This is going to be my first fanfiction upload. I wanted to start writing one for the New Year. As you probably know from the summary, it's a crossover fanfiction involving the To Aru series and the "collaborative writing wiki project" SCP. I will try to update whenever I can.

Humans are fearful creatures. When man first walked the Earth, the trembling of the ground, as well as the crackling roars of the sky, forced humanity into small, isolated tribes. Each day, they would sacrifice and pray to whichever God controlled these phenomenons.
However, humans are also resourceful creatures. They overcame these fears, and a brave few would even journey into further unknowns to learn more about the planet they inhabited. With new experiences came new understandings. When the sects of humanity devised civilizations, the old unknowns that plagued their ancestors seemed; supernatural, Yes. But not incomprehensible.
With this paradigm shift, the whims of the Earth would no longer beholden man. Instead, humanity would rule over the planet using its resources to comfort their lives as well as the lives of future generations.
Yet, for all of humanity's experiences, not every phenomenon can be explained. From the anomalous events to the supernatural beings written throughout history, there is a fear that one horrifying-enough scenario will usurp the status quo created by humanity and fling them back to the fearful lives of their ancestors.
Thankfully, many organizations are dedicated to maintaining this status quo. Of these organizations, the Foundation can claim to be the most expansive - boosting staff, research divisions, and containment sites all across the globe.
Despite wielding such power and influence, the Foundation's agenda is seemingly straightforward to understand. Its most used acronym, "SCP," can appear to give a complete picture of their objectives:
Secure. To find and capture any anomalous object, thing, or event before the general public can realize the nature of the anomaly.
Contain. To keep the captured anomaly at a site. To study the anomaly's inner mechanism and to prevent the anomaly from ever escaping.
Protect. To protect the 7.3 billion people of the world from the anomalous... and to protect the anomalous from the people of the world.
Uncomplicated goals for a complicated organization. Yet, as we shall learn, nothing ever comes easy in the world of "SCP".
Overwatch Command. Location: [▇▇▇▇▇]. Date: ▇/▇/▇▇
In a dimly lit room, 13 individuals sat across a rectangular table. Had a person mistakenly wandered into the area, they might have mistaken the individuals as a group of stakeholders discussing the future of a large company. Obviously, given the nature of Overwatch Command, no typical person would ever be allowed in the room. Moreover, the individuals were not simply debating a company's quarterly growth targets.
These 13 individuals comprised the "O5 Council". The main governing body of the Foundation. While each O5 Council member is responsible for a specific body of the Foundation, the many proposals devised by O5 members would often be discussed upon to ensure its alignment with the Foundation's agenda. More often than not, the pressing issue of each proposal who be their threat to the secrecy of the Foundation.
This was not the case for the final discussion between the council. Indeed, for the utilitarian Foundation, it was strange for its main governing body to discuss individual ethics- such jobs were better left for the empathic individuals of the ethics committee. But, O5-4's proposal was the most fiercely contested of that day's meeting.
Odd, given that it was only about a single person.
"O5-4... do you mind repeating your proposal again?" the man in the front seat spoke firmly to his follow member.
O5-4: "The Veteran" was at the center of attention for his proposal on assigning a new member to the Foundation's paramilitary force - a Mobile Task Force unit. A German man with a 50-year old appearance, O5-4, technically had total control in the distribution of all Foundation personnel. Nevertheless, his signing of a particular individual to a particular MTF had caused a great deal of controversy between him and the de-facto leader of the O5 council: O5-1.
"Simple O5-1. The Type Green reality bender - [Redacted] will join MTF Omega-12 "Achilles' Heels" to assist the current members of Omega-12 in future field opera..."
"Did you happen to forget that person you are assigning is 15 years old?!" O5-1 interrupted in an exasperated tone. While O5-1 had known O5-4 to be bold in his decision-making, he never would have assumed the man to use what was quite literally - a child soldier.
"Despite being of a young age, [Redacted] has shown proficiency in his reality-bending capabilities."
"And you think that will protect him from the horrors that MTF Omega-12 encounters on a regular basis?"
"Despite the anomaly encountered by MTF Omega-12, none of the anomalies encountered have had properties that completely disappeared their or the surrounding environment's vect..."
"And when they do?"
"The boy will only be chosen for missions that have been confirmed with certainty of environments and entities that can be affected by his abilities." O5-4 was starting to get irritated by O5-1 cutting him off.
"Where the hell did you find this child in the first place?!"
"Japan. Specifically in the Toyko district of [Redacted]."
"What The Fuck were you doing in Japan in the first place?!"
"Now you're just asking unrelated questions!"
The two members had argued back and forth in a heated discussion that stunned the other council members. Rarely has there been such a disagreement between the two individuals.
"O5-1. O5-4. Please. We can discuss this problem. Rationally."O5-2: "The Archivist" monotoned. While the rest of the council were certainly not "normal" compared to a baseline standard, O5-2 was the only council member to be distinctly non-biological. Being an A.I. free from the emotional constraints of the human psyche, O5-2 was often seen as the voice of reason for the rest of the council.
