Tobirama sighed. "It seems that you are eager to shirk your duties again, Hashirama."
Had someone told Tobirama that he would be teaching brats fresh out of the academy last week, he would look at them as if they had grown a second head out of nowhere. However, if they told him that his brother would somehow be involved, he would have prepared every possible counter measure to safeguard against Hashirama's stupidness. But even he could not predict this.
"What were you thinking when you concocted this ridiculous law?" Tobirama walked up to the Hokage's desk and picked up the piece of paper in question and began to read. "'All Hokages will be required to take up a Genin team or an apprentice. If the Hokage is unable to, someone close to their station will do it in their place.' Seriously Nii-san, what were you thinking? The two of us taking a Genin team is preposterous and not only that, the very notion that a Hokage would even have the time ..."
Throughout his speech, Hashirama had been sinking lower and lower into his chair, a depression cloud forming above his head. Hearing a scrunching noise, he looked up and a paper-ball collided with his forehead. "You are not even listening to me are you?"
"Jokes on you Tobirama, I made 2 more copies of that."
"Elder brother!"
Hashirama cringed inside. Oh boy, here comes the scolding, he thought. He only ever calls me elder brother when he is serious.
"Whilst this idea does have merit," Hashirama perked up at that, his depression cloud disappearing, "the establishment of our village takes priority." Tobirama lectured and Hashirama sunk into his chair once more. "There's still many things to be done Elder brother and you need to be at the forefront of that as our village leader. You cannot have the benefits of being a Hokage without suffering the detriments as well."
"But the paperwork Tobirama," he whined. "It's gonna kill me at this rate!"
Tobirama spared a glance to the paperwork accumulating by Hashirama's elbow. "Stop exaggerating and bear it, Elder brother."
With that, the sounds of a solitary pen scratching against paper (Hashirama had not even picked his one up since he had walked into the room) resounded in the room once more, as Tobirama went back to his task of approving laws proposed by the clan heads and village elders. He kept his eyes peeled, in case Hashirama had slipped another foolish suggestion in there.
Seeing that his little brother was unsympathetic to his plight, Hashirama tried a different tactic: a gallant speech to tear at the heart-strings of his workaholic brother. Hashirama sat up straight in his chair, put his elbows on his desk and gently clasped his hands together. He rested his chin on his hands and regarded Tobirama with a sombre expression.
"Tobirama."
"What is it now?" Tobirama looked up with a disgruntled expression.
"Do you remember why we created this village?"
"Yes," He said belatedly as he pondered the question. "To stop the needless deaths that war brings. But what does this have to do with anything?"
"You forget that there is one more reason that the village was created. To protect the next generation and entrust them with our secrets!" Hashirama boomed, embellishing his speech by jumping to his feet and clutching his fist towards the ceiling. "Therefore, it is my responsibility as the Hokage to fulfil this holy duty of mine to pass on the Will of Fire!" He slammed his fist against his chest upon saying "fire" and gazed solemnly into his younger brother's eyes. "As such I will take my leave and meet my new students."
Hashirama had been edging closer and closer to the window as he spoke and upon his final declaration, he jumped out before his little brother could stop him. Tobirama, however, had frozen still in disbelief to Hashirama's serious demeanour. So he can act like a Hokage when he wants to, he thought furiously, and not like a child all the time. Wait a second. Where did he go? The open window banged against the walls.
"HASHIRAMAAA!"
