It was a dark night off the Pacific Coast, oddly warm for winter, when Pavel begins with a systems diagnostic check of his new employer's submarine. Following their daring heist of the drug lord Juan "El Rubio" Strickler, Pavel's boss wanted the submarine to be converted into something that could make him a profit, and hired a small crew of ten people to help Pavel carry the weight of such an operation.

His new co-workers sat below in the mess hall watching a basketball game, Pavel often hearing their screams and shouts through the empty metal hallways. His boss gave up his personal quarters so that Pavel could have a more private sleeping area, because the Phantom never sleeps on the sub, owning a lavish penthouse at the Diamond Casino. Pavel reminisced about the days he spent alone on the sub, when he still worked freelance for the Madrazo family. He would often enjoy the silence, other times he'd take a lawn chair out and take up some rays. And he still had some form of alone time when his boss was planning the big heist, but with these new loud mouths on the sub, that privacy has been taken away from him. However, while performing the diagnostic check, Pavel does note that they're not rude, accepting orders and doing them dutifully. In his naturally thick Russian accent, the thin man in the tank top tapped a gauge and said, "This is not right." Pavel paged through the papers on his clipboard frantically trying to find his mistake. After a few seconds of searching, Pavel notices his mistake, and laughs, "Ha, found you."

The basketball game downstairs came to an end as well, and the crew returned to their posts. Pavel spoke to one of them, Patrice Jackson, "How was game, Patrice? Did your team win?" Patrice, a big and well-built African-American, responded, "It was a pretty decent one. The Panics kicked ass tonight. The boys from the Liberty City Penetrators didn't stand a chance."

"That's good. I am really happy you're settling in so well on Kosatka, and we will make true sailor of you yet."

A sudden burst of rapid gunfire shook the two from their conversation, with Pavel noting it came from the back. Going down to the Moon Pool, Pavel and the rest of the crew find something that shocks them beyond words.

"It's Terrence, the mechanic," says Pavel as he wipes the blood from the front end of his boss's Ocelot Stromberg, the submersible powerhouse, "and it looks like motion sensor was used to activate machine guns." Pavel picks up a laser motion sensor from the floor. One of the technicians noted, "It looks like he was riddled, but how did the guns disengage? If I remember correctly, there's a button that the boss presses to engage the guns, and when he releases it, the guns disengage." Pavel nods, and opens the driver's door, noting scratch marks on the door. He says, "This is what engaged and disengaged it," bringing forth a small microbot that was on top of the button. He continues, "When motion sensor is tripped, robot releases small pin underneath it, putting pressure on button. When the block is removed, pin returns to original place, relieving the pressure from the button. Quite an elaborate scheme, to say the least."

With the crew standing around the body, Pavel gives his orders, "Patrice, put sub in lockdown and send message to the Phantom telling him of what happened. You, Yohan's brother, take plastic refuse bag and two men with you, put body in bag, and put it by the Landing Pad. When you are done, meet me and the rest of the crew in the Bridge."

After the errands are done and the crew are all together, Pavel began, "Gentlemen, it appears as though we have a killer among us. Terrence was loyal to the Kapitan, and he worked hard to keep this vessel in running order. But now that he was killed – murdered, if I must call it by name – and betrayed, we must work to solve his murder, unless the murderer wants to come forward now." Pavel stood silent, waiting for one of the men to speak, but to no avail. He continued, "This vessel is now on full lockdown. A transmission from the Kapitan said he gives us six hours to find who did this before he takes the vessel out to deep waters and send you back to the coast swimming, and trust me, it is not as pleasant as it sounds. So, let us begin. I want you to split into three teams, one team works the back, searching for clues, one team does the same in middle, and another team takes front. Carry these cameras with you, they stream directly to this Planning Table. These earpieces will give me the ability to communicate with you. Go, find some evidence before we all become shark food."

