"A quirk... this is a quirk... this is my quirk!"

"Yes, this is your quirk... welcome to my group." Naruto grinned as he watched a man in his 50s flexing his new muscles, his shoulders had bone spikes sticking out of them. The man dropped to his knees in tears. Naruto tossed a fox mask to his feet, and allowed the man to pick it up. "Since your an older guy... just keep an eye and report hero activity to some of my other men." Naruto gave those orders.

Then he turned to leave.

"That's all... that's all you want from me, you're giving me a way out of my quirkless life, and that is ALL you want... you don't want money."

"You own a little mom and pop shop, you don't have enough money to satisfy me. Just keep your eye on heroes for me. That's all I need or want from you. Talk to Null-Mask, and he will set you up with your contacts." Naruto waved a hand. "Well, Null-Mask... induct my little fox." Naruto snapped his fingers.

His whisker masked worker came out of the shadows.

More men started to come out of the shadows as well, seeming to have come out of absolutely nowhere at all.

"Aaaaaaa-"

Screaming started.

Screaming ended when the men broke apart from their newest member, who looked down at his unharmed body. He was wearing the same uniform as everyone else, and his mask was hanging off of the side of his head. He had not been hurt at all, and he had a stack of papers that were sticking out of his jacket pocket. Null-Mask walked after Naruto, with his feet sinking into Naruto's shadow so that he was not taller than his boss. He sank into Naruto's shadow until he was several inches shorter than Naruto.

"Not a lot of people can handle strong quirks like you Null, have I ever commented on how useful your Shadow Gate is?" Naruto asked as he pat his top man on his shoulder. "Now, what do you have to report to me?" Naruto asked with a wider grin.

Null didn't follow him and stand lower than him unless he had bad news.

"We have a group of recruits who all hate the quirks they were born with, there are only 3 of them this time. They swear loyalty to you if you can get rid of their curses." Null explained the situation that needed Naruto to get involved. "They are much like myself, I feel they will make for great recruits." Null stated emotionlessly.

Naruto thought about it for a second.

"Lets see... so they I need to make 3 Quirks then. Sub Zero, Ice Crash, and Snow Storm... it would be good to have some more ice wielders on our side." Naruto placed his hand on the tattoo on his stomach, and he twisted it. The spiral expanded until it became a black hole in his stomach, and started to glow bright red.

He created some more quirks.

Null grabbed onto Naruto, and the two of them sunk into the shadows.

Then they popped out of the shadows in another part of Japan, with Naruto continuing to walk. He looked towards a young man and two young women, and he quirked his jaw in confusion as he looked at the women.

"A kid?"

Null was silent, but Naruto glanced at him when he felt palpable aggression radiate off of the man.

"Here is how it's going to work, I can give people Quirks. When I give a person a Quirk, if they don't have a Quirk, then they just get the Quirk. I can only give each person a single Quirk at a time, because if I give a person more than 1 Quirk, the Quirks mutate together and I never know the end results... but if I give a person WITH a Quirk, then it destroyed their previous Quirk and replaces it with the Quirk I give them... I've created 3 Quirks, Sub Zero, Ice Crash, and Snow Storm... who wants what?" Naruto asked with a friendly demeanor. He didn't care who he gave which Quirk, since they were very similar Quirks.

Sub Zero - He designed it with the ability to lower the heat in the area by absorbing all heat with their body.
Ice Crash - It would allow the user to transform their body into ice when they were in freezing cold areas.
Snow Storm - It would cause cold areas to start to produce snow in the air.

He designed the quirks to be used together to form a team, it was easier for him to make more than a single quirk at any given time. So usually he made a single quirk in his brain, and then broke the quirk up into multiple parts.

They picked.

Naruto's tattoo marks started to grow as they extended up his body and across his arms, and he pressed the markings on his hands against two of their heads. The Markings spread from his body to their bodies until their bodies were completely covered by his markings, and he took his hands off of them, and placed one on the third woman. The markings spread to her as well, and the air started to grow colder as their quirks were destroyed and replaced by the quirk that he gave them.

"I... I can feel my heart again... my heart is beating!"

"Hahahaha... my emotions... I can feel happiness again!"

Two of them started to happily cry as they checked out their bodies, one of them putting a hand to her chest, the man smiling as he realized that he could feel his emotions once more. The final person didn't even say a word, she just collapsed to her knees.

Quirks could be a blessing.

More often than not they were a curse for people.

