Naruto had arrived in the city and sent shadow clones in disguise to gather information. After they had popped he realized that the language was the same and the written was the same as the elemental nations.
*2 weeks later*
'This is harder than I thought it would have been easier if I had ID which I sadly don't," thought Naruto sitting outside having not found anywhere to stay.
"Hello, young man are you alright,"
Naruto looked up and saw a pretty middle-aged woman.
"I'm fine lady," said Naruto kinda sounding like Sasuke.
The woman was a bit shocked at this possible foreigner speaking perfect Japanese.
"Aren't you a foreigner,"
"No lady I'm half Japanese," that was a somewhat lie.
"I'm sorry I didn't mean to offend,"
"It's fine it happens all the time,"
"No I'll not have this you will come live at my house why would anyone live you out here in the cold,"
"I for one don't have any ID and my parents were going to set that up when we came to the city, but they died 5 years ago,"
"Who did you live with when they died,"
"My grandfather died 6 months ago,"
"What about ID when you were born,"
"Homebirth is very common in the countryside and I have no idea if they had a birth certificate,"
"So you're from the countryside,"
"Yea,"
"And have no ID,"
"Yea,"
"You're still coming with me," said the lady grabbing Naruto's arm to drag him.
"I guess I can,"