The crew disperses to their respective objectives, and Pavel steps in behind the table, opening the streams, an open communications network to speak with the crew, and keeps his phone handy to give hourly feedbacks to his boss. Pavel figures that the killer might try to open one of the hatches and escape, so he decides to drop the sub below the waves, effectively drowning them all should the true killer try to escape. He returned to the table, talking to team one in the back, consisting of Patrice and two others. Pavel spots something in the corner of the engine room, and he says, "Patrice, in the right corner." Patrice and his team walk to the corner, spotting the stars and stripes livery on the small handgun. Patrice answers, "It's one of the boss's Mark Two weapons, the SNS Pistol. Compensator removed, extended clip. But from the looks of it, it ain't the one the boss carries. Identical replica, except for the obvious changes. Wait a minute, paint flakes, on the grip, looks like white flakes. I'm pretty sure these marks would match that little scratch on the inside of the door."

Pavel told Team Two to grab video footage of the Stromberg's door panel, letting Team One know the gun was responsible for the scuffs on the door. Pavel said, "That means killer planned to use that gun, probably to fight way off submarine if he was seen." Yohan's brother, on Team Three, replied to Pavel's observation, "Why the little SNS, he could have used an assault rifle or shotgun, that thing gets twelve shots off." Before Pavel could answer, Patrice says, "It's compact, that's what he'd want. To carry that thing from the one end to the other. Hold on," a brief pause from Patrice gains the entire crew's attention, "it appears our killer chose to use this gun for something else." Patrice brings something round and shiny in front of the camera. Pavel looks at it, and says, "That's a…silencer," shock visible in his voice.

With the killer's plan slowly taking form before him, Pavel tells the crew to search for more clues, while he types a message to his boss to inform him of the last twelve minutes' developments. His boss responded with a short and to-the-point, "Handle It!" message. The crew continued searching over the next half hour, finding a piece of paper on the weapon workshop desk, with a rough drawing of the sub and three crosses marked on it. They found a different gun at each point, including the SNS in the engine room. When all things began to point to him, Pavel called Charlie Reed, the gunman, into the bridge. Charlie worked with the boss during the casino job, even flew him onto Cayo Perico, so Pavel wondered why he'd kill someone on the vessel.

Charlie, a part of Team Two, enters the Bridge, and Pavel goes for broke, "Why are you betraying us?" Charlie looks flustered at the notion, stammering, "I would never do something like that, the boss has only ever been good to me, he gave me the chance to aid in one of the most daring heists ever pulled off. And besides, I've got employment for as long as he lives, why'd I try to get killed?" Pavel looks at him suspiciously, considering his response, before saying, "Okay, dismissed. But I'm keeping my eye on you." Charlie leaves the Bridge, and joins his team. Pavel contacts Patrice's team, telling them to switch areas with Team Three and begin combing through the sleeping quarters. Pavel knows it is wrong, that he had to be suspicious of everyone, but Patrice was the only one he trusted. He watches the camera as Patrice and his team search the beds of the ship's crew. Patrice pulls the pillow off a bed, finding a picture of the boss. Pavel asks, "Who's bed is that?" Patrice moves the camera, landing on the name of the bed's owner: Charlie Reed. Pavel commands, "Place Charlie in cell. We will deal with him later."

Searching the ship under the guise of finding the one responsible for killing the mechanic Terrence, the man with the eyes narrow and focused noted his assignment: Eliminate the one they call The Phantom. Terrence destroyed this plan when he stepped into the pathway of the motion sensor rigged to kill The Phantom. El Rubio was furious that his secure compound was infiltrated by one man, essentially a ghost, and he reached out to the Man after his contacts at the FIB and IAA couldn't give him any information on The Phantom. Now he's on a hunt for himself, working with incompetent fools, believing the gunman is responsible for the murder; however, the Man couldn't plan it better even if he wanted to. Everything points to Charlie Reed as the killer: the gun, the paper, and The Phantom's picture from El Rubio's gate camera. If Charlie manages to prove his innocence, the Man already has someone else set up to take the fall.

In the Bridge, Pavel is monitoring the current situation, keeping special watch on a camera Patrice placed on the shelve looking directly at Charlie's cell. Pavel decides to scan through the crew's resumés, all uploaded to the Planning Table by the boss for Pavel's own review. Pavel checks the names:

