Chapter 1: The Evil Emperor's Son
Within the underground world of Japan, and the world at large, a certain man is known as the Evil Emperor. In a Quirked world where most people have a superpower-like uniqueness to them, His is among the most dangerous. It's name, as well as the moniker He goes by, is All for One and in essence he can take the powers of others and do with them whatever he wants.
Well… mostly.
All for One rose at the dawn of the New Age where Quirks began appearing in millions of the people. His Quirk, thus, is part of the first generation and despite it's ostensible invincibility isn't without detriment. Even his Quirk was limited to only work under strict conditions; namely, to hold physical contact for several seconds and fail against Mutant type Quirks.
Beyond the obvious weakness the man possessed before stealing his first Quirk from another, All for One learned over decades of pilfering Quirks that both his Quirk and body had limits. It turns out that the human body, whether evolved or not as scientist began believing was the cause of the Quirk Revolution, simply can't hold infinite power. Not infinite strength, nor infinite speed, stamina, intelligence, wisdom, and so on.
All for One learned the hard way when instead of heeding his body's signs of breaking, wantonly kept his pirating spree when he was still in his youth and suffered the consequences. Back in his thirties, when he still had ambitions of taking over the world, his goal had been to amass intelligence boosting Quirks.
Before the migraines started distracting him, then, he had stolen over a dozen such Quirks. By twenty, he would spontaneously start bleeding from his facial orifices at the simultaneous use of his Quirks. Yet it wasn't until All for One crossed the point of no return, with nearly fifty Quirks that he understood his limits.
By then, it was too late to reverse the damage with the Healing Quirks available at the time and he was stuck with permanent brain damage in the form of Dissociative Personality Disorder. He managed to salvage his situation by getting a hold of his condition and both limit his mental illness to only having a single extra alter ego and restraining it under the will of his original personality. But, there was no returning to his former "whole" self.
Excluding the one weakness he had inflicted upon himself, All for One found himself increasingly threatened as the decades came to pass and Quirks grew stronger from generation to generation.
In under three-hundred years, people went from simply being able to simply coat their hands with fire to shoot beams of magma and controlling natural disasters. Some people could erase your existence simply by touching you and others could destroy just about everything else under the right conditions.
So, the Evil Emperor never managed to make it farther than conquering Japan's Underground and rule from the shadows. Alas, he had enemies all about him for most of his reign and the creation of One for All was nearing the point that it could stand on par with him.
Then, he learned of his son's Quirk.

"Ah, darling! What are you doing here?" Inko Midoriya asked as she opened the door to her apartment to see her husband.
Stepping past the entrance, Hisashi Midoriya gave his wife a kiss and smiled as he said, "Surprise! The company is having a meeting here in Musutafu next week, so I volunteered to attend it to spent some time with you guys."
Like clockwork, as Hisashi mentioned "you guys," his son Izuku ran past Inko to tackle him into a hug.
"Dad!" Izuku said, beyond excited to see his father.
"Whoa there, sport. Calm down before you hurt yourself," Hisashi said.
He walked into the apartment and settled in with his wife and child, telling them stories from aboard of his adventures as a salaryman. It honestly wasn't the most enthralling storytelling, but his family didn't mind since he almost never had time to spend with them.
Hisashi had at most ten days with his family before he was whisked off to work out of their reach, so he made the most of his time. He took his wife on dates and his son to play. He cherished his life at home and felt gratitude for every moment he got to spend with his family.
However, on his seventh morning back home, his life was forever changed and it all began when his son let out a startled yelp upon seeing him eating breakfast on the kitchen counter next to his wife.
"Izuku? What's wrong?" Inko said, concerned.
Izuku, however, kept a cautious fearful gaze on his father as he hesitantly asked, "D-dad? Is t-that you?"
"Yes? What's wrong?" Hisashi asked, just as concerned as his wife if not more so after being looked at by his son so treacherously.
"Y-you look different," Izuku admitted as he finally broke eye contact and gulped.
"Oh? How so?" Hisashi scrunched his eyebrows in confusion.
"You're taller… beefy kinda like All Might, but not as much… You're hair is black and your eyes are white," Izuku said, much to Hisashi's shock and Inko's confusion.
Amidst his internal conflict, Hisashi coldly thought, 'His Quirk must have manifested if he can see through my Illusion.' It was nearing the time for Izuku's fourth birthday, so his Quirk manifesting added up.
"I-it's also like you have dozens of colors burning inside you," Izuku added.
In response, Hisashi nearly blanched. 'He is my son after all,' Hisashi thought as he quickly deduced a most educated guess as to the ability of Izuku's Quirk.
"Are you still half asleep?" Hisashi said, aiming to deflect the conversation. "I think we'll have to dial back on the bed time stories."
"Wh- No!" Izuku pleaded, looking past his father's new appearance. Hisashi knew he'd do anything to keep his father reading to him at night for as long as possible, so he manipulated that reaction out of him to make Inko believe there wasn't much to Izuku's reaction. It all went as he predicted and soon Inko forgot all about Izuku's outburst.
Hisashi, however, didn't.
Thus, under the guise of taking Izuku out to play at the local park, Hisashi left his wife at home to catch up on the latest drama show.
On their drive away from home, Hisashi called out to his son, "Izuku."
"Yes?"
"Do you still see me differently? With colors and whatnot?"
"Y-yeah," Izuku admitted.
"What about your mother? Do you see her any different?"
