Author's Note: Welcome to Naruto: Road to Hokage. This is my first story ever made, so if you think any improvements can be made please comment and I will do my best to improve my mistakes. Also there will be changes to the Narutoverse and Naruto's life will be more hectic. We are about embark ont his amazing journey and I will try to keep uploads to twice every week.

For the pairings, I'm not sure because Naruto and Hinata is a bit overused, so it is between Ino, Temari and Yugito as Naruto will be travelling more.

Depending on the results, Shikamaru will be eventually be with Temari but that is only if Ino or Yugito is picked. Also Ino won't be a fangirl of Sasuke only Sakura and the other civillians.

Also I take inspiration from Son of the Sannin, so I would like to thank the creator of that story Ander Arias as I have gotten many ideas from his story.

Now, let the story commence.

Chapter 1:

Prologue:

Hokage's Office:

Time: 11:30AM

Jiraiya was standing in front of the desk belonging to Hokage. Hiruzen walked into his office and stood there. Hiruzen Sarutobi, just came back from a council meeting, and is now standing in his former, soon to be office again. He walked towards his desk and Jiraiya finally recognised he was no longer alone in the room.

Jiraiya sighed, "Well sensei, how did the meeting go."

"I got the hat back and everyone in that meeting room was talking about Naruto and his prisoner."

"Hey sensei, where is Naruto anyway."

"He's at my compound where he is safe, because a certain war-hawk wants him and badly as well."

"Danzo?"

"Yeah, he wants him so he can train him to be the ultimate weapon, and before you ask I rejected. I'm not letting Minato's legacy go in that idiot's hands."

It has been 3 days since the nine tails attack and most of the village was grieving and mourning for loved ones. The nine tails were responsible for destroying half the town and getting rid of 30% of their military force. It was going to take a long time to get their military numbers up, as money was being focused in rebuilding the village. Hiruzen and Jiraiya looked outside the window and saw broken people walking to their homes.

"Sensei, as his godfather I'm going to take care of him. I will be here in the village taking care of him, but sometimes I will take him outside. I can see that they hate the fox, and will be wanting to get rid of Naruto."

Hiruzen chuckled, "Never in my life would I ever hear of you taking care of a kid, a baby no less."

"I'm serious. But you have my word I won't turn him into a pervert, and I will do my 'research' in my spare time."

"Should we tell him about his father and mother when he gets older?"

Hiruzen sighed, "Yes, but make sure he never speaks about them in public."

"Imagine what Tsunade would say once she finds out, I'm taking care of a kid."

The Third Hokage chuckled, " So you actually going to do this, the council, especially the civilian council will not like this and see it as favoritism. Fugaku would probably be the worst as he would want his son under a sannin."

"Meh he's got a stick up his arse, I don't want an arrogant child under my care or training."

Hiruzen clicked his fingers. Anbu showed up and stood in front of the desk looking at Jiraiya and Hiruzen.

"Dog, bring me a cot and also bring Naruto."

"Yes Lord Hokage"

A few minutes later,

"Here he is Lord Hokage."

"That will be all for now Dog, you can take off your mask,"

Dog took off his mask. It was revealed to be Kakashi who was just staring at the baby in Hiruzen's arms. Kakashi stepped forward and spoke

"So Jiraiya, is he going to be a new apprentice."

"Probably depends if he likes the toads and if they like him."

Hiruzen coughed

"Kakashi, how are you holding up."

"Not so good, at least sensei's son is good and well."

"Well Kakashi he is going to be in the care of Jiraiya."

Jiraiya looked at Kakashi

"Sorry Kakashi, I might take a longer time getting the make-out series out." Kakashi's shoulders slumped. He asked, "It doesn't get any worse does it."

Hiruzen looked at Kakashi and said, "We are thinking of telling Naruto his heritage once he is 5 years old or when he is curious about who his parents were." Hiruzen looked down at Naruto who was smiling and laughed when he saw Hiruzen's face.

Jiraiya looked at Naruto, he was already looking like Minato when he had baby fat on his face. He winced when he saw him smiling and couldn't get the image of Minato out of his head. Jiraiya asked, "Can I hold him."

