The Fall of Beacon was a turning point in the history of Remnant; nothing said could debate that. But many people think that the Fall also means that Vale fell. However, that is not true Vale as a city held on, barely, but it did hold. Many members of the Council of Vale fled the city throughout the invasion and most of them died doing so, crippling the Valean government. In this time of crisis respected members of the Beacon staff stepped up to lead and hold the city together. Glynda Goodwitch, Peter Port, and Bartholomew Oobleck took up the reins of the city and led the reconstruction efforts while also holding the city. Calling Vale a city at the moment would be an overstatement as all areas near Beacon were evacuated and with the walls breached only the inner-city was able to be held. The people of Vale were starving and without enough homes for the survivors as despite the size of the invasion more people survived than died, though a good number of the survivors suffer from major wounds and are stuck in the hospitals and medic tents. The people were filled with anger as well as fear, fear of the future, fear of the unknown, and fear of not seeing another day. The future is uncertain and there are many possibilities on what can happen to Vale. This is not the story of heroes and villains but a story of a people rising from the ashes.

"I'm telling you Glynda we need to focus on getting food and shelter to those that need it, we can't afford to start taking back the city until we can confidently hold on to what we do have which is small at best, negligible at worst."
"Bart I understand your concerns but retaking the city and beacon is of utmost importance if Ozpin were here-"
"If Ozpin were here would he not tell us to make sure that the citizens of Vale are safe?"
Peter sighed he could hear them arguing again and he wasn't even in the chambers yet. Things have been difficult after Beacon fell but to also lose Ozpin seems to have fractured the faculty's ability to work together. Peter could've sworn that they had had this same exact argument yesterday with no signs of compromise. If this was how the council decided on how to do things it was a wonder anything got done at all.

Central Vale Square
"The Council has failed us in Vale's greatest time of crisis! Atlas has failed in their promise to keep us safe and even turned on us when we needed them most! The huntsman and huntresses of Beacon Academy have failed us when they swore an oath to protect the people against the Grimm! The only people we can trust are ourselves! The Vale of old wouldn't have fallen so easily against the creatures of Grimm! The Vale of old didn't need an Atlesian battle fleet flying over it's head to keep us safe! The Vale of old could single-handedly stand against the might of Mistral and Mantel at their strongest! Ever since the treaty of Vytal got rid of the Monarchy in favor of the Council, the city of Vale has declined! The Council let notorious criminal Roman Torchwick run around the city stealing anything he wanted with barely any action from the police! Vale needs to return to the government of old! Vale needs to bring back the monarchy!"
The gathered crowd exploded into cheers and applause as the speech ended. In truth ever since the end of the Great War there was always a movement to bring back the monarchy though once more and more of the original members died the movement slowly fell into obscurity. The fall of Beacon, however, brought the movement back roaring against the Council who had failed Vale. The speaker was one of the older guard members of the movement even before the Fall named Pedro Roxo.

The Steps to the Council Building
Standing at the top of the staircase is the leader of the Valean Democratic Movement Solon Blau. The democratic movement is relatively new in existence, first appearing only 3 years before the Fall but it became an unexpected powerhouse in Valean politics when it exploded in size a year after it formed. The movement only grew after the Fall highlighted the many weaknesses of the Council for all to see with many people wanting to keep elections but wanted a stronger central government than what the council was giving them.
While Solon was giving his speech more and more people came to listen and by the end of it there were at least 5,000 people listening in. The true reason why the democratic movement exploded in size was because of Solon himself as his speeches brought a great many people to his side including some of the less savory types. Truly it seems that the Democratic movement is truly a movement of the people as while the Monarchists have a range of support from the older survivors, the speech at the Council Building show the wide range of supporters Solon has as there are Human, Faunus, rich, poor, law-abiding, and the criminal.
Off in the shadows a man lights his cigar noticing he is starting to run low. "Well looks like Vale is in for another change sooner or later" murmurs the man as he walks away, no one hearing the sounds of a cane hitting the pavement over the cheering crowd.
Author's Notes:
So I've had this in the works for about a month.
This is my first fanfic so any constructive criticism would be very helpful.
Also very sorry if any of the professors are ooc as I'm not that good at writing characters that already have their personality all made up. (Though this might just be me being nervous to write a character wrong)
The next chapter is going to take a while as it may be already in the works when this is posted but I don't know.
My plan for these is that each chapter after this it'll be mostly me talking about how the few named characters that are oc's got their names.
My plan is to make this 4 chapters each chapter a different way Vale goes into the future though that might change and it may turn into a longer linear one.