- Patrice Jackson, Second-In-Command of the Helm

- Terrence Meyer, Head engine mechanic

- Charlie Reed, Weapons Specialist and vehicle mechanic

- Kapoor Blair, Assistant mechanic

- Tyrone Mackie, Chief diver for sunken artifacts and analyst of such artifacts

- Manfred Rice, Cargo Hold manager

- Octavio Gonsalves, Cargo Hold senior assistant

- Castro Guzman, Cargo Hold assistant

- Dieter Prinz, Cargo Hold assistant

- Sebastian Carlisle, Cargo Hold assistant

According to the boss, the Cargo Hold workers and the diver are the ones making this vessel profitable, since they have to ensure new goods are picked up when the Cargo Hold empties out, they're the ones who book out the cargo the boss sells, and they do regular stock taking of the cargo on deck. Considering that the engine room – and by that extension, the Moon Pool where the murder occurred – is on the other side of the vessel, it's unlikely that the murder was committed by any of the Cargo Hold employees. Sadly, it doesn't rule out Charlie, since all evidence points to him, and he was off-duty. Patrice couldn't have done it, since he was with Pavel the moment it happened; however, there was the motion sensor rig planted in front of the Stromberg. Kapoor Blair, Yohan's brother, can probably be ruled out as well, because both he and his brother are employed by the boss, and should one of them mess up, they'd both be out of a job. The diving station is right next to the Moon Pool, but according to all the other employees, Mackie went straight to bed after the basketball game and never left the mess hall once.

The thought of the basketball game and Mackie not leaving during it triggered a thought with Pavel. He locked the Bridge and went down to the cell to talk to Charlie. The moment Charlie saw Pavel come into view, Charlie exclaimed, "Please, Pavel, you have to believe me, I didn't booby trap the Stromberg to kill the boss, I didn't kill Terrence either."

"Help me prove it, Charlie. The boss will come in four hours, and all of us will have to swim back to shore from deep ocean. We can make bets over who will survive longest, but I can say with certainty it won't be you or me."

"Tell me what to do."

"Did you see anyone leave basketball game earlier?"

"One guy, moustache. White dude, the man looked antsy."

"Antsy?"

"Yeah, antsy. You know, nervous, on edge, like he was about to get his brains blown out by some gangbanger in Davis or a G-Man. Didn't notice which side the dude went out, he could've gone to his bunk for all I know. All I do know is, that man was on edge."

"Anything else you can tell me?"

"Nothing. I don't really interact with anyone unless I absolutely have to. I prefer my own space and the demons in my head to the company of people. It's what I did before, it's what I'm doing now."

"Okay. You signal me on that camera if you need me, da?" Pavel points to the camera watching Charlie as he says this. He returns to the Bridge, where he begins his search for an antsy white man with a moustache.

Pavel digs deep into the submarine's employees. He's ruled out Patrice, Kapoor, Tyrone, the Mexican cousins Octavio and Castro, and Sebastian, the only white boy without a moustache. Due to being based on their only real suspect's word, Pavel hasn't ruled him out yet, and these men could come back into play if Charlie's story doesn't check out. A message appears on Pavel's phone from the boss. He checks it, and the message simply reads, "Progress Report." Pavel begins typing his reply, "You were original target, Charlie Reed implicated; however, I believe he is being set up. I am checking on his story." Pavel had just set his phone down when another vibration signals a new message. He reads the text, "What story?" Pavel types, "White man with moustache, antsy looking, left mess during basketball game." No reply.

Pavel began digging into Dieter Prinz, a Germany-born American from Acter, Alderney. He was an old contact from the boss's Liberty City days, long before he became The Phantom, and the two crossed paths again in an old musty bar near Sandy Shores. Pavel said to himself, "Like I told the Kapitan, never trust a German with a panther," while viewing a picture of Prinz next to a destroyed Rhino. He dug into Prinz's childhood, coming across foster home records and frequent complaints of child abuse made by a representative of child services. Pavel believed that child abuse would certainly have made Prinz an antsy adult, and all the shouts and cheers could've contributed to this and triggered memories of child abuse. Pavel moved along to the next name on his list: Manfred Rice.

Manfred Rice was a former employee of the government in the late 2000's before he became a fixer to the criminal underworld, making evidence disappear and giving witnesses second thoughts. However, his business crumbled when a cop working with the Blaine County Sheriff's Department in Paleto Bay caught him blackmailing an influential resident. The Phantom made the cop put in early retirement, and Manfred Rice began working for him immediately afterwards. This was the promotion Rice was waiting for, and Pavel had his doubts that Rice would do anything to screw it up.

