Mr. Hagrid,

Our review of Hogwarts' prewar years of operation has brought to our attention a number of mishaps involving yourself. During the 1991-92 academic year, you were disciplined for illegally smuggling a dragon onto school grounds and co-opting students into helping you conceal it. During the 1992-93 academic year, the Board of Trustees had the Ministry remand you to Azkaban upon suspicion of releasing a creature that attacked several Muggle-born students. Although you were cleared of those suspicions, you were, in the following academic year (93-94), responsible for one of your creatures injuring a student during a class for which you were the newly appointed the instructor. During the 1995-96 academic year, you abandoned your post after bringing a full-blooded and improperly tethered giant onto the grounds (in the Forbidden Forest) and asking students to see to his care.

As you can see Mr. Hagrid, you have a pattern of reckless and irresponsible behavior with regard to the management of magical creatures and student welfare. (See enclosed report.) This is unacceptable. Your history as both gamekeeper and instructor is part of a larger pattern of insufficient safety policies and oversight within the school. This cannot be allowed to continue. The committee, in accordance with guidance from the newly created Ministry Department of Public, Occupational, and Educational Safety, is instituting a new, comprehensive safety policy. This policy is effective immediately and impacts not only school construction but also operation.

Thus, it is the decision of this committee that your employment should be terminated forthwith. Please remove all of your personal property and belongings from the gamekeeper's cottage and vacate the premises by the end of day on August 30.

In recognition of your years of service during the war, you will be allowed to retain 75% of your pension monies. They will be deposited in an account in trust for you at Gringotts Bank. Please see enclosures for additional detail.

Dear Trustees,

Thank you for updating us with regard to the most recent change in personnel. Although the Ministry remains responsible for insuring the school and castle proper, I'm sure you understand our concern that any risk factors related to the Forbidden Forest bleed over into the Estate grounds which we do insure. I'm sure that the reduced risk resulting from the hiring of a properly trained, fully certified magical creatures mage instructor will go a long way toward reducing future premiums.
