Chapter One: Laws
1 March 2015
To whom it may concern,
It has come to the attention of the Ministry of Magic that following the events of the Second Wizarding War and Voldemort's reign of terror, the wizarding population of the United Kingdom has been cut by 63% with a yearly birth rate of 15 births per 1,000 people. Because of this, we at the Ministry have decided that as of 1 June 2015 all of those over the age of 17 will be paired off and married.
Letters announcing the pairings will go out on the first day of June each year. Those who have been paired will have three months from the time that they are paired to the time that they are to be married. Anyone who is not married by this date will be fined 20,000 galleons. Continued ignorance of the law for more than a month following the fine will result in a sentence in Azkaban for up to a year.
Attached to this letter the recipient will find a questionnaire regarding their ideal partnership, with questions regarding sexuality, ideal traits in a partner, and other relevant information. Should someone find themselves wanting a specific partner, or have an extenuating circumstance which may warrant exemption from this law, they should owl Mrs. Helga Generoff at the Department of Magical Nuptials and Familial Relations. This should ideally be done prior to the date that marriage assignments are owled. Requests for a specific partner will only be considered if both persons submit simultaneous written requests.
Following the union between those who are matched, divorce will be an option only in the case of spousal abuse or other extenuating circumstances. All requests for divorce proceedings should be allocated to Mr. Daniel Menkin at the Office of Judicial Separation and Annulment.
Sincerely,
Kingsley Shacklebolt
Minister for Magic