Hiruzen looked up at Jiraiya and saw the look of desperation on his face. He knew how Jiraiya felt about Minato. They were like father and son. He gave Naruto to him. Jiraiya held him in arms and he saw him laughing and started to pull on his spiky white hair. Jiraiya started to smile. Kakashi and Hiruzen looked at Jiraiya and then back at each other. Kakashi coughed into his hand, Jiraiya looked up and saw Kakashi and Hiruzen staring at him. Hiruzen said, "Jiraiya you will receive everything that was owned by Minato and Kushina. But before they died they said there was more behind Minato's picture in this office and wanted Naruto to learn what was inside when learns of his heritage. Before we asked we can't open it because it is protected by a blood seal. So only Naruto can open it."

They looked at Minato's picture and couldn't help being sad. They still couldn't believe he was dead. Jiraiya had a massive amount of regret, he could have sacrificed himself instead of Minato but he was insistent and said he was the only one who knew to do the seal apart from him and his wife.

Some people on the council knew about Naruto and whose son he was, but they kept quiet. These people were Inoichi Yamanaka, Shikaku Nara, Choza Akimichi, Hiashi Hyuga and Mikoto Uchiha. These people were very close to Minato and Kushina. Mikoto Uchiha even put in an adoption application for him as she was very close to Kushina.

Hiruzen sat down in his chair and said, "You know Jiraiya, Mikoto Uchiha wanted to adopt Naruto."

Jiraiya stood there beside Kakashi while holding Naruto, he asked, "And were you going to accept the application, before I came and be honest."

Hiruzen sighed, "No"

"So if I didn't suggest this he would be in the orphanage all alone?"

"Yes."

"What were your reasons for rejecting her."

"It wasn't my choice, it was the council, they said it would create an unfair balance towards the clans. The Uchiha are already powerful and the civilians wanted the kid dead. Danzo, Homura and Koharu suggested it was a bad idea, well Danzo didn't suggest he was just there. So she was rejected. Even Fugaku was against her as he wanted the kid gone as he was a 'threat'."

"I think Fugaku is in the doghouse now."

Hiruzen chuckled," He definitely is, she was glaring at him during that meeting. Kakashi you can rest for a week, meaning no missions."

Kakashi sighed, "Alright then, I'm out." and disappeared in a puff of smoke.

"I think I will go to one of my apartments in the village. I'll leave Naruto here for now, but I'll be back in an hour after I get the apartment ready. See ya." He placed Naruto in the cot beside the Hokage's desk and he jumped out the window.

"Some things never change." Hiruzen walked over to the cot and saw Naruto sleeping and hugging a stuffed frog.

Hiruzen chuckled, "Well I don't think he will have a problem with the toads." He walked back to his chair and sat down and swiveled towards the window and watched the village. "I'm getting too old for this." He swiveled back around and saw his assistant walking in with a massive amount of paperwork. She placed them on his desk and left. Hiruzen sighed and thought, "Damn you Minato, how did you get this done so quickly." He looked over towards the cot and looked backed at the paperwork. Hiruzen started to think, "A lot of things are going to change because of you Naruto, I hope you're ready because bad people will be after you especially Iwa." He started the paperwork and was getting into a good rhythm, but that's when he smelt it. "DAMMIT", he looked over to Naruto and could see he soiled his diapers. Hiruzen thought to himself, "Today is going to be a long day."

Council Room

Time: 5:30pm

Naruto was in Jiraiya's arms and was playing his his new toy which was a stuffed frog. Jiriaya sat down next to Hiruzen and looked as council members started to come in. The council members as they were walking in looked confused as they saw Naruto in Jiraiya's arms, some just looked at him in hatred. Jiraiya just looked calm and put all his attention back on Naruto as his playing with the toy. Jiraiya was smiling at him as Naruto looked up and saw Jiraiya smiling at him, he started to laugh at him and pull harder on his hair. "Ow, stop that you little brat." as he said this he was waving his finger at him and Naruto wrapped his hand around finger. This got him to stop pulling on his hair. He finally let go of his finger and calmed down and went back to playing with his little stuffed toad. Hiruzen looked at the two and he knew he made the right decision. Hiruzen looked around as the council members finally stopped coming in and they sat down. The civilian council was here and so was the shinobi council. Danzo and Hiruzen's advisors, Homura and Koharu was there. They didn't know what this was about but they had inkling about what was going to happen as they looked at Jiraiya and Naruto. "Shinobi and Civilian Council now in action."

