds like a major privacy issue."
"These days it's a bit more of a concern, back then not so much. At one point some politician tried to make anyone and everyone who unlocked their aura have a tracker implanted within them. I forgot his name but the guy turned out to be a real scumbag if I remember correctly. I think he just wanted some leverage over huntsmen since we don't have an allegiance to any of the kingdoms. As you can imagine huntsmen Remnant over weren't exactly jumping for joy." Coal gave a shrug. "Its why we have so many regulations tied to tech that utilizes aura. If you're not connected to the government, good luck even getting your hands on a tracker. Even then, they only work in such specific instances that they're impractical for real world use. A known criminal isn't exactly going to register their aura with the police plus most people's lost aura dissipates pretty fast."
"Hmmm, you know a lot of random shit don't you Coal."
"We use aura everyday. Only idiots like you wouldn't bother researching the topic."
"Exactly! We have aura, so why stick my nose in a book when I can learn through trial and error like a real man should?"
"To save yourself the trouble?" Coal glanced up from his book for a moment just to give the other teen a condescending look.
"Spoken like a true nerd. Reading is not the same as experiencing it first hand. This is exactly why I have so much more aura than you."
"And yet you've lost every fight we've ever had." Coal immediately refuted his claim. "I wonder why that is?"
"Only because I take it easy on you obviously. Besides you're not the milestone I'm trying to break through." Azure grinned, a fire lighting in his eyes. "One of these days I'll wipe the floor with that cocky bitch Yang."
"While I do agree she is a little on the arrogant side, it's not unfounded. The girl is talented." Coal flipped the page of his magazine. "Her strength is comparable to your own. Those gauntlets of her are ingenious too; they increase her speed while also complimenting her fighting style. Then there's her semblan-"
"Oh hop off her dick bro, I don't need to hear all that." Azure scoffed with a frown.
"Hey, I'm just telling the truth. Jealousy is not a good look for you man."
"I am not jealous. Just give me a bit more time and I'll be taking her spot as number one."
Coal held back a scoff of his own.
Even if Azure refused to see it, there was simply no way that'd he'd be capable of taking down Yang Xiao Long, the top student in their class. At least not for a few years. Azure's semblance was a passive increase to his regenerative factor which, while too slow to save him from fatal wounds, enhanced his long-term growth and made him good for endurance matches. On the other hand, Yang's turned her into a bulldozer. An endurance match was the last thing you wanted with someone who could return your blows with double the force. Coal himself had only ever managed to get a draw against the girl but that was because he used his semblance to run away whenever she activated her own. In a straight fight he could theoretically win by exhausting her aura if he didn't make any mistakes while Azure simply didn't have that option.
"I know that look." Azure pointed an accusatory finger at him. "You think I'm talking nonsense, don't you?"
"You said it, not me."
The two teens continued to bicker for another half hour before finally wrapping up their meal and heading home for the day.
That's that people.
I honestly feel like the show doesn't go into enough depth about aura or the technology that the world of Remnant utilizes. There's probably tons of tech related to aura we don't even know about. I mean look at Beacon and tournaments, they have ways of gauging a person's aura so I wouldn't be surprised if their was also a way to track a person using their energy. I would have gone into more detail on the specifics but these are just meant to be little shorts so I resisted the desire to do so. I guess I'm technically using this story to not only raise questions about the lore but build my own in this fanfiction world.
Also someone actually left a really detailed response to my first chapter. While I do have my own disagreements with what you said I find the lore you presented to be really interesting. I am a RWBY fan but I've only ever watched the show and don't interact too much with the community so largely know theories just fly over my head. As for why I disagree with that speculation that souls can't change well, what's a good way to explain my view?
To me I like to think of the soul as water. No soul starts out the same though most are unburdened by anything yet. Naturally as a person goes through life they encounter hardship, happiness, suffering; everything we all go through. I think of our experiences as substances that have been dissolved in the water that is our soul. While it is true that at it's base it's still the same soul, all these experiences have likely made it unrecognizable when compared to how it started out. It's like how we don't call tea or juice water even though water is still present. I think it's also pretty prominent when self-reflection is done. What are the chances that the you right now views yourself exactly as you were a decade or even just five years ago? While there are some traits or morals for people that simply intrinsic, with time and constant trauma even those can be broken or changed.
Still this is just the view of one young adult/teenager stumbling his way through college right now.