"Not really. Or… Actually, she also has a color inside her, but it's blue and really dim."
'Shit,' Hisashi glowered past the windshield as his deductions with regards to Izuku's Quirk narrowed.
The moment passed, and as Hisashi found himself stopping at a red light, he looked to the back seats of the car and flashed his son a smile. "Well, it sounds to me like you might have gotten your Quirk, son."
"My Quirk?!" Izuku was shocked.
"It may very well be the case, but there's only one way to know for sure."
"What?! How?" Izuku wanted nothing more than to confirm his Quirk status right away.
"I'd need to take you to the Quirk doctor," Hisashi said as he pulled into the park's parking lot.
"Can we do that now, dad? Please?! I can't wait to show Kacchan my Quirk!" Izuku said.
Sighing, Hisashi "relented" and took his son to get his Quirk evaluated. He didn't go to a registered Quirk doctor, though. He simply didn't have the time nor patience to bother with the legal route.
…
"Dr. Ujiko," All for One called as he arrived with Izuku at an unmarked building. He had already canceled the Illusion Quirk putting him under the guise of Hisashi Midoriya.
"Master," the doctor quickly approached, asking, "is this the boy?"
With a nod, All for One said, "this is my son, Izuku."
"Well, little Izuku, why don't we start testing your Quirk; sound good?" Dr. Ujiko said, getting straight to business. He had already been debriefed while All for One drove his son over.
"Ok!" Izuku eagerly followed the doctor.
The three found themselves in a room further into the building before the doctor asked Izuku, "So, your dad told me you can see colors in people. Can you see one in me?"
"Yeah, it's white," Izuku said.
"White huh?" the doctor wrote something down on his notepad before he told Izuku, "Here, hold my hand and see if you can do anything to it."
Astonishingly, Izuku stayed put as he reached out into thin air and plucked the white color from the doctor from over a meter away. His actions had immediate consequences as the doctor looked to be aging rapidly, going from a middle aged man to someone who looked like they were on their deathbed.
"Ah!" Izuku just as quickly put the white color back from his body into the doctors as he began to apologize and cry profusely. For a four year old, could be highly traumatic.
However, the doctor handled it well, as he ignored his brush with death and said, "Fascinating. I'd need to check with another Quirk, but it seems reasonable to claim the boy has an advanced version of All for One; one that works at distance and has certain immunities."
"Y-you're not mad?" Izuku asked through his sniffles.
"Of course not, my boy. In fact, I should thank you for showing me such an amazing Quirk!" The doctor said.
"Izuku," All for One called his son, "See if you can take this." On his outstretched hand he had isolated a Quirk by the name of Air Walk.
Izuku, having seen the consequences of stealing a Quirk, did not want to take his dad's Quirk. He hadn't the wherewithal to question why his father had so many Quirks or know that his first attempt only ended in disaster because the doctor's Quirk specifically extended his lifespan. He just wanted to possess the color of his father's Quirk without taking it and from the thought, the impossible happened.
"I… I have them," Izuku said.
"You haven't taken the Quirk yet," All for One said.
"B-but I have them," Izuku insisted.
Patience running thin, All for One placed a hand on his son's head and subsequently froze.
Izuku wasn't lying. He had them; all of them.
As All for One counted, he grew increasingly pale in the face until he confirmed that every last Quirk in his possession — including a copy of All for One (the Quirk).
Less than an hour later, the limits — or lack thereof — of Izuku's Quirks were determined and his Quirk was dubbed, "Quirk Control." It was the most perfect mutation Izuku could have gotten from the combination of his parents Quirk. Taking and evolving primarily from All for One's ability to manipulate Quirks, Inko's Minor Telekinesis allowed Quirk Control to work from a distance.
Unlike All for One, however, Izuku's Quirk Control was more versatile; frighteningly so, in All for One and Dr. Ujiko's opinions. For one, Quirk Control wasn't limited to merely taking, using, and giving away other's Quirks.
No… Izuku could also copy Quirks perfectly or destroy them entirely. So long as it was within the effective range of his Quirk, he could influence Quirks inside the bodies of other people and even evolve them if possible.
By the time Dr. Ujiko and All for One were done testing Izuku, the boy had enough power to threaten a country. He had copied and perfected all of the Quirks All for One had, effectively leaving him a practical test away from proving whether or not the amalgamation of powers in his body could be wielded without limit or risk of consequence.
It also left All for One conflicted; especially after the man found out that much like One for All, his son's Quirk was immune to being stolen from his All for One.
'The boy is a threat. I should kill him before he grows beyond my control,' were his initial, pragmatic, cold, and tyrannical thoughts.
His son's Quirk Control as it was could spell the end of his reign of supremacy; it wasn't even a matter of potential. On the day it manifested, Izuku's Quirk Control literally copied All for One perfectly; was there even a need to question whether or not it could erase the Quirk entirely?
Unfortunately, or fortunately — depending on perspective — All for One couldn't bring himself to consider killing his own flesh and blood for more than the half a second his twisted evil mind had after instinctively looking into the nuclear option. His old wounds and alter ego led to the creation of Hisashi Midoriya and his family, and though it was tightly held onto his original will, the spirit of Hisashi refused to except the notion of filicide.
'Maybe I shouldn't kill him,' All for One's killing intent died out before Izuku could notice it. 'It would be much better to groom him into being my successor, and with our combined power—' All for One grinned, "—world domination might no longer be so far fetched."