Pavel contemplated his suspects. A German who's an old friend of The Phantom, down on his luck and sleeping in a derelict motel, now has a roof over his head and a job thanks to The Phantom; or a man who owes his life to The Phantom, and who would've been in a small town jailcell or dead had it not been for the boss. Who would betray the boss like that? Who could even think of killing a man to whom they owe so much? And are they working on their own volition or were they hired by someone else?

With the clock running down to three hours, Pavel has the three teams continue their search for clues, while he does a deep dive into their finances and online activity on the dark web. Pavel is about to throw in the towel when he finds a listing on a website asking for a "problem-solver". He texts his boss, "Kapitan, web listing on dark web looking for problem solver, do you know any IT magicians who can find original poster?" A few minutes pass before his phone vibrates, "A contact, she is a business partner on another venture, I'll ask her and let you know." Pavel sends him the link to the post, and sets his phone down as he views the interest in said posting. No one familiar, but then again, it's all just code names.

Another hour passes, with the search parties growing tired and nothing more to be found, Pavel's phone rings. It's the Phantom calling. Pavel answers the phone, "Kapitan, this is a pleasant surprise." The voice on the other end replies, "My contact tracked the IP address to Colombia, having followed the signal all around the globe. She dug into the names that expressed interest, none of them any promising."

"Why would someone in Colombia be interested in you, Kapitan?"

"I have my suspicions, my friend."

"El Rubio?"

"Precisely. Cayo Perico is his home, and I violated his home when I snuck in."

"And the Colombian angle?"

"El Rubio is native of Colombia, it's his way of letting me know who's behind my downfall. But El Rubio's hitman won't get to me. When the call ends, take the Kosatka into deep waters, tell them the boss is on his way in a chopper, tell them to stay in the mess. Be sure you place cameras on all the entrances, and see who makes their way to one."

"And if we do, what shall I do then?"

"Hold him until I get there. Goodbye, Pavel."

"Do svidaniya, Kapitan."

The phone call was ended, and Pavel began working on the boss's plan. He ordered the release of Charlie from the cell, to ensure that every suspect has the potential to expose themselves. Pavel ordered everyone into the mess, and he went ahead and placed the cameras on the exits, all directly linked to the Planning Table in the Bridge.

Pavel took a seat at the helm and began piloting the submarine into deeper waters. The sudden heave forward put the men on edge, many realizing something was happening that wasn't necessarily good for them. When he was satisfied they were far enough from land that a good number of sharks stood between the suspect and the thought of swimming, Pavel stopped the Kosatka and went down to the mess to brief the men on the next step in their hunt for Terrence's killer.

"Gentlemen, the Kapitan contacted me and said he'll be coming out here in an hour and a half to oversee the swim back to Los Santos. We are roughly eleven miles from the coastline of Chumash in western direction, close enough to see the mountain tops but not much else. Before I continue, I give the man responsible for killing Terrence an opportunity to come forward." Silence befell the room. "Okay then, in that case, you all have one hour and twenty-nine minutes to reconsider. Until then, you'll all stay here in the mess and contemplate your situation. I suppose this goes without saying, but because we're so far from coast, radio and tv have no signal, so no noise to drown out your thoughts or the silence. Air conditioning goes in twenty-nine minutes, power goes in an hour." Pavel returns to the Bridge after covertly planting a camera and an earpiece to listen in on the suspects.

One Hour and Sixteen Minutes left

Pavel looks at the feed as silence still reigns over the mess hall. With no other leads to follow, Pavel sits back on a desk chair and listens to the peace and quiet aboard his vessel, just like the old days. He dosed off, until an alarm's ringing woke him. "Air conditioning time," Pavel thought to himself. He pressed three buttons in sequence, shutting down all three air conditioning machines in and around the mess hall. The Russian heads over to the Planning Table, where his eye catches something small and hairy on the feed. The first thought that crosses his mind is a rat managed to sneak onto his submarine, but he realized it's too small to be a rat. It's on one of the valves next to the forward hatch, small bushy lump of hair. Pavel proceeded to make his way down there.

Pavel found the lump of hair, a fake moustache that looks like it was tossed aside haphazardly. This doesn't rule out Sebastian Carlisle based on Charlie's story. If anything, this fake moustache just makes Rice and Prinz look less suspicious. Armed with this new piece of evidence, Pavel decides to dig into Sebastian Carlisle's past.

