I've written Haymitch in the Quell arena before (see Victor of Victors: Haymitch Competes... & Lightning Always Strikes Twice). But I've never done it in which Haymitch and Katniss are the only options for tributes, and they have no mentor. Lucy Gray Baird never won the 10th Hunger Games, Peeta Mellark died in the 74th Hunger Games. A slightly different version of the Quell. Enjoy
