Walking through the borders on Hi no Kuni and Kaminari no Kuni, he has one target on his mind, the Chinoike Clan that resides on the borders of those two nations. Accompanied by his sister Akane who now is wearing Anbu style pants, long sleeve black shirt, and a version of Naruto's body armor in silver color with a sword strapped on her right hip. It has been a month since they moved back to the hideout from Konoha, and during this time, she has been pushed to her limits by Naruto in her training. She is currently on the second level of the gravity seal; her physical strength can match most genins and with Naruto's chakra disruption seal that causes her chakra to fluctuate during her chakra control training in order to increase her chakra control and reserves. She can flawlessly walk on water while multitasking and her chakra levels is now of a mid chunin. Although she has not yet started her training on the swift release, she has almost mastered the beginners level of Naruto's Taijutsu and Kenjutsu style and is currently advancing to book two of fuinjutsu, and all this is thanks to her photographic memory and never give up attitude.
Arriving at the valley of Hell in the land of Hot water, Naruto and Akane were immediately surrounded by 5 members of the Chinoike clan. "State your business, or else you both will die", one of the members speaks to Naruto. Looking at them with his impassive look, Naruto activated his Sharingan causing the attacker's caution to quickly turn into rage. "How dare you Uchiha show your face in our clan's home after what you have done to us", the other speaks up in anger activating his Ketsuryūgan. "I am in no mood for your questions, you either move out of our way or you will be just another name added to my list", Naruto speaks up drawing his sword and Akane doing the same although she knows that she stands no chance in this fight, she hopes they underestimate her abilities. "You are outnumbered, even if you manage to kill one of us, the girl will be killed also in. . ..", before the men can continue their statement, an explosion was heard in the clan compound. Creating three sealless shadow clones, "Triangle formation around Akane, let's go. Making a sealless Shunshin, he disappears with Akane and is immediately followed by the Chinoike Clan's man.
Arriving at the scene, he is see's utter chaos. Kumo's bolt Anbu are destroying the clan compound and killing the elderly while the kids are being put in a cage. Feeling his blood starts to pump in excitement, he turns around to meet his previous attackers and gives a crazy smile. Seeing this, Akane already knows what is coming. "You three, move with my clones and Akane and take the elderly to safety, one of my clones will take the kids. If anything happens to her, death will not keep me away from torturing your soul", Naruto gives his order and threat. Drawing his gunbai, he sends out a gust of wind to draw the attention of the bolt operatives.
"Shall we dance", Naruto calmly states. When the bolt operatives saw him, they felt fear already knowing the man in front of them is none other than Uchiha Naruto, a certified S rank Shinobi. Moving at blinding speeds, he lands a kick on the first operative's chest, sending him sailing back. Turning toward the other, using his sword, he slashes at his chest, killing him. Looking at the 6 operatives left, they immediately went through hand seals, they call out lightning style, lightning stream. Dodging it, he appears behind one of them, sending his sword through their leader's chest. Landing a punch to the operative's head dazing him for a moment, he cuts off his head.
"This is getting boring, you need to entertain me properly", Naruto calmly states. The bolt operative decides to attack together. Staring in the eyes of one of the operatives, he puts him in a genjutsu, dodging a strike from the back, he does a split kick sending the two attackers coming from his sides into the ground. Grabbing his gunbai, he sends it with a clone to create a barrier around the children who are nearby to shield them from the jutsu he is about to use. Making a one-hand seal, he expels his black flames all over his body covering everything near him, burning the bolt shinobi to death in the process. Dusting off his clothes, he moves over to the children and frees them from captivity.
Making his way over to Akane, he sees her dodging a strike from a Kuno chunin. Using her great reflex, she jumps over the leg swipe while twisting her body to slash at the neck of the attacker. Underestimating her, the chunin is surprised to see his blood coming from his neck. Seeing this, she freezes up at her first kill. Walking towards her, Naruto grabs her shoulder, turning around, she comes face to face with her big brother. Seeing him, she buries her face into Naruto as she starts to let tears flow. Offering some courageous words, she hugs him for dear life. Carrying her on his back, he made his way to the now assembled Chinoike clan.
Looking around, he can only make out 23 members excluding the 9 kids he saved that are standing behind him. Upon his arrival, all their attention is now focused on him. After seeing their clan's children behind an Uchiha. Drawing out their Kunai's, they were about to attack him when the five men who stopped him earlier gives them an explanation for him being there. "How do we know that he is not with them, and he planned the attack", a female asks from the gathered crowd. "All of you would be dead and the kids gone if I was a part of this pointless dance, and if I am going to attack a clan, I will do it by myself, I will have more fun", Naruto tells them.