With a Masters in Robotics and Engineering from the University of San Andreas, Los Santos, Sebastian Carlisle became an expert in micro robotics with practical applications, such as in health care and construction; however, shortly after the State of San Andreas hired him to work on upgrades to the public health care, Carlisle was hit with a corruption scandal when it came to light that he embezzled money from STD Contractors, a construction company working on the stagnant Mile High Club building. Carlisle was exiled from the engineering community, and he became homeless and poor. Desperate for money, he began working as a drug dealer, where he met the boss and got offered a job in the boss's empire. From personal experience, Pavel knew that Carlisle never stopped tinkering with his micro robotics, often presenting the boss with ant-sized robots that could do the heavy lifting to cut down on costs of man power in the organization. Suddenly, a light was flicked on inside Pavel's mind.

"Ant-sized, antsy. Perhaps white man with moustache was antsy because he had tiny ant-sized – or in this case, spider-sized – robot in pocket. I knew Carlisle made these, but his prototypes were normally the size of his palm, not size of gearshift. But how can I prove this?" Pavel pondered on his dilemma, believing that Carlisle is definitely guilty, but there's nothing to prove it, except a far-fetched theory and a robot. Another thought came up in Pavel's mind, "Artists are vain people, signing name onto everything. What if killer also put some sort of signature on robot. I must look."

Fifty-seven Minutes left

Squinting to see the faint markings on the mechanism that was meant to engage the machine gun button, Pavel realized he had a valuable piece of evidence in hand. He placed the microbot signature side down on the Planning Table and proceeded to scan the image into the screen, enlarging and enhancing the markings. He sees it's a stylized 'SC' written in black paint. Sabastian Carlisle. Believing that SC could mean anything, Pavel decides to connect Carlisle's laptop to the Planning Table so that his boss's contact can see what the suspect is up to.

Below the Palace, a nightclub in Vespucci Canals owned by The Phantom, Paige Harris is busy remotely traversing the digital pathways of Sebastian Carlisle's laptop. She finds a document titled 'Business Proposal' that was deleted from the recycle bin a few days prior, and recovered the file. When she opens the document, it is a detailed proposal for a robotics firm building tiny robots for all kinds of industries, including military; however, Carlisle lacked investments, and decided to dump his dreams. She finds an encrypted email as well. The encryption took a few minutes to break into, but once she was in, she sees instructions for a hit to be carried out on The Phantom on the orders of El Rubio. The payment is ten million dollars, supposedly the exact amount of damage the Phantom's invasion of Cayo Perico cost the drug kingpin. It's also enough to get Carlisle started in funding his project, nowhere near his final tally, but enough. El Rubio requests that "a weapon of this Phantom's own greed take him out." Paige says to herself, "What better than a car capable of going underwater fitted with machine guns and missiles to serve as a weapon of greed." She contacts the boss, already up in the air headed for the submarine, "I'm positive it's Carlisle. His motive is funding for a robotics development company he wants to establish in Vice City, and I found an email from El Rubio requesting that you be eliminated by a 'weapon of your own greed', El Rubio's words, not mine." The voice on the other end of the line replied, "A bit extreme."

"Very. What do you want me to do, boss?"

"Send an email to El Rubio, tell him the job's done. Follow the money, there has to be a phone number tied to the account of the assassin."

"Why would we need a phone number?"

"To confirm that it's truly Carlisle responsible and not someone who borrowed his computer for this specific purpose."

"And how will we know?"

"Send a confirmation text of the transfer, Pavel is currently monitoring all of them, whoever picks up his phone at that specific moment, that's our assassin."

"Alright, boss. I'll get on it."

Twenty-One Minutes left

Pavel receives a message from the boss informing him of the change in plans. He checks the camera, still dead silence in the mess hall. A text comes in on his phone, the bank message acting as notification that Pavel should look out for the culprit. Carlisle drops his head, a phone appearing in his hand. Pavel takes it as his confirmation that this is the culprit responsible for Terrence's death. However, before he eases into the thought, Tyrone Mackie looks at his own phone as well. "Could Mackie perhaps be the one responsible? Only one thing to be done to discover truth," Pavel tells himself. He goes down to the mess hall and requests to see both Carlisle and Mackie's recent text messages. When he checks the phones, no messages are there.

