Monkey D. Luffy walked through the halls menacingly, the other marines who were unlucky enough to cross his path on this day, all cowered in fear and the same thought ran through everyone's head, "someone fucked up." The Chief of CP9 was usually smiling and cheerful, always seen joking around with others. He was the most respected Chief in the history of CP9 and most beloved. The marines all looked up to him and the cipher pol agents under his control were some of the most well-balanced (comparatively) assassins the World Government had been privy to control, though all agents had their quirks, but for what they could be, they turned out a decent bunch.

In another timeline, Chief Spandine's son becomes the Chief and integrity of the whole Cipher Pol agency almost goes down with him had CP-0 not come to clean up several messes around the world. But alas, Monkey D. Luffy, the prodigal grandson of Marine Hero Garp became its Chief and the world shifted because of this difference. Actually that wasn't the only difference nor the beginning of the shift, the Time Keeper mused, funny how a few short minutes can make all the difference, they laughed for they had no other interests in humans but entertainment and the life of Monkey D. Luffy was colorful no matter the timeline.

For you see, if you went further back to the boy's life,in another timeline, Shanks saves Luffy and the villagers from the bandits and he aspires to become the Pirate King.

In this timeline, Shanks was very hung over from the night before and woke up late. Thus, when he came to the village, he found Makino lifeless, blood gushing from her abdomen and the furious stare of one Monkey D. Luffy. Later on, when everything was said and done and Garp was called and the Red-Haired Pirates gone, Shanks' straw-hat with him, never to be seen in the East Blue again, Luffy sobbed into his grandfather's chest and begged him to train him to be strong, strong enough to protect his precious people. His grandfather realized he couldn't throw Luffy with Dadan and her group now that Makino was killed by mountain bandits so he took him to Marineford instead.

Coming back to the present, we see the cause of Luffy's ire is none other than Spandam, it seems he was trouble no matter the timeline.

"Spandam, please explain to me how you lost Nico Robin again," asked Luffy slowly. Spandam could do nothing but choke out a few apologies under the pressure of his Chief's haki.

"This is why you send professionals," intoned Rob Lucci, strongest member of CP9, not including their chief of course, as he walked into the room.

"Hmpf, this is why I detest nepotism," turned Luffy to greet him. Lucci chuckled and responded, "isn't that how you got this job,eh?" he asked.

"Shishishishi, I guess you're right, but at least I have the power to back it up," Luffy intoned darkly, turning to Spandam once again.

Lucci also laughed, "That you do Chief, that you do."

"Spandam, you've wasted years of intel and resources that went into the planning of her capture, and now she's gone and ran off to the Sandman, to do Enel knows what in Alabasta- actually I do, there's a report being written up. Buuutttttt, we can't even touch her because of that damned Shichibukai system, I hate those dogs, they're not true pirates if you ask me," said Luffy

Lucci deadpanned, "Aren't you friends with at least 3 of them?"

"Shishishi, I guess you're right, those three aren't dogs, the rest certainly are, tch" said Luffy.

"Anyways, Spandam, speak up," Luffy said, shaking him like a rag doll.

"She's a slippery one Chief, one minute I had her and the next, body parts were sprouting and she nearly broke my back, Chief," cried out Spandam.

"I told the higher ups to wait until Lucci was done with his mission since it was more high-priority, but nooo, they wanted to give Chief Spandine's son a chance, tch, at least with this failure I won't have to see you again, " chuckled Luffy at the end.

"W-what do you mean?," stuttered Spandam

"Shishishi, sadly I can't kill you, but you will be someone else's problem now Spammy, shishishi, you'll be starting from the very bottom. They're sending your ass all the way down to the East Blue, to Shells Town, I hear the Captain is a real meanie, good luck," Luffy said, throwing Spandam against the stone wall, creating a crater. Lucci laughed in Spandam's face and muttered 'finally.'

"Where are Kaku and Jyabura?" asked Luffy in the halls.

"They're waiting for you in your office, I sensed your anger and decided to follow," responded Lucci.

"Hmm, I'm hungry, let's make this meeting quick," said Luffy

Lucci chuckled, scaring some of the newer recruits who had never seen him laugh. Lucci and Luffy were as close as brothers. Luffy met Lucci at Marineford along with Smoker and X. Drake and the rest was history. While Lucci, Smoker and Drake did not view one another as brothers, they were still close because of their friendship with the younger man. They fought for a different Justice once Lu and Lucci left for Enies Lobby but it was still Justice all the same. Luffy visited Marineford plenty of times, enough not to be missed and make a name for himself. Opinion was split, to say the least. When Smoker and X. Drake officially entered the ranks, Luffy followed them to their respective bases and made a general nuisance of himself.

When he first visited in his black dress pants, red vest and sandals, the other marines scoffed at him. They thought he forged his identification card. Smoker and Drake each had to vouch for its authenticity. The marines didn't take him seriously because of the dress code violations and his last name, thinking he had just gotten by because of his grandfather, which partly explained why he could violate dress code and just be waved off but not completely. Luffy was a stellar agent, 100% mission completion rate and extremely powerful.

Luffy was originally supposed to enter the regular ranks at Marine HQ but he met Lucci who trained on a different island, and decided to follow him there.

That was several years ago but the higher ups decided to place the blame of Spandam's fuck up on him too, he just didn't know it yet. Luffy would soon be transferred to his mentor's glee, who had big plans for Lu which included him becoming an Admiral.

Luffy and Lucci arrived at the office and immediately Jyabura started an argument with Lucci. Kaku was mild-mannered but even he got annoyed with Jyabura's one-sided rivalry with Lucci.

"Enough Jyabura," intoned Luffy

"Debrief Kaku, please, I'm starving," Kaku gulped knowing he needed to make it quick, the Chief always got grumpy when hungry.

…. "Well, that was quicker than expected, great job holding out against Red-Hair, tch the bastard, I wonder what the Gorosei wants with the gomu gomu no mi that they wanted Cipher Pol agents as escorts.

Well, that's above my pay grade, let's go get lunch" clapped Luffy

A/N: characters are gonna be a bit ooc especially Lu, he's a marine so obvs a different vibe from Oda's , though all credit goes to him for Luffy and the world of One Piece. One shot may expand if there is interest, no pairings. I've been experiencing some writer's block and wrote this quick story. Let me know what you think. Tho i do gotta work on showing not telling but I'm growing as a writer.

This is a different world where Luffy didn't grow up in the mountains and met Ace and Sabo. He grew up in Marineford and ate the lightning devil fruit, and is aged up, a few years younger than Lucci. There's an oc but just ignore it, I just need them for story progression, you'll understand when you read. I'm updating two of my other stories this weekend.I want to write a bit more before posting a chapter. I'm so sorry for the delays in updates, real life and writer's block haven't been helping but I've been writing a lot more this week and will have time this weekend. Minor spoilers for manga if you are up to date.