Hearing his response, a woman decides to voice her opinion. "If you are not part of them, then what are you doing here", she asks him with others agreeing. "That is a topic for your clan head", Naruto answers her question. Walking forward, he looks at Naruto and Akane, "well speak, we have to rebuild", the now known clan head speaks up. "I have an offer for you, but seeing your current situation, you all have no choice, I want you to join me in rebuilding Uzu where you can have proper protection, other clans to be around, and a better future for your children properly trained, and let your clan rise in status in the shinobi world you can decide to stay here and waiting for Kumo to send more of their shinobi and Konoha sends theirs and you will be in-between a clash of Konoha and Kumo shinobi over border disputes", Naruto calmly states. "I know about the Uchiha clan killing your members during the clan wars and Konoha forcing you into hiding, I have no allegiance to Konoha nor the Uchiha clan, so there is a high chance of Konoha and the Uchiha clan coming after us soon and in Uzu, we can make a stand and you can settle the score with the Uchiha clan", he finishes his offer.
As murmur breaks out of the gathered crowd, a plant-like figure rises up from the ground. "Naruto Sama, we have secured the two Uzumaki's and black zetsu was able to get 3 high-level missing shinobi and the Fuma clan has agreed to join us, they will be arriving at the land of waves for transportation in a week", White Zetsu gives his report. "Well done, get all the clones at the hideout and move them to Uzu. Clean up and start the rebuilding. Inform black Zetsu to prepare an alliance with Kiri, I shall see Mei myself", he tells Zetsu. After hearing his master's orders, he sinks back into the ground to complete the tasks given to him. Turning towards the last living members of the clan, "You have three days to make a decision, Zetsu will come for your answer and if you agree to be part of the new Uzushio, make sure you are all ready to move for easy and fast transportation. Also, what should I call you", Naruto asks the clan head. "You can call me Riho Chinoike", the now Riho replies.
As Naruto and Akane were about to leave, Zetsu appears." Naruto Sama, urgent news. It seems Orochimaru and his newly created Sound village and Iwagakure are preparing a raid on the Nadeshiko clan and capture some of their strong Kunoichi, I believe something big will happen soon", he tells Naruto while sinking into the ground. Turning towards Akane, "We will be moving at high speed to the Island next to Uzu, since you know how to walk on the water surface, I want you to deactivate your gravity seals for departure.
After a day of constant traveling where he had to carry Akane when she is exhausted, arriving at the island that they live in, he walks up to the entrance of the small village, Majority is Kunoichi and Shinobi while few are civilians. Turning towards Akane, he gives her a smile as he can see the worried look on her face. "Halt, state your business", a female with long blonde hair and a katana in her hand while the other has a Kunai in both hands. "I am to agree that you already know about the incoming attack on your small village, although I want to dance with the incoming force, I have an offer for your clan head", Naruto tells them.
After the discussion with the head of the clan, they agreed on relocating to the new Uzushio where they can have powerful clans and newly recruited Shinobi's. Plus, with him being part Uzumaki and Uchiha, her daughter Shizuka can challenge him for his hand in marriage and if she wins, she will most likely be the leader. Naruto on the other hand is disappointed that they want to leave immediately before he can get his chance to have fun fighting. "Very well then, I will send an escort to guide you there", he tells her as he takes his leave.
It has been a week since the arrival of the four clans and recruits from Naruto and Zetsu, today is the day of Naruto meeting everyone after securing some minor alliance with some Companies that deal with farming and mining. Arriving at the gate of his newly built village, he can see the construction of the clan compound, Apartment and shinobi estate, shinobi and regular Academy, Hospital, torture and interrogation center, and old reconstruction of Kage tower, some old and torn down Uzumaki clan house, prison, tourist sites, Shops, evacuation center, and a Stadium and over 70 training grounds. Seeing thousands of white zetsu working hard, he decides to head to the main tower to meet zetsu.
"Zetsu, how are things going here". "Naruto Sama, all constructions are going on smoothly, the various recruits and clans are in their compounds and are waiting on your call for the meeting. The missing nins who have sworn loyalty to you and the village are in the Shinobi estate. The only things we are missing are the structure and role of everybody, Security, and securing funds. During my exploration in the village, I found enough funds to maintain everyone for a year. Everything with the Whirlpool shipping industry is going smoothly, we have secured trading with some minor villages and Takigakure. I have been looking at some villages like Sora no Kuni, Yuki no Kuni, Tori no Kuni, and Na no Kuni for some more partners. Also, I have received a request from Obito to join Akatsuki, he came by the hideout during your meeting in the land of stars. Currently, we have a total of 1,492 people in the village since I also gathered up regular workers to run shops, farmers, and miners", black Zetsu informs Naruto.

