Chapter 1 - Tea Time


Hero Public Safety Commission Headquarters: T-2 days till Internships

There was a buzz at the Hero Public Safety Commission President's desk, she hit a button to let the person in.

"Hello Nezu..."

"I hope you realize I'm not at your beck and call," said the Principle of U.A. sounding annoyed.

"There isn't much time considering I was left out of the loop, and I have just as much right to be angry you know..."

"About what? All Might's injury, the nature of his quirk, Midoriya, or all of the above?"

"All of the above..."

"I will agree with you about the fact you should have been made aware of the seriousness of All Might's injury prior to the start of school, but you have to admit we both have concerns about information getting out to the wrong party..." Nezu pointed out, "Also you could have just asked me to come here instead of sending two agents to show up at 4 AM. At least they kept it quiet, and I liked the ride."

"And your explanation for the other two?"

"I wanted All Might to pick from an existing hero student, I actually had a candidate in mind that would be remarkably similar to All Might, however he then chose a middle school student. While I can understand given Toshinori Yagi was quirkless before receiving One for All and may have saw himself in the boy, this was locking this child into a path he may find he didn't want..."

"At least you're not discriminating based on quirk status..."

"The other point is the next holder needed to be someone that won't necessarily follow the Hero Public Safety Commission or any other political entity if said entity crosses the line. We want a hero, not a soldier that is blindly obeying orders... You remember Lady Nagant and her breakdown. I'm aware you've given Hawks far more room to interpret his orders as he sees fit, and you just give him an objective and let him figure out how he wants to approach it, but still..."

"I concede your points, except for the fact there would have been a wider pool to choose from if we were involved... I apologize," the President knew better than to provoke Nezu unnecessarily.

"It was why I suggested to Keito to try joining Hawks' Agency after he couldn't get in All Might's... I've always told him that he needs to consider things for himself, there has been stuff he hasn't told me regarding your operations you know, particularly when he thought it could jeopardize people's safety."

"I did not know that, tea?"

"Much appreciated," the two walked over to a table where a heater had water on for tea, after cups had been poured they continued their conversation.

"I take it then you know the reason why your files were hacked?"

"Yes, you had to cover all possibilities, it was annoying but understandable, a hero student had been killed on a school campus."

"I'm surprised you aren't objecting to Hawks having Midoriya as an intern..."

"There are a lack of options regarding internships where the boy is concerned," admitted Nezu, "I pulled in one of the two pro-heroes aware of the quirk, aside from All Might, to help teach at U.A., hence the boy couldn't intern under him. Only reason Aizawa is able to have Shinso intern under him is due to the suddenness of the transfer and to catch the boy up."

"Why not Sir Nighteye?"

"Apparently, Nighteye was notified about Midoriya before All Might called me, he objected to the choice and he has a habit of being incredibly stubborn. He might take it out on Midoriya, which ironically was the reason why I initially stayed away from the boy."

"I see, and you finally stepped in when you discovered the boy had absolutely no experience nor control over the quirk..."

"Yes, I put aside my feelings because they were jeopardizing the boy's safety, and have been kicking myself for not meeting him sooner, I could have had a year mentoring the boy's analytical abilities. Getting back to why I have no problem with Hawks mentoring him, I understand Hawks won't be engaging in covert work, but has knowledge of that world, something I feel would benefit Midoriya, plus the fact he knows about One for All means he Midoriya can be entirely honest with him," explained Nezu, "Plus Keito is there, who also knows."

"Speaking of Rocky, he suggested a permit for Midoriya to substitute as a provisional license, unfortunately..."

"That actually can be done," Nezu's tail started twitching excitedly.

"No, I couldn't even get one for Keigo..."

"Hawks didn't have a pro hero able and willing to take full responsibility for him. Fact is, Keito is correct, since Hawks is a pro hero, it is possible for Midoriya to get a 'learner's permit,' the law has fallen into disuse because pro heroes don't like dealing with the hassle and the fact they would be entirely responsible for their apprentice's behavior, far more than if it were a simple intern..."

"I thought that had been done away with..."

"Actually it hasn't," Nezu's eyes gleamed, "in fact, several years ago, I made sure to talk certain politicians into neglecting to do away with it. People just assumed it was done away with, it was just in case I ever needed to apprentice a promising youth."

"I don't know whether to be furious or impressed..."

"I would recommend impressed, because I haven't exploited that loop-hole, and we can use it now in a manner we both find beneficial," Nezu commented mischeviously.

"I suppose I can see it that way," the President acknowledged, because in this case she did find it useful, "Okay, so would he have to take the regular licensing exam?"

"No, but I think Aizawa would want him to take it to help his fellow students," Nezu commented, "Tokoyami would also benefit. If anything this would enable him to defend himself and act in emergency situations, not thwarting a bank robber's escape, unless he received orders from Hawks to do so, but he would be allowed to act if he was in the bank when the robbery went down, or if he's acting under orders of Hawks and things are suddenly derailed where he has to act or someone's life could be lost..."

"Changing topics what do you know about this All for One?"

"Not as much as I would like, I'm afraid. Most of what I know is from what limited information I could gather from All Might and Gran Torino. I tried talking to Nighteye, but he kept trying to get me to get Midoriya to give up the quirk..."

"Stubborn and an ego problem..."

"I concur, I don't agree with Aizawa's compromise regarding Mineta; I'm afraid he may try to use Mineta to get at Midoriya."

