Topic: Winslow bullying by a Ward?

Winslow High the place that every gang goes to recruit is suddenly in the news. Appears that a group of girls had been constantly bullying another girl to the point where they thought it was a good idea to stick said girl inside a locker full of used bio-waste.
Talk about a wicked prank that could have turned deadly. I don't know about you but are people really going to claim that place as a school?
So, the point being is that this unknown cape comes in the school frees this trapped girl. The bell rings and the very girls who put her there just so happen to want to see the result of their crime. The unknown cape identifies each one of them and nearly kills two of them.
Her light sword is said to have gone through the arm, allegedly, of the cape in her civilian identity as she blows her cover trying to escape before falling through the floor.
That is not all the victim talks the cape out of killing the two girls and the girls are told to confess all their sins. It is unknown what this cape's powers are, but the energy sword that had no problem cutting into a locker but failed to cut and arm off though the cape was in breaker state so that might have saved her. Then she, with a wave of her hand, opens a locked and barred window before jumping out said third story window to vanish in broad day light.
So, what powers could combine telekinesis and a Master/Stranger effect, with tinker tech? I don't know about you but this stranger who has pointy ears called herself Jedi.
But don't just take my word watch the video.
The board then blew up as it had more than three hundred pages in only a few hours. It was more than Skye wanted to read through, but it was very good practice in trying to understand this planet and their people. Some disclaimed it even happened even with the evidence from several phones. Though the distortion in front of the victim's face and the three girls was perfect. The strange glow effect on the cape was not concealed behind a blur as it concealed Skye's face. That she thought was odd indeed.
CONFLICT
Several miles away in the middle of the bay two capes are watching the slow breathing of a furred being. The near silence of the EKG monitor is interrupted now and again by a burst of activity. Miss Militia turns away from the isolation window to lean over a railing.
"Could this girl be linked to this alien?"
"Possibly that blade he had produced a green glow similar to her light pink blade. Had we not found him in the water we may not have learned anything."
"Dragon and I are going through the tech of his suit and weapon. Clearly not tinker tech, but the blade has no obvious way to take apart. Too short to be a main weapon. The wreckage is showing more results, but the military has locked us out."
"They have requested possession of the alien as well, but the director is pushing for a full quarantine as we have evidence that they were attacked by Simurgh. No telling what she did to them. More worried for the girl then this guy."
"That is not a guy. Some dog humanoid things."
Back in town a man rushed into the hospital in a panic and does not stop until he finds the room he is guided to. Worry and fear cross his face and it show little relieve on seeing his daughter. That she is in the psychiatric ward of the hospital was not enough to know why she was just lying there staring at the ceiling. Danny took her hand and cried more out of relief than pain.
His anger was a barely contained thing, but the worst part was that his best friend's daughter confessed. This confession from him as he claims to not have known that he thought that Emma was just mad at Taylor for something made Danny go through Taylor's room. He sat down next to her and started to read the horror story that she had gone through. He did not even notice that he swatted at a fly that had landed on his neck as something out of the ordinary.
"So, what do we know about this Skye cape?" Aegis asked as he looked around at his fellow wards.
"She uses tinker tech." Clockblocker declared.
"Not conclusive." Vista countered. "Armsmaster could easily reproduce any equipment that they found.
"That was from the crash site that is part of a different investigation." Miss Militia corrected. "But there is evidence that the two incidences are connected. However, this has not been proven."
"Telekinesis." Gallant offered up.
"Yes, but what is different?" Aegis asked.
"She used it on two people and that window." Kid Win replied. "No Manton effect."
"That is an interesting point, but there is more." Miss Militia suggested as she pointed to another power class.
"She forced the two girls to confess their crimes?"
"She vanished from the search grid while the school was being surrounded." Triumph answered.
"Correct so we have a Striker/Shaker, 5 from the damage done she has a very high control as the window was not damaged, but the iron bars were."
