Such a composure, especially coming from someone who's young as Kyoya was. Avoiding the chain from Kyoya's tonfa, she jumped in front of him, while she fired mini Moko Takabisha to his chest, causing him to stumble back from the impact. But he quickly recovered from that mini Moko Takabisha, resuming the spar with the same ferocity as before.
"Is the head of great prefects of Namimori is this weak?" This time, her insult put a bit of a dent in her cousin's composure, causing him to be just a little sloppy than usual.
This time, he focused completely on the offense. Dodging attack with the grace of 17 years old inside a 2-year-old body, she launched a counterattack. With the speed that surpasses Amaguriken, with the aide of Storm, Rain, and Sun flames, plus a small burst of lightning-laced Ki, the speed of her attack has reached new heights, earning Ranma's nickname, the Fastest Arcobaleno.
Slipping a few unseen shiatsu points attack here and there, she just needs to wait for the paralyzing effect to kick in, and therefore will incapacitate Kyoya. Avoiding a particularly strong blow to her head, she then continue to just dodge and avoid Kyoya's attack.
Then comes the intended effect of her shiatsu points attack. Kyoya's entire body is now is paralyzed. Touching the forehead of Namimori's head "prefect" with her small finger, she smiled at her cousin's fighting prowess. Shame he doesn't want to become a martial artist like her, but hey, at least he and his Namimori Middle Disciplinary Committee group(read as delinquent) protecting the innocent and the weak in Namimori. That's enough for her to be proud of her cousin that is also her fiance.

I read KHR a long time ago, so I don't know where to place the timeline for this story. Ranma 1/2 is after Vol 38. I think the whip/chain thing is when he fights with Varia during Arcobaleno Representative Battle. But in this one, he learned it a bit earlier, around before the Sin thing. This story (probably)take place before The Rainbow arc.
They are engaged by their parent. They knew about her Arcobaleno curse, but not her Jusenkyo one. They got engaged in order to stop Ranma's former fiance and Kuno from bothering her again. When they both reached 20 years old, the engagement will be broken.
