Not a new chapter but I wanted to get this clear so everyone can have a middle ground on the power scaling in my story. I know I haven't been the best but to make things simple i'm going to do what me and my friends do and separate all important characters into a tier, so think of this as a tier list for power. How i'm doing is is based off what Legendary a character has beaten or captured (cause that likely means you've beaten that Legendary.) I will be using the anime/games for certain characters. (The manga is all over the place)

Mountain - Island Level Tier - Heatran

Heatran can cause volcanic eruptions and events just by awakening.

The character (s) in this tier are…

Jack Burningdale, Coral, Clementine and Arthur.

Arthur did get beat off-screen but he would be able to fight and possibly beat the others listed in this tier if Cynthia didn't intervene.

Continent Level Tier (For the sake of simplicity just think of a whole region) - Zekrom, Reshiram, and Kyurem

The Tao Trio were stated several times that they razed the Unova region at certain points in time which would make them bare minimum Continent level. Well for Kyurem, it will always be the strongest out of the three.

The character (s) in this tier are…..

Gedeon Alexander, Brad, Sun, Alder, Lance, Diantha, Atlas and Drayden

Gedeon isn't strong as if you read last chapter you would understand his placement, but for another reason is, he has already dealt with the Tao Trio within the 3 year time-skip, I may go back to it as a spin-off or not.

Brad is capable of keeping Unova safe as he is confident that if Gedeon could, he could. Sun is well...Sun and soon you'll see why he's in this tier. Alder should be lower honestly cause going off the games he technically lost to N who had Zekrom who easily blitzed his Volcarona.

Lance is here for the sake that I don't see him beating any of the people in the next list. Diantha as well (sadly)

Planet Level Tier - Mega/Rayquaza and Deoxys. Primal Groudon/Kyogre (Debatable)

Primal Groudon and Kyogre created the lands and the sea basically. Primal Groudon could melt the planet if it were left uncheck, while Primal Kyogre could plunge the planet, they're always equal. Deoxys came from the meteor that would have destroyed the planet which could easily make it Planet level.

But as always Deoxys will somehow scale to Rayquaza who is easily the strongest of the Weather Trio. Mega Rayquaza can defeat Deoxys, Primal Groudon and Kyogre.

The character (s) in this tier are.

Steven Stone, and Jason, Hachi and Koa

Steven went toe-to-toe with Primal Kyogre etc in the Mega Evolution Special, and in the mainline anime, He helped Ash with handling the Red Zygarde so yeah easily Steven belongs here.

Jason is here because honestly he was holding back in his fight with Sun, and in the coming chapters you'll see why he is in this tier. Jason is truly strong which is why I kinda cut his battle short.

Solar System - Multiversal Level Tier - Necrozma, Lunala, Solgaleo, Dialga, Palkia, Giratina, Darkrai, Mesprit, Uxie and Azelf.

Oh boy this one will be a doozy.

Going off Necrozma, it ate all the light within Ultra Space which is possibly infinite. The light of Necrozma may of created the Alola Region itself. The one that makes Necrozma Solar System is the fact it eats anything that produces light etc, and what do Galaxies and Solar Systems produce? Light.

The Creation trio is easy to explain as they were literally going to destory one universe and create a new one in the games and the anime, but they were stopped by the Lake Trio.

The character (s) in this tier are….

Cynthia, Cyrus, Dawn, and Orochi.

Yeah Cynthia is here easily as she stated in the games that she really wished she could've fought one of the creation Trio which is crazy to think about since she knows what they're capable of.

I don't think i need to explain why Cyrus is here and Dawn too, yes she's in the story and will debut soon.

Orochi is here by default that Asmodeus makes her a threat for the creation trio and Arceus.

Again, this is how i see the scaling and totally not bias. Gedeon isn't strong by any means and I don't think he'll be able to beat Cynthia as he is right now, that's why he's off training still.

If you don't like some of the placements, that's fair but again taking my favoritism and bias out my decision i feel these are the right placements.