"Master/Stranger 5/3 at a minimum. Though the compulsion to confess was fairly thorough." Miss Militia stated. "My reasoning is everything that was done to another that could be considered bullying was declared. With the physical evidence and the supporting journal from the victim. The Trio as she called them are facing not just criminal harassment with the bullying and cyber-bullying, stalking, aggravated assault and battery, but also attempted murder with the incitement to cause another to commit suicide. This does not include the more tragic part of the criminal negligence of the teachers and the school administration, property damage and the possible use of a parahuman power to get the bio-waste inside of the locker past a six number combination lock."
"And Shadow Stalker did that?"
"Allegedly."
"Confirmed through interrogation." Armsmaster came into the Ward Bay. "We used nearly both the full confessions and the journal incidences and finally Shadow Stalker cracked as I called her a loser, she rejected this and claimed to be a predator and called the victim her prey. I know I have issues with others, but I am not a psychopath."
"So, what will stick?"
"Director Costa-Brown declared she is pushing for the Birdcage if it is determined it caused a trigger event. My prediction software with the opinion of Dragon points to it being more likely than not."
"And that bitch was part of the Wards." Vista's voice was nearly piercing with how upset she was. "Knight Skye is a hero."
"To be confirmed and that sounds a bit extreme." Miss Militia stated.
"She compared Shadow Stalker to Slaughterhouse 9." You could feel the mood darkening in the room with Armsmaster's reply.
ADAPTATION
A week passed and nothing came to her through the Force. Not any visions, but she was not really expecting such a thing. She did expect something to happen regarding her master. The sight of the crash revealed that it had been hauled away to somewhere. She could have followed but the Force warned her away from that direction. She meditated with her master's lightsaber trying to reopen her bond with him. It was closed not broken so that gave her hope but did not help either.
Her food supplies were dwindling and even with the seeds that she carried it would be some time before she could plant them even if something like spring came here. Though the plant life she had seen told her enough that it would. Several outings had netted her clothing from abandoned homes or warehouses. Not much of anything fit her, but she was no stranger to sewing and from what she did find she was able to make adjustments to the clothing to fit her and more in line with what the locals wore. Then she did find a suitcase of a girl her size and that lead her to a home that reeked of the dark side.
She was unsure of what happened inside but seeing a dozen men go in and feeling the sexual release in their minds as they came out gave her enough of an idea. Within ten minutes the men on the inside were all tied up and the girls were in healing trances to clear out the drugs. She stayed for over two hours tying up more and more men. Some even having medal trinkets linking them to the police. No matter what they said it did not phase her and in her armor their attempts to overpower her futile.
She quickly enough figured out the money they used and collected it all. One of the customers managed to call the police saving her the effort. She noted the numbers 911 were used on their versions of a comlink. It was the first of many raids. She followed how she was talked about on the PHO and in the news. Not that they said my name, but they did talk of me shutting down drug houses and brothels throughout the area claimed by the ABM or Archer's Bridge Merchants. I found it quite strange that they sold neither bridges or that they were led by someone named Archer.
She found the person who claimed the name Mush. She watched him for some time, and he should have named himself trash. She followed him until he had gone in one side of a house and came out in normal enough clothes for how small he was. He did not go far a block or two from the abandoned house that had been formerly a cash house. What few funds she had found was in her warehouse safely under guard by Ayfour and his repair drones. Skye then dropped down as he fiddled with his keys.
"It is time that you pay for your crimes." He whirled around and looked over her armored form.
"Who the hell are you?" He felt off in the Force as if he was not exactly sober and definitely high. She just ignited her lightsaber. In most beings, it would garner instant fear. In him it was a bit of confusion and then a sudden glee as he pulled debris to him from in front of the house. Somehow nearly ten knives and many other plates of steel merged with his body.
"I am a Jedi, a guardian of justice."
"Heard about you. I ain't no little girl." He was nearly as tall as Skye was as he suddenly lashed out. The Force barely needed to give her a warning and in one smoother circle his bigger longer limbs were now short all the pointy weapons missing. He was also screaming and swearing he would kill her. Then the cape as most would call him passed out. A bit of the Force told her it was from the loss of blood and his inebriated state. She healed him enough he would not die and took him to a busy intersection before calling 911.
"911 please state the nature of your emergency?"
"Send the PRT to the corner of Clinton and Bellview. Mush from the ABM will be waiting."
"And your name please? You are a cape?"