Pavel brought forth his own phone and asks the boss to contact the number on the bank account again, and a few minutes later, a phone rang, but it wasn't either of the phones he held in his hand. Castro Guzman gets up and takes off running, forcing Pavel to give chase. The Russian yelled after the bald Mexican, "There is nowhere for you to run! You're trapped on sub!" It appeared as that notion slowed Castro down, but only briefly. Castro manages to outrun Pavel, and hides in one of the secret holes and tunnels he'd discovered during his short time on the submarine. Pavel returns to the mess hall, immediately launching into action mode, "Gentlemen, we now know who our killer is. Castro Guzman, Cargo Hold assistant, has been contracted by El Rubio to eliminate the Kapitan; however, his plans came to light when Terrence the mechanic accidently walked into his trap. He used Sebastian Carlisle's computer to communicate with El Rubio, so that it won't be traced back to him. Señor Gonsalves, what can you tell me about your cousin?"

Octavio appears visibly nauseated at the notion, and spat the words out, "That pendejo isn't my cousin. Who told you that?"

"He did."

"Typical lying pendejo. He is nothing of me. In fact, he's not even Mexican, he says he is, but he's not."

"I have to contact the Kapitan with this information. All of you, go find our imposter."

Pavel turns and calls his boss; however, the sound of the helipad access door alarm alerts Pavel that the boss has already arrived. He races down to the helipad to meet the boss. When he gets there, he immediately begins giving information, "Kapitan, we found the killer. Castro Guzman, or that's what we know him as." The Phantom responded, "Is that not his real name?"

"It could be, but then again, he told us he was Octavio's cousin-"

"And he isn't?"

"Not according to Octavio."

"And where is he now?"

"Hiding, somewhere on the submarine." Pavel was about to continue when a scuffle behind some boxes draws his and The Phantom's attention. Castro emerges from behind the boxes, pistol drawn and aimed at the Phantom's head. Everything became silent as the other personnel surround the helipad, looking on at what's happening. Castro opens his mouth, uttering the words, "El Rubio sends his regards."

Three gunshots ring out into the empty corridors of the RUNE Kosatka. For a moment, everyone is confused, not knowing who shot who or whether The Phantom is dead. They're jerked back into action when the corpse crashes onto the helipad.

"Kapitan, are you alright?" Pavel rushed over to The Phantom's side. The Phantom replies, "I'm fine, my friend. His bullet only grazed my arm. My two destroyed the last bit of brain he had left."

"That you did, Kapitan." Pavel looked at Castro's corpse, before continuing, "Get this mudak to the sharks." However, The Phantom stops him, and says, "No, I have another idea." He turns to Charlie and continues, "Charlie, load him onto the Buzzard and fly him out to Madrazo's hangar. They haven't destroyed the Stealth Annihilator yet, so use that and fly him out to Cayo Perico. Be sure to drop him in front of El Rubio's door. You can take Tyrone with you." Charlie and Tyrone both nod before proceeding to load the body onto the Buzzard. Pavel helps the Phantom to the Bridge, where he begins patching his employer up. The Phantom begins to speak, "Pavel, my friend. We haven't known each other for such a long time, but what you did here today proved your loyalty beyond any measure. I am forever indebted to you, and if ever you need anything, don't hesitate to ask. I learned a valuable lesson over the years, you take care of the ones who take care of you." Pavel continues his work in silence as his boss proceeds to speak, "I know you've grown accustomed to the submarine, but I want to give you the opportunity to take some time off, lay on the beach, soak up some sunshine."

"Thank you, Kapitan, but rather not. I believe I have what the medical geniuses refer to as Agoraphobia. I can't seem to leave the submarine, and believe me, I tried many times."

"Well, then. If you do decide to take that vacation time, all you need to do is let me know, even if you stay here."

"I will think about it, Kapitan."

Silence befell the Bridge as Pavel continued to patch his boss up. Pavel gets a thought in his head, and decides to voice it, "Why are you talking so much now, Kapitan? Normally you are man of little to no words, but today you talk a lot?" His boss thinks about the question for a little bit, before saying, "I guess being thankful to be alive has made me talkative. Had it not been for your efforts, I may have walked into an ambush and be gunned down by my own car."

"Certainly not, Kapitan."
