The rebellion is over and Katniss and Prim's other sister, Tigerlily, is telling the story. Peeta and Katniss are living in Victor's Village.

Kevin has to compete in War, which is when two countries each choose 5 people to compete in a war. The contestants in War are only allowed to use one weapon from the past. Kevin is assigned a sniper rifle. He learns to use the sniper in a way nobody has ever used before. He learns to quickscope.
