Chapter 1

"I officially announce the creation of the new System Alliance." - the US president said, and the crowd began to clap and shout with joy. In the past few months, all the information on the plans to transform the System Alliance into a superstate, the Galactic Empire and the Caamas. Most surprisingly, the Caamas themselves actually expressed their desire to join the new System Alliance and assisted the negotiations. It is no exaggeration to say that if it weren't for Caamasi, there would not be the System Alliance as it is today. The new council even decided that one Caamasan would be one of the three representatives they would send to the Galaxy when the time was right. At the same time, a conversation about the System Alliance military began, with a temporary cabinet that will soon be replaced by newly elected representatives soon. The Cabinet consisted of representatives of the former 18 most powerful countries on Earth and a representative of Caamasu. At the same time, the military and scientists worked tirelessly to produce an accurate report on their state of defense in the event of an Imperial attack.

"I have really great news." - said Grissom, whose face was smiling for the first time since the news about Galactic Empire - "If it goes well, in less than 30 years, we will have the most advanced navy in the galaxy."

"Is this some kind of joke?" - asked the representative of Korea - "If I remember correctly, you mentioned that only 10 of their ships will be able to destroy our entire navy, even if we use weapons of mass destruction."

"It was so, but we found a gap that will allow us to outrun them technologically." - Grissom said as he viewed some design.

"It's just the standard Generator for our ships." - said the representative of Caamasi.

"And that's the difference. Comparing our generators and yours is like comparing a nuclear engine to a steam engine. But if we replace our energy generators with yours, the strength of our new navy will increase several hundredfolds, our MassEffect cannons will be able to fire projectiles that weigh tons, not a few kilograms. And now we've found some advantages over the Empire, with no improvements."

"Like?" - asked a curious US representative.

"Our fighters are faster than theirs, what I say, each of our ships is faster than theirs. Additionally, our point defense systems are superior to them by a huge margin. Our handguns before the discovery of MassEffect would be useless as their soldiers' armor has enormous resistance to kinetic damage, but the MassEffect weapon focuses so much on penetration that it's not a problem. In addition, thanks to information on new metal alloys and research on a personal kinetic barrier, within 10 years we will be able to create armor impenetrable to their blasters. The enhancement of turbolasers by MassEffect technologies will also give us a significant range advantage. We even have a plan to build our navy so that in 30 years it will be a force that will outclass everyone in terms of quality."

"So we're listening to this plan." - said the representative of Israel.

"According to our plans, in 30 years we will have 10,000 corvettes, 2,400 warships, divided into 10 fleets of 240 ships each and 200 specialized ships. First, we are to focus on mass-building Fenrir-class corvettes. The engineering department has already found a way to upgrade them to our future standards, so this is currently the only ship class worth producing for us and that is what we should be focusing on for the next few years. Then we should start building shipyards in many new territories. Capital ships should only be built in Arcturus and Earth, but cruiser and destroyer yards where we plan to base our fleets, frigate yards in colonies over 20 million. Of course, these are only military shipyards, civil shipyards we can build wherever they like. Depending on the population, protection for our colonies will be provided by a number of corvettes, fighters, and defense platforms, while elements of the fleet will be sent specifically to dangerous regions."

"As for the fighters, there are hardly any changes that are needed. All you need to do is replace the old MassEffect cannons with weapons like those used by the rest of the galaxy, kinetic barriers for energy shields, and replace old generators with more powerful ones. When it comes to missile armament, JAVELIN torpedoes are likely to be extremely effective, but only against ships that have lost their shields, so we should get blueprints for their proton and ion weapons."

"The generals have shown how much the army doesn't need to change when it comes to technology and equipment, but more to organizations. Our armed forces are tiny compared to everyone else in terms of numbers, so our forces must be far superior in terms of equipment and training. The proposal is that the army should be reduced but in return, it is to be fully mechanized. On average, the planets in this galaxy are about 2 billion inhabitants, although this can vary with the hundreds of billions in Coruscant and many planets of just a thousand or two. However, our army should be sufficient to occupy several planets, without major problems, given the limitations imposed by the Empire on the former defense forces. Our equipment should be effective, and the combination of personal kinetic barriers and new alloys reinforced with Element Zero should give us better armor than most other ground forces in the galaxy. We should also significantly increase automation and use drones and droids in greater numbers to cover our deficiencies in manpower. The army should also be a purely offensive force, and shouldn't be stationed as a planetary defense. We suggest that at least one system, with a habitable world, be allocated solely for use by the army and for testing our equipment, as Arcturus is the main military shipyard."