"I am a Jedi." She hung up and tossed Mush's phone back onto his chest before moving off into a dark corner. A cape in blue and white armor showed up on a two wheeled transport. It was called a motorcycle where she would have called it a wheeled speeder. She did not stay to watch him looking around. Armsmaster scanned the area and didn't even pick up the odd sound. He had a feeling someone was just there, but it had vanished. Where she had gone was only speculation on his part.
Where she had really gone was back to the cape's house and found out what it had inside. After nearly an hour searching the garbage pit of a house, she came away with only a few hundred dollars. She could have taken the drugs but setting fire to the health hazard was more fitting. After a month she found the lighthouse, they used as a headquarters. Skidmark was still free, but squealer had lost her workshop and all of their drug houses and brothels. Without minions as they were called in their gang, they were just two homeless capes. The Wards ran down Squealer as she was trying to leave the city and Skidmark she never found out about.
Her patrols kept the ABB out of former ABM territory. Sure a few former members were still pushing drugs, but in a large enough number to bother with and they were going well out of the area she patrolled. She took several trips out to other parts of the city but needed to learn more. The light house contained plenty of hidden cash. Not enough to do much, but enough to clean the place out and fix it up to accept the poor and homeless of the area. During the day she cooked and healed minor wounds without them noticing too much.
It was this that a woman walked in and looked instantly out of place. Skye made sure to hide her ears and it removed her exotic features. The woman looked over the paper bags and even inside one of them. This raised her eyebrows showing her curiosity was peaked before coming ups to her directly.
"Shouldn't you be in school?" Skye looked her over and got no danger from her through the Force.
"I doubt I could learn anything I don't already get from the internet."
"It is the law. My name is Hannah." Skye looked over the woman she did not look like the other humans in the area or the one said to be Asian. Her features were it not for her hair looked more Asian than this woman. Then it hit her she was of Middle Eastern descent.
"Is it really? Is it not the law that the police should prevent crime? Yet since I opened a few weeks ago I have yet to see a single presence from the BBPD."
"That is possible true, but up until a week ago this lighthouse was a gang headquarters. You wouldn't know what happened would you?"
"Are you not from around here? I know I am not, but even I know they moved on. Something to do with a Jedi cape." Skye felt that this woman knew much more than she was letting on, but she needed to come out publicly in some way. She still had to find what they called identification.
"I in fact know that Skidmark is in a special lock up and his tinker friend is in rehab." Skye took a moment to figure out the last word. Rehabilitation was the only word that made sense.
"I see, well if you like I do take donations of food or money. All proceeds will be used to make more lunches. If you have nothing more, you are scaring my friends away. They don't like people who can wash their clothes."
"Are you from Britain, English?"
"That is none of your concern." Several kids ran in and stopped dead in their tracks. The cool air removing any warmth as they held the door open. Hannah opened her purse pulled out a bill and a card before dropping it in the metal box making sure the card remained on top.
"You ever want to say more call that number. She might just help you. Plus, you are too young to run this place for long."
"I am eighteen."
"And, so am I?" The woman was nearing middle age, so it was a lie unlike Skye's truth. She watched the woman go as she thought that perhaps this was not going to work. The door closed and the one boy was obviously in pain.
"Come let me help you and did you try to fly again?"
"But we had a big pile of snow." The boy countered.
"Ya, but he missed the pile." the other boy revealed.
"I see. Well, why don't you take some food and and I'll fix this right up." She slowly healed the boy's arm. The break was thankfully not a complete separation. Those were harder to set and to heal. With how rough these younglings played and how harsh their world was it was a wonder they would live to be an adult.
The ABB was the most likely next step that Skye was figuring to make. She had been getting a constant flow of their dealer into the area, but it was all small-time drugs. Marijuana was the most common and finding out all it did was the least of her worries. Crack was worse along with the more common meth as cocaine was not that common this far away from the place it grows. Heroin was also very rare as it came from the Opium plant. Thought it was not hard to find traces mixed in with other drugs. If they only had access to other systems, they would never use any of the local drugs. Spice was so potent and the effects so different it blocked other drugs from having the same effect. They didn't call the pure version death sticks for nothing.