"I would have thought the great Nezu would have more information..."

"The man has had over 200 years experience in running a global criminal empire and covering his tracks at the same time, he's likely also stolen an intelligence quirk or two," Nezu pointed out, "I might be more intelligent than he is, which is debatable, but he's got me beat in experience. Not to mention I have my attention split between running a school, other investigations, and this. Additionally, I don't want to tip my hand of how aware of him I am, I'm hoping he will be lulled into overconfidence."

"I take it you also believe he has agents in HPSC?"

"I know he does, by the way, I'm surprised your HPSC agent that happens to be All Might's doctor never informed you..."

"I'm not, Doctor/Patient confidentiality..." she explained, "He has never compromised that sacrosanct principle, which can be incredibly annoying sometimes. Has anyone given the boy a complete physical to try to ascertain the effects the quirk is having on him?"

"I don't believe so, closest we've had is Recovery Girl treating some burns and that broken finger," answered Nezu.

"Okay, when I have the boy brought here for the picture for this learner's permit, he's getting one, I'll have All Might's doctor do it," she stated.

"Fair enough, getting back to my earlier point, there are very few people I would trust within the HPSC, we are dealing with someone that has had over 200 years to set up his network, which could be passed on from generation to generation..."

"Let's just agree to meet every two to three weeks and compare notes," she suggested, in all honesty she had already come to a similar conclusion, but didn't want to be reminded of it.

"That is acceptable."

"While I'm at it, I will be assigning a few agents to watch his mother discretely of course," as she led Nezu to the door.

"Of course, I'll just have to let Gran Torino know..."

"Why?"

"So he doesn't take down your people on accident..." he smiled innocently as he walked out.

After Nezu had left, she started taking steps to put his suggestions into actions, then she called Hawks to have him come in the next day.


Hawks Agency:

Hawks got off the phone when Rocky walked into Hawks' office, "You should knock first, so what's up?"

"You told me to come straight to you on this no matter what you were doing... So I had some trouble deciding on goggles for Tokoyami," Rocky commented, "I ultimately went with black but it felt like a real let down..."

"Why, he likes his Edgelord vibe?" Hawks opined, "so the red ones are for Midoriya then..."

"Matches the color of the belt, some support student made changes to his costume..." Rocky shrugged, "his original color scheme was the wrong shade of green, and there were some other improvements... Why did you want me to pick these up anyways?"

"A lot of people seemed to target Midoriya's eyes during the Sports Festival, also if I have to carry one of them cause I'm in a hurry, I want their eyes to be protected. Like how goggles are a prerequisite for your costume..."

"True, so what's her majesty want?"

"Nezu apparently found a way to get your idea to work, which will make things more convenient..."

"You mean the permits?"

"Yuuupp," Hawks looked out the window, "Now why is that guy here?"

"Who are you..." Rocky took one look out the window, "You'll probably want to take this in a sound-proofed room, too bad Eraser isn't in the building..."

A few minutes later, a pro hero that neither of them had wanted to talk to entered the office, "I heard you were taking Midoriya as an intern..." commented Nighteye.

"Yeah, it's public knowledge, he was the 2nd place contender in the sports festival, why you jealous?" Hawks grinned, "Don't sweat it you'll have better luck next year..."

"Don't play dumb, I know you know," Nighteye commented, "he should be..."

"What, browbeat and bullied into giving Mirio the One for All?" accused Rocky.

"Excuse me?"

"Midoriya isn't All Might, but neither is Mirio Togata, deal with it," Rocky snapped, "I wonder how much better control Midoriya would have if you hadn't just given All Might the cold shoulder."

"How DARE YOU?!"

"Okay that's enough," Hawks stepped in, "Look, Midoriya isn't just going to intern under me he's going to be Apprenticing under me, you got a problem with him, then you've got a problem with me. I'm a pretty easy-going guy, but I do not tolerate people harassing my subordinates... Also Rocky quit poking the straightman..."

Sir Nighteye adjusted his glasses, "Anyways, there is a certain investigation I am conducting involving the Shie Hassaikai, it's in the beginning stages..."

"I'm listening..."

"My sources point to a shipment of Trigger sometime in this coming week in Hosu..."

"Okay, any particular location..."

"That's what I'm trying to narrow down."

Rocky just looked incredulous, 'Wait so we're going into the same city with that maniac on the loose, with two first years...'

"Make sure you pack your Kevlar vest Rocky, and Escrima sticks, it should be rather fun," said Hawks smiling before turning serious, "but know this Nighteye, if anything happens to me or any of my people in Hosu, you're gonna be paying for the medical bills..." Nighteye nodded and left the office.

"Are you crazy?"

"Not really, I'm guessing Endeavor will be travelling to Hosu anyways, upside you can see your sis..."

"This is nuts, nuts I tell you," the Flying Squirrel Hero muttered.

"I have an ulterior reason for agreeing to it," explained Hawks, "It gives us an excuse to keep an eye on Ingenium's little brother."

"Don't tell me he..."

"He did," Hawks sighed, "Don't blame him though, just we may have to save him from himself. On the flip-side the interns will be able to brag about assisting in a drug bust. Seriously have I ever steered you wrong." Keito just looked at him. "Okay I get it, but seriously we should be fine."


Notes:

The start of a new arc, I've noticed as I've been writing I've grown better at telling the story and more of a set style of formatting.