"Lord Third, may we know why you called the council here as we had a meeting this morning." Hiashi Hyuga asked.

"Well, today we are going to discuss some new laws and what happens to young Naruto here." Hiruzen stated.

"Also may we know why Jiraiya is here and why he is holding that boy." Fugaku asked

At this Jiraiya looked up and just looked at the council members, he wasn't going to say anything unless needed and he wasn't needed right now. But he paid attention to what his sensei was about to say.

Hiruzen started, "As you know young Naruto is the container of the Nine tails."

"Yes, but you said this, this morning." a civilian interrupted

"Don't interrupt, thats not all I had to say." Hiruzen continued " I decided after midday, that young Naruto here is going to be in the care of my student Jiraiya."

The council was in uproar. Some in the shinobi council were quiet, but the rest were loud especially the civilians. Fugaku Uchiha as well the Tsume Inuzuka were loudest out of the shinobi. Mikoto was quiet and was watching Jiraiya and Naruto and could not help but smile, as she saw Naruto playing his stuffed frog. She looked at her husband and frowned. Jiraiya looked up and saw how Hiruzen was just watching the commotion. He then leaked a lot of his killing intent, Jiraiya could see Naruto getting uncomfortable.

"SHUT UP." Hiruzen shouted as he released even more of his killing intent. Naruto got scared and started to cower into Jiraiya's chest.

Everyone started to sit down, Hiruzen looked at Naruto and saw him cowering and he started lower his KI and Jiraiya lip read a "Sorry" from Hiruzen and he saw Naruto ease up.

Hiruzen continued, "I've chosen Jiraiya because he is the most suitable for his training and young Naruto here already likes the toads, so he was the best option. Also Jiraiya is a seal master so incase anything happens to Naruto's seal, he will be there to take care of it."

Fugaku was not happy as in his opinion this child was getting special treatment. "Why not leave him in the orphanage where he can be monitored."

Hiruzen was about to reply, but Jiraiya started talking, " Fugaku, I believe it is too late for that as I already accepted Sensei's offer."

Fugaku glared at Jiraiya he finally sighed and sat down. Tsume Inuzuka though was livid. That fox was the reason her husband died, she didn't hate the child but she didn't forget what he contained. The council was quiet, but Inoichi asked, " You said there was a new law coming into place, may we know what is was Lord Hokage."

"Ah yes, well the new law states, that anyone who speaks about the Nine Tails to the upcoming generation apart from his guardian and myself or Naruto is to be chucked into jail and depending on how severe is spoken to him execution is allowed." Hiruzen looked at the most of the council members and they were flabbergasted, he sighed.

He continued, " This law is in command from today, now council dismissed."

Apartment

Time : 8:30PM

Naruto was in a cot asleep and still hugging that stuffed frog. Jiraiya made sure the room was nice for the kid and added a lot of toys. These toys were toads. Jiraiya didn't know why he liked the toads so much but just let it be. " Atleast someone will take the toad contract from me." Jiraiya thought to himself. He looked at the make-out book he was writing. He got his notes from his recent research which was a day before the Nine tails attack. He sighed and looked up at his shelf and the book "The tales of a gutsy ninja". He stood up and picked out of the shelf and held it in his hands and stared at it. He opened and it and started to read it.

A couple of hours later

He didn't understand why this wasn't a bestseller, he believed it was better than his other books. He looked towards his and Naruto's room and smiled. He walked towards it and opened the door. He peered his head in and looked at the sleeping form of Naruto. He walked quietly towards the cot and looked at him. "Nah he's too young to be reading" he thought and he retreated towards to his bed and went to sleep.