Many people were born with quirks that caused them no small amount of suffering, more than a few of his men had been born with quirks that mutated their bodies in ways that made their lives miserable. So he gave them quirks that replaced their mutation quirks, the people who he gave new quirks to tended to be even more loyal to him. Those who were quirkless were thankful, but sometimes they tried to betray him when they got too full of themselves and their new powers.

"I have a job for you already... find more recruits. That's your only job, show your loyalty to me by bringing in more people. If you see somebody suffering from their quirk, or a quirkless person... send them my way." Naruto leaned down to the group on their knees and hung over them like a titan.

Not all of his men were warriors.

Of course, he changed people's jobs depending on his mood. He didn't trust people with new quirks to handle anything serious, but recruiting was something that was always appreciated.

Then there was chaos.

"Null... I think it might be time to-" Naruto had a wicked idea as he noticed a cat nearby. He grabbed it by the scruff of it's neck and lifted it up. The cat hissed and scratched at him, but he was already in the process. "-cause some trouble... Outrage Cat... kill any adult you see in costume..." Naruto transfered a quirk into the cat.

While he was limited to the amount of quirks he could give to a single being, he was not limited by species.

Outrage Cat - When the quirk user sees a hero, the owner transforms into a large beast filled with rage.

He wanted to gather information on heroes, so what better way to do that than watch the news. All he needed to do was give an animal a quirk that would activate whenever it saw a hero, a person in costume. Naruto threw the cat to the ground and it ran off while hissing at him, with Naruto smiling at it while waving.

"I'll have our men watch the TV to see when the news reports on hero activities. Do you want me to gather nearby animals?" Null asked, since he could see that Naruto might as well make a small army of quirk using animals. Naruto seemed to consider his suggestion for a second, before he shook his head.

"No... they will gather the animals, recruiting is their job." Naruto assigned the grunt work to the actual grunts of the minions.

"We'll get right on-"

"Not without your uniforms, when you work, you must be in uniform. Only a few exceptions do not wear their uniforms." Null stated as he walked towards the trio, and he rolled up his sleeves. He pulled masks out of the shadows in his sleeves, and started to pull uniforms out for the new trio. "When you wear your masks, you are nameless. We are all a single unit, one mind, once you wear your mask every person in these masks are extentions of your own body. If you see a mask with whisker marks, they are your superiors." Null explained the basics of the chain of command.

The trio started to get changed.

Naruto placed a finger on a spider in it's web, and he transferred a quirk as he was making it into the spider. He pinched the spider out of it's web, and he tossed it to Null, who pulled out a glass jar and caught the spider.

"Which Quirk is this?"

"Quirk: Quirk Destruction... that Spider's bite can destroy all Quirks not connected to my own Quirk. Take that spider to somebody who can breed it, then we can harvest it to use later." Naruto wasn't physically capable of making a quirk capable of destroying his own quirk, he quirk would not allow for it to create a quirk that could have a backlash on his own quirk. It was a self-preserving function of his quirk, where it could create practically any quirk, so long as those quirks could not destroy his own quirk.

"Amazing."

"You can do that?"

"It never hurts to have a weapon to use against our rivals, and I can't destroy quirks. I can only give people new quirks. Some of our rival gangs think quirks need to be destroyed... well... all quirks except their quirks... so if they start to act up, we destroy their quirks. It might take awhile before we have enough to make use of it though." Naruto mentioned to the new recruits.

It didn't matter if they knew the truth or not, since it wasn't like their quirks could be destroyed by the poisonous bite of the spiders. Truthfully, he could always give a person a quirk destroying quirk, but he couldn't trust a human not to abuse that power.

"With your quirk, you could rule the world."

"I'm fine with just Japan for now... though a few people will need to die for that to happen. There are some heroes that just need to be taken care of first." Naruto could think of certain heroes in the top 10 that just needed to be finished before he even had a chance of taking over the country completely.

"Like All Might."

"Pffffft, as if All Might is on that list. I've already got a plan to kill him, some scrubs called the League of Villains is planning to assault UA soon. I'll use that as my chance to kill All Might, sneak in with the villains." Naruto laughed as he took out his phone and started to send a few texts to different people. "... Idiots, you can't trust no name villains to not leak your plans. Might use this as a chance to kill the one who is planning to attack UA as well... cripple the heroes, and send a blow to the villains." Naruto could see the benefits to weakening both sides.

Heroes.
Villains.

He didn't care about either, heroes that would try to stop him from taking over Japan needed to be gone, and villains that would ruin the country he wanted to rule needed to disappear as well. He didn't want to rule a nation that was filled with villains, and he wouldn't want to constantly have heroes trying to rebel against him either.

After all.

He had reason to hate both of them.
