Ogawa's quirk is controlling any and all liquids. She can heat them up and cool them down, as well as control their movement. She can heat and cool them to a phase change, but then she loses control over them, as they are no longer liquids.
As children, Ogawa and Shouto would take turns standing up for each other. They were mutual shoulders to lean on and be leaned on. Then Shouto was burned. Ogawa confronted Enji, who told her she wasn't allowed to try and be a hero. She would go to a normal school and then marry someone of his choice. Ogawa flatly refused, and Enji ended up locking her in her room.
Though Shouto had always tried to visit, Enji never let him in. While locked up, she received tutoring on proper manners and academics and the like. By high school, Enji decided to send her to boarding school in Okinawa.
She ran into Eraser Head there, but she didn't know who he was. Fortunately, there was a villain attack, which she dealt with easily. First scolding her, Eraser offered her a spot at the Hero Academy.

Shouto's Pov.

Drrrrrrring!
"Sit down, everyone," Eraser Head ordered as he entered the classroom. I watched everyone as they flew into their seats, then turned back to Eraser-Sensei. "We have an important announcement today," Eraser-Sensei began, "we actually have a transfer student."
There was an excited murmur as the door opened. My sister walked in, but she was barely recognizable. Her blue black hair was still four feet long but everything else had changed. She wasn't in one of the elegant kimono Father always made her wear, but in the school uniform for guys. She wasn't wearing any fancy make up, either, and her freckles showed proudly on her nose and cheeks. Her ears had been pierced, three metal bands running up each lobe. But the biggest difference was that she was actually smiling.
There was a long silence from the rest of the class as she walked up to the blackboard.
"My name is Ogawa Todoroki," she said, bowing.
This broke me out of my trance. "How did you get here?!" I shouted, jumping up out of my chair.
"Hey, Shouto! I, uh, you know, this and that…" she chuckled nervously.
"Todoroki, that's your sister?" Deku asked me. I ignored him. Other people were talking too, but I paid no attention to them.
"Why is she in a boys uniform?"
"Her hair is so long!"
"She's Todoroki's sister?"
"Shut it!" Eraser-Sensei barked and everyone fell quiet. He jerked his head at Ogawa, "Continue, Todoroki."
"Uh, I like rock climbing? Nice to meet you all," she said awkwardly. "May I just go sit down?"
"Yes."
Ogawa looked around the room and sat down right next to Bakugo. The class winced collectively. I sat back down slowly, staring at her. She grinned and winked.
The class continued and then it was time for gym.

On the way out of the classroom, I grabbed Ogawa's arm and yanked her to the side.
"What are you doing here? How did you get here? What the hell?" I demanded.
"I am here to learn to be a hero. I got here because Eraser-Sensei helped me. And I'm not sure how to answer that last one," she replied calmly, shaking her head. "Don't tell Dad, alright? I know he'll find out eventually, but I'd like to delay that moment for as long as possible. Hey! We're gonna be late!" And, even though I hadn't let go of her arm, she ran out and down the hallway, dragging me behind her.
"What are you talking about?" I shouted as she sprinted around a corner.
"Gym class!" she shouted back.
"Gym class?" It seemed silly to be worried about gym class right now. She always did that, moving on from things before they were even finished.

When we got to gym, I remembered that it was a power training day, and the room was filled with explosions, courtesy Bakugo, random floating objects, Uraraka, and a blue blur circling the room, Iida.
"So, Shouto, what is this supposed to be?" Ogawa asked me, stepping on my foot to get my attention.
"On Wednesdays we practice our powers during gym class. However we want to," I explained tiredly. I knew better then to attempt to continue badgering her about how she got here now that she had moved on.
"So, your name is Ogawa?" Uraraka asked, walking up to us.
"Yeah. Who are you?"
"Uraraka Ochako! What's-" And they both left.
I stood, dumbfounded, in the doorway, until Midoriya came up.
"I didn't even know you had a sister. Is she younger or older than you?" he asked.
"We're twins, actually," I wasn't in the mood to talk. I wanted answers, not questions.
"Is she, er, you know?" he asked awkwardly.
"Is she what?" I said, not looking at him.
"Is she, uh, I, er," Midoriya stammered.
"What are you talking about?" I asked, slightly irritated, finally looking at him. He was blushing a little.
"He's asking if your sister is gay!"
I looked down. The purple grape boy was staring across the room at Ogawa, apparently entranced. Midoriya was red as a beetroot now.
"No. I don't know. Ask her, why don't you?" I snapped. My confusion was rapidly turning into anger.
"I don't care either way. She is so ho-!" grape boy yelped as I froze his feet to the floor. "I'm sorry! Todoroki! Please!"
I ignored him and went to practice in my usual corner.

"Put me down! Uraraka! What the heck!?" I heard Ogawa shriek. My head turned so fast I cricked it. She was floating near the ceiling, laughing and yelling at Uraraka. "Uraraka! If you don't put me down, I'm warning you!"
Uraraka laughed, "Thanks for helping me practice! I'll put you down now!"
"Hold on! Don't put me down yet!" Ogawa suddenly shouted, looking excited.
"Why?"
"You'll see!" Ogawa started propelling herself towards a beam. She grabbed hold of it and swung herself over it. "Now, stop your power!"
"But you'll be stuck up there!"
"Just do it!"
By now, almost everyone was watching. Uraraka hesitated a moment longer before pressing her fingers together.
People gasped as Ogawa sideways on the beam, but she grabbed hold of its side deftly and hung there. "I didn't realize it was so slippery up here!" she laughed.
"I'll help you down!" said several people, but she shook her head.
"I'm fine. I can get down on my own, thanks!" She let go of the beam, hanging only by her knees, and pointed her hand down. Slowly, a sphere of water began to form, growing to the size of a nightstand below her. She grinned, and let go.
As she fell into the water, she moved her hand down in a swift motion. The ball followed the movement, wafting to the ground, her in it. She landed on the ground and the water bubble, instead of spilling over the floor, dissipated again.
"And I'm not even wet!" she announced proudly.

After school, I went to a cafe with Ogawa.
"You've really developed your quirk since I last saw it," I commented.
"And that was, what, five years ago?" she said dryly, poking at her slice of cake.
"How did you learn to control it so well?"
"I taught myself, basically. I trained in my room all night. I used what I could from my books to learn strategy and everything. I made some stuff up along the way," she listed them off carelessly and pushed her plate away. "I never did like sweet things."
"I'm sorry," I muttered.
"Huh?"
"I'm sorry for all that happened…"
"It wasn't your fault, you know that, right?" She smiled ruefully at her cup. I noticed her eyes were turning slightly gray. With obvious effort, she looked up at me and smiled. "Speaking of developing quirks, I watched the whatever that tournament thing is called and you were amazing. Why couldn't you use your fire?"
"Don't change the subject," I grumbled. I didn't want to talk about that problem now.
"It's the same subject, I think. It's just that the attention has shifted to you," she retorted.
I glared at her. "I couldn't stop thinking about, about Dad, and how I didn't want his power."
"Oh, Shouto," she sighed and patted my arm. "Do you wanna go rock climbing? The eavesdroppers have just arrived and they could come too, if they want."
"Did you have to invite them?" I grumbled, slumping into my seat.
"How did you know?" Midoriya asked as he, Iida, and Uraraka stepped out from behind a booth.
"MaGiC!" Ogawa said in a misty, faraway voice. Uraraka stuck out her tongue.