"What more is there to discuss? We might as hand our heads to the ethics committee if we approve of this decision." O5-1 retorted.
"Hey! Ethics committee! Yeah, we are actively putting child reality benders into dangerous situations! No, SCP-4051 was not a one-off experiment. Please send Omega-1 to Overwatch Command to executed me. I have gotten tired of living!" O5-1 continued snarky.
O5-2 chose to ignore O5-1's rant before querying O5-4 for further details on the individual he had described.
"O5-4. Despite his young age, do you really believe that [Redacted] will be able to provide MTF Omega-12 with greater successes in future field missions?
"With utmost certainly. His ability to manipulate the mathematical concept of "vectors" can create offensive capabilities in mundane objects as well as defense potential in the form of shielding."
"Interesting! Reality bending truly has limitless potential! There is no doubt about the boy's ability and the boon it can give to Omega-12." It was O5-6 "The Experimenter" that spoke. While O5-6 was not one to care about the orders of his fellow council members, the elderly Austrian interest in the matter was piqued by the ability described by O5-4.
O5-6, however, was still willing to throw an awkward question at O5-4 in an attempt to capitalize on the proposal.
"Even so, wouldn't it be more beneficial to study [Redacted]'s ability and attempt to create artificial units that can mimic this ability?"
"Tau-5 was fitted using esoteric technology. There is no doubt that the R&D teams can fit other MTF units with equipment that can mirror this ability.
"Somewhat true, O5-6. This ability might serve better for more experienced MTF members. Still, I'm afraid that attempts to do so will involve aggressive responses that would far outweigh the benefits of any test."
"And why is that?" O5-6 inquired further.
"I only just managed to convince [Redacted] to join MTF Omega-12 through..."
"Through what?" O5-1 snapped at O5-4.
"...A mixture of incentives and blackmail."
Following this statement, O5-1 continued to belittle the proposal sarcastically.
"Perfect. Not only are we placing a 15-year-old reality bender in a paramilitary group, but said child's loyalty is imposed on by intimidation. No way can this go wrong!" O5-1 remarked sarcastically.
"Besides..." O5-1 continued, for once speaking seriously on the matter:
"We already make decisions that result in the injuries and deaths of many of our personnel in our goal of keeping the anomalous away from the public. We already make decisions to contain even the youngest of reality-benders. [Redacted] has a potentially strong ability; yes, but so did SCP-4051. What makes this boy so special?"
"I really am unable to explain right now. However, I am certain that [Redacted] will play a more significant role in helping the Foundation in the future. Currently, [Redacted] needs the experience in dealing with the bigger anomalous world."
"O5-4. We don't make decisions based on gut feelings. You, of all people, should know that. Many regard our decisions as cruel, but we all wear the badge of calculated utilitarianism with pride or shame."
"I will take full responsibility for whatever happens to [Redacted]. This decision will be under the table if necessary." O5-4 spoked.
O5-1 clinched his teeth before murmuring the voting process.
"All in favor of the proposal?"
Of the 11 other council members, 5 voted in favor, with the other 6 abstaining from the issue. While the council did work on a veto system unless, in the case of an extreme emergency, any abstaining vote would not count towards a disagreement with the proposal.
"5 to 0 to 6." O5-1 finally spoke; clearly, still not happy. "Very well. I will allow this proposal to proceed for the near future."
"However, if I hear or read about any severe injuries received by [Redacted], or caused by him on to his fellow MTF colleagues, I will be shutting down and wiping clean any knowledge of [Redacted]'s involvement in field missions. Do I make myself clear O5-4?"
"Affirmed," O5-4 replied.
"I believe that is all that needs to be covered for today's council meeting," O5-1 concluded.
"Although, I have one final question for O5-4. When and where is [Redacted]'s first field mission going to be at?"
"Given the circumstance, his first mission will be in five days and in Gorno-Badakhshan, Tajikistan. Anomalous activity with connection to SCP-3221 has been reported in the past few day. However, the researchers in the area have determined it to be only moderately threatening to the civilian population nearby."
"I also want the action report within 24 hours of the ending of the field mission. Also, I trust that the boy will be nowhere near Area-13 for the time being. Understood O5-4?"
"Affirmed," O5-4 once again replied.
"That is all for today's business," O5-1 concluded. "Continue with any tasks that need to be completed. I trust all of you to uphold the goals of the Foundation. No matter the cost."
That's the prologue. No prize for guessing who the O5 council is talking about. It's probably a little rough (especially with the dialogue). As such criticism to help me improve is wanted!
Also, I know that in the "official" statement on MTF units, Omega-12 is made up of reality benders from alternate worlds, but I want to introduce MTF Alpha-9 later in the story. As such, in this story, Omega-12 field members are reality-benders that still come from the same universe.
The next chapter will focus on Accelerator's field mission. It's going to be tough to write because SCP-3221 has no field report, so I have to write one up.