First up is Fuka and Fuen. They were about to join Kazuma in team Furido, but seeing that Zetsu's offer gives them protection and a stable income and a way for their reputation to be increased, they accepted. Next is Pakura who was sent on a suicide mission by the Kazekage She was captured by Iwa shinobi but saved by Zetsu and his clones. The last two are the representatives of the civilians, Aiko Tsuchigawa, representing the merchants, and Kohaku, representing the farmers and miners.
"I will go straight to the point, each of you has a duty to do along with your clan and the people you represent. I will start with the village security system. If you all can turn to the screen, I have created a few different seals. The first one is the basic detection seal that covers the outside of the village within a 5-mile radius. With this, we can know in advance if we have any intruders. The second seal is around village walls, it strengthens the wall, the strength is comparable to a double-layered chakra metal. Also, you can see the circle metal plates around the walls and gate with seals inscribed in them, it absorbs any jutsu thrown at the walls or gate and the barrier squad can expel the jutsu when ready. Finally, Fuma clan, I need you to work in the weapons-making sectors and those with shinobi training, send me a list to form Shinobi teams. Shizuka, I want you to list five people to work at the shinobi academy to handle shuriken, Kunai, and kenjutsu training. Your members will be front-line fighters along with the Fuma clan members.
Iburi clan, your clan will be the villages stealth, espionage, and assassination mission expert. You will also submit those that will teach the students with potential in the Academy. Chinoike clan, you are close-range fighters and Genjutsu experts. Each team created will have one member from your clan. Also, I want you to submit a list of people who can teach the art of Genjutsu at the academy. Although your dojutsu makes it possible for your genjutsu, you can train them properly. Fuuka, from what I have seen from Zetsu's report you have all the Nature types, with your chakra strings, you can drain the chakra and body energy of any opponent. You can also control five separate bodies by sharing your consciousness. With your high chakra reserves and all the affinities, you will make the perfect ninjutsu specialist and infiltrator. I want you to be a leader of Our Shark division (Uzu version of Anbu) that handles high-ranking missions and twice a week, you teach the future shinobi of Uzu.
Fuen, you are an Earth-type and have the Yang release. you are a strategist and barrier expert, making you have an In-depth knowledge in fuinjutsu. Also, with your scroll, you can manipulate any terrain of your design and with your five-gate seal, it is impossible to pernitrate without you knowing. I want you to be in charge of the barrier and defense squad and train those you see potential in and also, you will be my strategist. Pakura, you are a front-line fighter with your scorch release and taijutsu. I need you to be in charge of the Shinobi academy. Ninao Uzumaki, your knowledge of medical Ninjutsu is amazing, I want you to head the hospital, train those who have the skill in it. I want all clans to not have any disputes with each other. If there is any problem, you can see me. Now that we are done with the assignments, I have Zetsu still recruiting new people. The job of Advisors, Jonin commander, personal Secretary, payment and finance department, information gathering center, and other positions are still vacant. I will be welcoming any job applications.
We will officially start accepting missions in 4 months and I will be having a team I will personally train. Team One will be with me, my sister Akane as the team's Taijutsu and kenjutsu expert. Karin Uzumaki as the team's medic, fuinjutsu, and sensor. And the last member is on her way from Takigakure, she will be the Ninjutsu expert. But all of them will be well-rounded and I want this team to be the blueprint for our future teams. These next two months we will be evaluating all those who want to be a shinobi and the children will have the opportunity to go choose the area they want to specialize in, but they will be all rounded Shinobi. Also, our shinobi academy will start at the age of 8 and graduation is at the age of 15. By the time they graduate, they must be able to perform the tree and water walking exercise, know their chakra affinities and 5 jutsus above the basic three. Their overall skill should be around Chunin rank, Chunins must be at jonin level and all Jonins must serve in the Shark division for 5 months before taking the Jonin exams.
We will be participating in the upcoming Chunin exams in Konoha; therefore, I will need Pakura to pick three students to be your squad and we will be rotating teams for their training. I want two teams to enter the exams and I want them in the finals to attract more clients and alliances. In four months will be taking Karin and Akane on my trip to Kiri to create an alliance, from there we will head to Taki and pick up our third member. If there are any questions or opinions, make sure you voice them out", Naruto tells them. After some minutes of everyone agreeing to this plan, they left the meeting room to prepare their list of possible members for shinobi training while Pakura, Fuen, and Fuka follow Naruto, and so began the development of Uzushiogakure, the greatest hidden village.
