"Yes, Your Majesty."
The man, Prime Minister Hideki Tojo, bowed respectfully as he delivered his report to the current emperor of Japan, Emperor Showa, Hirohito.
"Earlier today, June 14th Showa 15 (1942), after extensive joint reconnaissance and investigations with the Army and Navy forces, we have found out that not only we were transported to another world but have confirmed that the territories that we have amassed the previous year as well as provinces in Chinese coastline that we have yet to occupy along with the Chinese soldiers that were transported along with us. Including Allied Forces in Burma and in New Guinea, which the latter submitted a ceasefire after discovering they couldn't contact with Australia nor any allied nation."
"On our south, we have discovered a landmass that is about half the size of Australia. We have yet to make any contact with the inhabitants."
"On our east, we have discovered a large landmass that we can assume is the mainland of the continent. But we have yet to come to contact with them as well."
"However, between the borders of Burma and Indochina, where Siam supposed to be, was replaced by sea and terrain mysteriously shifted similarly to that of a coastal area.
Furthermore, the Korean peninsula, Manchuria, and Mengjiang have somehow been placed east at the same distance as before. Albeit, west of Mengjiang is 926 km close to the Home Islands. Similar distance between the Home Islands and Korea before the transfer."
"That concludes the report, Your Majesty."
The current Prime Minister finished, before noticing the Emperor in deep contemplation of the matter.
"Then, what of our current situation?"
The Emperor of Japan asked, his tone showed insecurity if that question was even worth necessary to begin with.
"...Your Majesty, economically, the situation seems to be stabilizing since we began to consolidate the resources that we've gained during the six-month offensive before the Battle of Midway. And regarding the public opinion of our transfer of this world, it would seem they've begun to calm down. However, there are still resistances regarding our occupation in our conquered territories."
"I see... Our industrial factories?"
"They are mostly intact, Your Majesty. With some minor damage to speak of as well as no shortages of materials so far in this month's evaluation."
"Is that so... Have the Army or the Navy made any requests so far?"
"They have, Your Majesty." Tojo bowed once more, "The Navy wishes to implement the Kai-Maru 5 Keikaku, Senbi-Sokushin Dai-Ni-Ji Jikko Keikau (Modified 5th Naval Armaments Supplement Program), while the Army wishes to form an additional nine armored divisions after the 1st armored division to be formed in ten days; including reasons for training exercises and tank experience as well as for a more formidable army force given that we are in a New World."
Tojo noticed the Emperor releasing an exasperated sigh. And the former General knew what that sigh was directed to.
Tojo knew the Navy was, quite literally, hungry for resources to build for their ships. And if the program the Navy requested was anything about it, they mean it extremely.
He had accurate knowledge the Imperial Navy was given first and foremost priority of resources by its strategic objectives regarding South East Asia and the Pacific region as a whole in order to maintain Naval Supremacy throughout the Eastern world.
Meanwhile, the Army was under-equipped by European standards. Regionally it was considerable since they were fighting a disunited country torn by Civil War. But, with the lack of armored vehicles and anti-tank capabilities, they were good as dead if they somehow encounter German or Russian-level armored vehicles in this world that can defend any attacks from the Imperial Army.
Though under-supplied at the moment, the Imperial Army that was fighting in China was beginning to regain morale and organizational strength after knowing that there will be no Western nation that can reliably supply China with the necessary weapons to combat them.
With this in mind, the war in China would end in a week. Optimistically, a month at most.
Aircraft production, on the other hand, was considerable but with the loss of experienced Navy pilots, they needed to step up their game especially after hearing reports that experienced pilots in the Army's side began showing superiority toward their Navy counterpart who had lost most of them in the Battle of Midway.
That single battle really reared their rivalry into their skulls.
But after the cons came with the pros.
"Five years."
"Your Majesty?"
The Prime Minister of Japan gave a confused look at the Emperor. Showing concern by his sudden declaration.
"I will issue a five-year-long isolation policy to consolidate with our recent gain in the past six months." said the Emperor looking out of the window, "I will also give a specified time limit for both the Army and Navy on what they should do with the resources they will be prioritized with."
"For how long, Your Majesty?"
"The Army will be given a priority of two years and six months to produce some results with the prioritized resources, on the same level as the Navy's, they've been given. Whereas the Navy, during the time period, would have a lesser budget but enough to finish the current construction program. After that, it will be given a priority the same time limit as the Army has, but if our economic situation has improved, then their budget would increased by then after the Army's prioritization period. If it goes well, then we would have a well-trained Army with fresh new equipment and a Navy with more technologically advanced ships to use before the five-year isolation policy would be lifted."
"After that would we make contact with the inhabitants, then?"
"Of course, yes. But for now, continue the investigations during that time. Meanwhile, I was thinking of recruiting the locals of our recent gains to the workforce, given that there should be no threat since the Allied nations had to appear in this world... Yet. But it should give us major head-start in preparations should we face any sort of conflict in this world and having manpower for an Industrial Expansion. Preferably termed as the Five-year plan."
"Yes, Your Majesty, by your will!"
Tojo declared before the Emperor spoke to him once more.
"Also, by the time five years would pass away. We should expect that the Army and Navy as well as our industrial capacity to have considerably expanded and enough to sufficiently deal with threats on the same level as the Great Powers of the West, namely the Naval Supremacy of the British, the Land Power of the Soviets, and the Industrial might of the United States."
"Of course."
"But before I forget, if the Army were to order a tank that weighs more than our transport vessels could carry. Tell them that they request the Navy for the construction of transport vessels to carry those tanks and the units they carry. Understood?"
"Yes," Tojo bowed deeper, "I understand, Your Majesty."
With that, Tojo left the room leaving the Showa Emperor alone as he stared outside the window of his palace.
Was this a wise decision? the Emperor thought, If any case, I'm glad that we've been transported to another world. Otherwise, if we haven't, we would inevitably lose to the US in the long-run should the war have continued onward.
Although he did not what the US would do if they won, but he had a feeling that things would've gone differently than he might expect.
With that, the Emperor left the room with an afterthought that would soon change the entire fate of both the world they were sent to and the entire Japanese Empire as a whole.
This should be interesting.