Apartment

Time: 6:00AM

Jiraiya left a shadow clone with Naruto and was now talking with his sensei. Hiruzen was sitting down on the couch in Jiraiya's apartment and they were discussing that they needed to increase the standards of the academy as the genin coming out were successful, but a few weeks later and they were dead because of the poor teaching in the academy and the civilian shinobi's were the ones to die. They wanted to increase medical ninjas as a teammate would usually get injured.

"We don't have anyone good at teaching medical ninjustu." Hiruzen sighed

"Well there is one, but god knows where she is." Jiraiya smirked

Hiruzen knew that smirk," You are going to look for her aren't you."

"They is a high chance she might reject, but I'm willing to risk it also this would save lives if she was to do this, so if she has moral value she would accept. If she catches the bluff, then I have a bargaining chip."

Hiruzen raised his eyebrow at looked at Jiraiya, "What is this bargaining chip."

"Naruto."

Hiruzen smirked, he knew where Jiraiya was going with this

Jiraiya continued after he saw the smirk emerge on his sensei's face, "As you know Kushina is part Senju and is the niece of Tsunade. As you Tsunade's grandmother was Mito Uzumaki and because of this the first grandchild who was Tsunade's sister was sent to Uzu because of the agreement made when the political marriage was announced. Kushina is the child of that grandchild. Tsunade never gave me her sister's name because she only met her once when she pregnant. This was when she was in Uzu. But I heard, Kushina mention an Akari Uzumaki."

Hiruzen was smiling. The probably most hated person in Konoha is the heir to Namikaze, Uzumaki and Senju clans. "So what you are trying to say is that she is the only person who is blood related to Naruto."

"Yeah basically."

"So that's why Tsunade was so protective of Kushina." Hiruzen sighed, "She will be even more depressed when she hears that Kushina is dead."

"Knowing her she will be probably somewhere gambling."

Hiruzen chuckled ," You are pervert, Tsunade is a gambler and Orochimaru is a child lover."

"Hey atleast, I give you content to read sensei." Jiraiya took a sip of the sake.

Hiruzen looked at the navy blue book on the table. Hiruzen picked it up and said, "I never heard of you writing The tales of a gutsy ninja."

"That's because it didn't sell, the reviews were bad. But in my opinion it is better than all of the smut I've created. I was thinking of giving it as a gift to Naruto, once he is old enough to read it."

"Can I test read it."

"Yeah go ahead I read it yesterday, you would probably like it." Jiraiya smirked

"Oh? And why is that." Hiruzen rose an eyebrow

"Now that will spoil the story." Jiraiya continued to smirk

"Fine."

Couple of hours after all the of drinking sake and reading.

"Well I'm impressed Jiraiya, they are no sexual references in this story and I don't understand why this isn't a bestseller."

"I might change publisher, first I said that last night, then Minato said it when he was asking permission for the name to used as his son's name and now you. I might put some quotes from you and Minato."

Hiruzen looked at Jiraiya and said, "Who are you training to manage the spy network for now."

"No one, but I'm interested in Itachi Uchiha. He doesn't seem like the rest of that arrogant clan."

"That's a good choice, he is in the academy right now though, but looks like he is going to graduate early already.

"Isn't he 6 years old."

"Yeah"

"Wow, we may have a prodigy on our hands."

Hiruzen sighed, they were going off topic.

Hiruzen stood up and walked over to his apartment window and looked out and could see children playing. "It only gets harder for Naruto from here. First he is the nine tails Jinchuriki, and an Uzumaki. If word get out he is part Senju and is the son of the yellow flash then he will be in grave danger."

Jiraiya looked at his sensei and said, "Well once he learns of his heritage then we shall start training him. I will get him acquainted with the toads once he learns to speak. I will bring him to Mt Myoboku as well to get acquainted with Ma and Pa."

Hiruzen sternly looked at Jiraiya. "It only gets worse from here Jiraiya."

Jiraiya looked back at his sensei and sighed, "I know sensei, I know."

Author's Note: Here is the first chapter. What did you think? I hope this was a good introduction, and I left a few teasers about his heritage. I know this chapter might of been boring but it will get better as the story progresses.

By the way Naruto's ability will not dramatically increase, he will learn and it will be realistic progression.