"At the same time, we should open a new branch of the army, known as the Colonial Guard, modeled on the US National Guard. It will be our main defense force and should be financed by the colony itself. The government should, however, financially support the Colonial Guard, in smaller colonies."

"As for the Marines, their technological shift should be the same as the military. Their main role in battles, as boarding party and security teams, will remain the same, but we should also add fast planetary raids and fast reaction help to besieged planets. Since they will be a constant force on board ships, they will be able to do so without the need for much mobilization, preparing ships to transport food, weapons, and other supplies. We should also create a special vehicle for them. It should be multi-purpose, not specialized, as the number of marines deployed on the planet can range from a small force, occupying an important point, to a small army that can occupy a large colony."

"Taking into account the maps, we have already marked out possible places for our fleet bases, armies, and the most profitable colonies. However, we need to increase the status of the colonies or they will try to break away from as by force, as was the case in the days of old Empires on Earth."

"In addition, scientists came up with the idea of creating a special research department. They argue that all our technology and the rest of the Galaxy are modeled after the Rakatans, so we should have our own original technology designs. Over the last few hundred years, we have theorized many designs that could actually arise, so we should start researching them."

"Details were given in the report."

"It's a really good presentation, and I think we can agree to it, but won't it put too much pressure on our economy?" - asked the Italian representative.

"This is one more reason why we should focus on corvette production. They are much cheaper than any other ship and strong enough to defeat any pirate. Later development will be much easier because of the anticipated economic boom. Preliminary estimates by the economist, show economic growth of 10% to 35% per year."

"Is this some kind of joke?"- asked the shocked Turkish representative.

"Gentlemen, you underestimate the revolution brought by MassEffect, open borders, new technologies popping up every day, huge territorial growth, an even greater increase in available resources. Add to that the total absence of conflict and the joint efforts of the entire species, or at least our branch of humanity. It is like Columbus' trip to America, which is completely free, full of all minerals, financed by the whole known world, which has suddenly stopped fighting with itself, and the journey between America and Europe takes only a few days instead of several months. Of course, this economic boom will stop after some time, but given the amount of free territory, this economic boom should last for 30-40 years."

"Incredible." - said the representative of Caamas - "With this and the devastation of the Clone Wars, we could even catch up with some middle sectors economically."

"How many sectors are there?" - asked the Australian representative.

"When the reform of the Empire began, the number was set at just over 1,000 sectors, each with over 100 inhabited worlds and several dozen times as many other systems." - the representative of Caamasi replied.

"Over a thousand sectors, each with a greater economy than the entire System Alliance." - the Indian representative said to himself.

"At least we have a much larger percentage of habitable worlds per territory than the Galactic Empire." - said the representative of Russia.

"Managing so many worlds is just impossible for a centralized government." - said the representative of Great Britain.

"Therefore, the Galactic Republic was highly decentralized, to the point where it resembled the old United Nations rather than a galactic government." - said the US representative.

"We have one more plan to level the playing field a bit if it ever comes to a fight with other Galactic powers." - Grissom said - "Mr. Harper, please come in."

Harper entered the room, a confident smile on his face.

"Dear System Alliance representative and leaders." - Harper began - "Admiral Grissom must have told you already how much we can develop, but I have one more plan. It is controversial and risky, but it can help us a lot. Cerberus Project."

All the representatives listened carefully.

"As you know, the FTL drive used by the rest of the Galaxy is extremely faster, but it can't break through relays. However, our FTL drive can. Therefore, I propose to send the ship to the nearest system investigated by the Empire, leaving the communication buoy there and a group of agents there in operational Caamasian ships. Their main task will be to inflate the Empire and keep the government informed on a regular basis. At the same time, they are to start searching for the Galaxy in order to find some technologies that may be useful to us and to establish potential who is potential allies. To make sure the Empire doesn't find our worlds, we will only communicate through the communication buoy. This is a one-way mission so don't expect any of the people to come back. And even if it takes decades."

"Of course, the action will be performed entirely by volunteers, and the entire operation will be strictly confidential." - Grissom said - "We've already compiled a list of potential candidates from all over our territory."

"In order not to stand out, all will also adopt clothing based on the garments of civilians in the Empire territories, and will only have funds raised from what the Caamasi had when they settled in New Caamas." - continued Harper - "Of course, there are more details, but I don't want to bore you, gentlemen."

Then Admiral Grissom and Harper left as representatives trampled over the decision. After nearly an hour of talks, reps agreed to the plan, and System Alliance began its rise to power.
