Mitsuki was massaging her head as a migraine was pounding on it like a jackhammer to concrete.

She had yelled at Death Arms for the assumption that Izuku had died under the rubble, yelled at Backdraft for a spare jacket to cover the same boy and the now revealed scars from the public, yelled at the paramedics for discrimination once they found out that Izuku was Quirkless and threatening lawsuit, and furthermore demanded to speak to a CPS since they were refusing her request on treating the poor greenette.

You are not his legal guardian, they said. We have priority over those who have a chance of surviving, they said.

"That is some bullshit talk saying you don't treat anybody who is Quirkless. This is a hospital damit! You should not discriminate!"

So, in their fear of the blonde with an iron skillet, they did the basic treatment for Izuku and did further treatment for Katsuki as his arms will be out of commission for at least 4 months. They had them in the same room, so that is a plus.

"Mrs. Bakugou?"

Mitsuki looked up and saw a male officer with a serpentine individual with minty green scales from the tail and the edges of her cheeks, glassy emerald eyes, and hair the same color as her scales. She was also wearing semi-formal attire. She slid inside the room and the officer closed the door before reaching the female blonde, showing their badges.

"I am Ophiuchi from Tattooin Child Welfare and Protective services, my partner is Detective Tsukauchi." She introduced, putting her badge away after Mitsuki nodded in confirmation. "I am here upon your request regarding Midoriya Izuku?"

"Yes and please, call me Mitsuki. Would it be possible if you tell me your full name instead of your Hero? I would like to have some familiarity, as I am trusting you with this information."

The Heroine looked at the blonde boy next to the window, in a deep sleep and she could tell he was drugged to help him through the night. According to information from Tsukauchi he has seen the events and PTSD would likely occur on the poor boy.

She then looked at the greenette next to him, looking at the scars along the upper thighs and chest, asleep as well. Her heart ached and her eyes narrowed in anger, but she needs to keep her professionalism. She looked at Tsukauchi and he nodded in confirmation.

"Of course, my name is Ophelia Serpentine, and the detective is Naomasa Tsukauchi. You can call me Ophelia." Mitsuki nodded and Ophelia sat on her coils while Tsukauchi pulled up his chair.

Tsukauchi then spoke, taking his hat off and setting it aside. "Before we begin, Mrs. Bakugou, I would like your permission for me to use my Quirk during the interview. I have an ability to detect lies and when it comes to the welfare of children and accusations we need to be as accurate as possible in order to determine Midoriya's safety. Do you consent?"

Mitsuki stared at the Detective with scrutinizing eyes. "Are you going to record this as well? I would like to have a hardcopy to make sure everything is recorded."

"We can do that." Tsukauchi replied and pulled out a small electronic device and put it between the three of them after pressing the record. "Will this work?"

Mitsuki nodded. "Then I give my consent, I need to protect the Little Mochi after recent events came to light."

Ophelia raised her eyebrow. "Little Mochi?"

Mitsuki chuckled lightly. "Sorry, that is what I call Izuku. He has a cute round face so I can't help teasing him about it."

The serpentine Heroine wrote the information down and looked at Tsukauchi, who nodded that she was telling the truth. She marked the info with the letter 'T' next to it.

"How do you know Izuku?"

"I was friends with his mother Midoriya Inko since High School and we have kept touch ever since, and introduced our kids a few years later. They had been good friends until Izuku got diagnosed as Quirkless things changed."

Ophelia's tail twitched and immediately glanced at Tsukauchi and his right eyebrow twitched in annoyance. He nodded, and she could tell he was not happy about what might be going on. They can't say anything as it was an assumption.

"Can you tell me what has changed?"

"I should have known things were going on," Mitsuki said guiltily, before looking back. "Inko was quiet after taking Izuku to the Quirk Specialist to determine if he will have a Quirk. Izuku was the one who told us right in front of her, and she had a brief look of anger."

"It was then she told us that they indeed diagnose him as Quirkless, but they did see a chromosome that indicates that there is a chance his Quirk is Delayed or a Conditional Quirk."

"Inko did have a prejudice against the Quirkless and I did not ask why, but she kept it hidden after the diagnosis of Izuku."

The assumption was getting stronger after she had said that, and Ophelia's tail was twitching even more in annoyance. She nodded her head to continue.

"My first gut instinct about possible abuse was when Izuku came to our place 4 years ago when I noticed a mark on his right cheek. When I asked him about it he claimed he fell down the stairs on the way to school. I was skeptical about the fall, but it was during the school session and thought it was their doing."

The duo looked at each other for a few seconds before the detective pulled his own notebook. "Can you tell me the school name?"

Mitsuki smiled gratefully, sensing that they were not happy with the treatment the school was providing. "Masegaki Primary School. The first few years they were fine until Katsuki, my son told me in his third year they found out that Izuku was Quirkless, and it continued in Aldera Middle School."

"You say his mother is Inko, correct? Has she looked at any other alternatives regarding Izuku's education and wellbeing?"

The blonde shook her head and looked down in thought. "I did ask Inko, but either she would say she was busy or that the nearby schools do not accept Quirkless or the private schools were 2-3 times expensive. I did believe her on the price though, I also did some research."

Ophelia has gotten enough evidence to warrant an investigation, but now she needs to see if it warrants immediate extraction. "What was the first evidence that caused you to call CPS?"

Immediately Mitsuki pulled up her phone and showed the same photo that Katsuki had given her. "Katsuki sent me this photo and it showed that Izuku's back was lashed with something hard like a whip or cane or something that caused scarring."

"I was surprised and immediately asked Katsuki if he was beaten at school today or the day prior but he replied no and they walked to and from school together, except when we were attacked."

"From the Villain in the district?"

Mitsuki nodded and shifted up to get her leg comfortable. "Yes, and after everything was over, I did not see the full extent of the beating until his body was exposed. I asked the medical doctor for pictures and an exam, but I am not the legal guardian and they refused. I had to threaten lawsuit on discrimination, and the doctors here were showing the same prejudice. That is why I requested you to get him treated and out of his home. I can't trust Inko or anybody here."

Not one lie, you can tell she cares for the boy. Ophelia had written everything down and talked with her partner before getting back to Mitsuki. "Mind we take a look at Izuku?"

"Please."

Tsukauchi and Ophelia got up and took a look at the scars that they could currently see. His wrists had scars that were evidence of the boy cutting himself. Dark indentations on his chest were bruises in various stages of healing, and welts along the side were indeed caused by a cane, usually bamboo.

"Detective Tsukauchi, bring the doctor in here. We will initiate Section 63.2 to release all records on Izuku, as well as a thorough exam and x-rays. If they refuse then gather their medical license number and contact Recovery Girl for her to do an exam. We will also have him in my custody for the protocol of 72 hours until the exam is complete. I will trust you to issue a court order just in case evidence is overwhelming?"

"Of course." Detective Tsukauchi replied and left the room with the two women looking at the greenette. Ophelia's heart was breaking, knowing that someone so young has been abused by his parents is hard. The hardest part is yet to come, asking the boy for information.
