The next day the ship was almost eerily silent. There was not a soul in sight as the crew hunkered down in their work spaces after the news I've been released. Rossi and Gibbs gave everyone a breather, it was deemed accidental and so they let everyone be.

The following day Jethro and Dave spent compiling and analyzing information with their teams over the computer. They determined that their suspect is still male based on the strangulation used to kill the six victims.

At one point Rossi left to get a drink and discovered a p-way Of sailors with a speaker jamming out to classic rock like the Rolling Stones and Bon Jovi. That site got him smiling a bit if he was honest. The "jam session" continued as he headed back from the galley to his state room. It seemed the crew was in better spirits, Dave and Jethro would continue their investigation the following day. Hopefully, if someone did die once more, it would not be as a result of their Unsub.

That night the agents begin to wander the ship. Dave wanted to observe the sailor's behavior once all their superiors were asleep. There was a loud game of Uno being played on the mess decks. From what Rossi could pick up there was a lot of shit talking and card shuffling.

"Fuck you!" One female yelled at a guy laughing as she drew 18 cards.

"Oh come on Baby Guns! Can't take a little fuck fuck shit?!" he challenged.

"Oh I can take it," she assured. The next second 4 draw 4s were dropped dramatically on the pile and the man let out an equally dramatic groan.

"Oh I'm sorry McNare… Can't handle a little draw 16?" Baby Guns challenged back, making him eat his words.

Rossi watched and leaned over to whisper to Gibbs, "most aggressive game of Uno I've ever seen…" Jethro just chuckled knowing this was probably nothing for the sailors.

"Payback's a bitch," another female sailor at the table pointed out. The two women high fived and went back to their cards.

"Hey! Hey! No teaming up!" HT2 shouted in protest as the woman shared a smirk.

"That's too bad," the other GM3 stated as she placed down her last card. "Winner! Winner! Losers! Three GM's, and an HT here and I swept the three of you!"

Rossi couldn't help chuckling at the shouts of protest from the group. One female made eye contact with the two agents getting both of their attention. Rossi straightened up as the GM3 took vending machine drink orders before leaving the table. Rossi gave the cowboy a look and the man nodded as they both headed around to meet at the vending machines. GM3 Was there when they arrived collecting a mountain of soda cans.

"GM3," Gibbs called out as they approached her.

"Ding- Ding- Ding- Ding… Ding. Fire, fire, fire! Class Alpha fire reported in compartment 1-48-2-L, Weapon's Office. Away the at sea fire party, provide from repair five!"

Gibbs and Rossi froze as the announcement was made again. There was a thunder of boots through the ship as the crew ran to the repair locker. GM3 gave them one last look and headed for the mess decks.

Gibbs looked to Rossi, "Stateroom is back Aft, we'll deal with her later and avoid the fire party by hanging out in our space."

"Sounds good. We can update the team while we're in there," Rossi agreed as the cowboy led them back to their room.

Rossi immediately got on a video call with the team as Gibbs got on the net and started logging what was happening with the fire.

"Agent Rossi," McGee's voice floated through the computer.

"McGee we've got a fire right now," Rossi informed the young agent.

"You guys okay Cowboy? And… ah Italian," A blond woman asked with a smile.

Must be Agent Sloane, Rossi thought to himself. "Rossi," he told her, "And we're both good."

"Jack Sloane!" She replied, her smile brightening, "the Cowboy playing nice Agent Rossi?"

"Jack," Jethro barked out in warning, making Rossi laugh.

"Yes but as I was saying-" David was immediately interrupted by Gibbs.

"Two of the Investigators were just found unresponsive," the man growled.

"That's a big shift in M.O. if it's our guy," Rossi pointed out, his brow furrowed in worry now.

"Fire team found them in the weapons office. There's no reason for them to be in there to begin with," Jethro explained to David as he continued to document what was happening.

"You hear that?" Rossi asked as Em popped up on the screen.

"Yeah Dave, we got it," Emily confirmed. "Spence and Pen are assisting Agent McGee and Kasie in going through the crew's email and phone calls on board. It's a lot of information but hopefully we can find something useful as we sift through it."

"Good," David replied as he watched her intently.

"How are you doing Dave?"

"I'm… alright Emily," he hesitated.

"Rossi," she warned.

David glanced back at Jethro but the man had respectfully turned his back. He let out a small sigh as he turned to the screen once more, "I'm just worried about Kai. Has Joy said anything?"

Emily frowned slightly but she understood his worry, "He's okay. They have him at home resting. You know we'd let you know if he got worse," Emily told him. "Have you both discovered anything new?"

"It's all over the place Em. It's like the whole murder has nothing to do with cheating. I think we've pigeon holed ourselves," David told her with another sigh. Gibbs grunted his agreement behind Rossi, none of it really made any sense, they were definitely still missing something.

"Alright well let's start from the beginning then. We have a white male, 40s, in a position of power, who was either demoted or denied a promotion due to infidelity. This could be his or his spouse's. He knew the victims and had at least seen or met their spouses. The women were shot and men strangled. Who do we know that fits most, if not all, of this description?" Emily asked them as she recited the facts of their profile.

"Captain," Gibbs mentioned as he hung up the phone.

"But he let them get away with those things… who called in the fire? Two people just died. That's not an accident," Rossi asked urgently.

Gibbs took one look at his notes, "the XO."

Both men jumped to their feet and headed straight for the wardroom ready to put him in cuffs. Not much later and all three men were on a chopper into Dubi before heading on a plane to the states. Turns out the CO had been bragging to the three sailors and their wives about sleeping with the XOs wife. The executive officer found out and went after their wives to make them hurt as well. Once his rage had subsided the man devised a plan knowing if enough sailors died under the current Commanding Officer, he'd be removed from his post.

Once the XO had been taken by NCIS, Rossi and Gibbs headed for the NCIS building themselves. Rossi for one was happy to be back on solid ground. Krystall was waiting back in DC for him. Kai was doing much better he discovered after he had called Joy when their plane had landed.

"Rossi!" J.J. shouted as the man walked off the elevator, his backpack hiked up on his shoulder now.

"Jennifer!" David greeted as Gibbs headed for his desk. Rossi gave her a quick hug before heading over to that very same desk, "Your place or mine?"

"You got beer?"

"I've got scotch," Rossi shot back.

"You got a fireplace?" Gibbs asked.

"Big one," Rossi confirmed.

"Real wood?"

"Any other way?"

"Not as far as I'm concerned."

"I'll give you my address," Rossi agreed with a smile before it turned into a grin, "bring Jack with you. Krystall could use another friend and someone to talk to," David finished. He watched as Jethro silently laughed to himself but nodded.

"Jack and I, I'm sure will be there," Jethro assured the Italian.

Rossi just watched him knowingly, "I'll see you both around 2000 then." With that the FBI agent and his team headed out of the building and to their cars.
