The Homeless Network is endless. Many people consider those in the network 'lost souls' or 'damned by bad luck'. However, not many know what this Network actually does. They give information to heroes and law enforcement alike, allowing for quick and easy capturing of criminals that may one day help the very heroes they hated. This Homeless Network was also a program that was started by the Hero Commission, just another resource to help the heroes. That's all they were. But in exchange for food, medicine, etc. It seemed worth it. Millions have helped and loved it and many hated it too.

Blue had thought it was her only salvation. As to biological parents, none as far as she knew. The Network was her home, and it may very well end up that way forever. At least until... the day she got caught.

Blue stole from various carts just to help her and her family get by. The supply trucks that were supposed to come monthly had not shown up for almost three months. These trucks also held the very things these people needed, clothes, food, medicine and general supplies to get by in day to day life. Blue had stolen before and has gotten away scot-free, other times she would get lectured by police and be on her merry way. The teenager knew the streets like the back of her hand, and knew what heroes patrolled where and at what times they would patrol. Two large falcon-like wings stretched on her back and then folded again ever so gently as she needed to go on a 'supply run' again today. Blue looked to the various food carts today.

Wonderful scents of fresh bread, fruit, and fresh pastries amongst other delicious things filled the teen's nose. She whistled slightly and grabbed a loaf of bread while the owner had their back turned. So far so good. She then grabbed a couple of apples and oranges, placing them in her satchel ever so subtly.

"HEY!" The owner of the bread stand shouted which was next door. Blue looked back and started to run, pushing people over to get them out of the way. Several officers heard the cry of a distressed citizen and took to action, chasing the teenager. As to why the teen could not just fly, was because despite having wings, she never learned.

Most people in the network were quirk-less, meaning they would not know where to start as to help a kid whose quirk involved wings. The girl ran hastily, avoiding officers and civilians. That is until she felt weightless suddenly, she looked up and saw the number three hero, Hawks lifting her effortlessly. She panicked, never seeing this hero around before and more importantly, why here?

'Maybe I could try to shake him off? No. You would just fall, but there is water and my legs are not restrained. Maybe there is still a chance to get away?' The teen pondered and nodded.

"Alright kid, let's get you into- GAH!" He was interrupted by a kick to his goggles, prompting him to let go. Blue's plan felt, so far, according to plan. She was falling, and could not fly. However, she was caught and brought to a street, surrounded by police. She glanced at what caught her and spotted two bright red feathers on her shirt and was taken into custody.

At the station, the girl was sitting in the interrogation room, waiting patiently and just wanted to go back home. It was a long day and knew her adoptive mom would kill her for getting caught for the second time that month.

Back in observation, Hawks and another officer observed the girl in absolute boredom.

"So officer, who are they exactly?" The number three hero asked. The officer pulled out a file, and placed it on the table, opening it. "Their name is Blue Shisen. They are about 15 years old with a Siren quirk" The officer introduced.

Hawks was intrigued and questioned, "What does this quirk do exactly?"

"It enables them to control people with a 'Siren's Song'. They can also emit a loud screech that forms airwaves to send people back. Dependent on emotions, it can get more powerful and maybe even destructive" The officer explained. Hawks was interested, however one more questioned crawled into his mind. "What's with the wings and how come they can't fly? That's what I want to know. A girl her age should know how to fly by now" He observed.

The officer nodded and replied with, "According to some lab reports, the wings are considered a genetic mutation of her quirk. As to why she can't fly, almost 86% of all inhabitants of The Homeless Network are quirk-less meaning-" they stopped.

"We took a look, her parents are Tsubasa and Mizu Shisen. Aka Valkyrie and Njord. Died in an accidental complex fire almost 13 years ago. Almost no information on them the more digging you do" the officer explained. Hawks had heard of the duo, considered number one in hero duos. Their teamwork was unlike any other and also worked with All Might when situations called upon it. Their retirement came shortly after they had a baby. Almost two years later, they died. The baby and everyone inside was saved by All Might and Endeavor.

"I'm going in" Hawks said and walked out of the observation room, and into the interrogation room. Blue's ears and wings perked up slightly as she glanced at the number three hero. She glared and looked away as Hawks walked over and sat down across from her.

"So kid, really got into some trouble huh?" He asked and Blue did not respond. He waited and sighed, tension building in the room. Hawks chuckled and said "y'know, giving me the silent treatment will get you nowhere. So the faster you start talking, the faster you can walk out of here, but based on your situation, that may not be the case" and Blue again did not respond until...

"Why should I care?" Blue muttered before adding, "You never cared about those lower than you. I don't mean civilians. I mean the homeless. The ones that don't pay your bills but give you information basically for free."

"Listen kid, I know you're upset...- but I've never used the network for my own gain. You're right, I don't see many giving thanks to their sources and it needs to change" He replies, now understanding why she was so upset. Blue gave a glare and sighed "Honestly, I get what you're doing and all you heroes are just the same, trying to butter up the 'criminal' to get information out of me" The teen crossed her arms gently, giving a deadpan to Hawks.

"We are not robots kid, we are not automated machines, even if it seems that way. I have my own thoughts and feelings on heroes and what should be done to change society for the better. Not for the worse. So at least just hear me out please" He pleaded, seeing her relax slightly.

"As it seems now kid, your situation is not so good. About 3 years in jail, which for a kid your age by the way is not good. Given how many things you stolen over the last 6 years, mostly food and medicine items of varied quantities" He explained and noticed Blue's expression go sad. "However, I'm giving you an option to get out of that. Think of it as a 'Get Out of Jail Free Card'. I help you apply to U.A with me as your sponsor and you do everything with your goal to get into the hero course. You just have to spend one year in said hero course. But you are welcome to stay longer if you please. After the one year, you can leave" He explains and Blue listens closely, pondering her options, that are limited. She sighed and nodded, "What's the catch?" She asked.

"I help you build on your quirk for the months building up to the physical exams in a few months" He answers.

"Fine, I'll do your deal to avoid jail..." she looked to him. Hawks grinned as he stood and an officer entered, unrestrained her.

"Now come on kid, we got a lot of work to do" He stated and she followed behind, having no clue what was in store.
