Rotom, copy the data and the memories which you get from Mew to the computers in Four Island. Then Rotom, promote all the Team Rocket members who were not involved with the Legendary Pokemons." Lorelei said telepathically.

Rotom then made a message to reach the Team Rocket members not involved with Legendary Pokemons that they were promoted. Mew then teleported the section of the Headquarters to Cerulean Valley.
