Giovanni looked at the reports of his new League. Many trainers were participating. The structure of the tournament was that the top nine trainers of each region would be gym leaders. After defeating the gym leaders, trainers would take part in a regional competition.
Trainers could fight with each other to increase their battle points. Defeating a stronger trainer means getting more battle points and the other trainer losing battle points. Trainers who are in the top 9 would be gym leaders. Defeating a gym leader means the gym leader loses a lot of points. Any trainer who would take part in the leagues would have to defeat the top 9 trainers. Using this, the top 256 trainers of each region are found.
The top 256 trainers would compete in the eight leagues where they would find the best 64 of each region. The best 64 of each region would then compete against each other to get global battle points. The best trainers of each region are considered Champions. Defeating the Champion means gaining a lot of points and the Champion losing a lot of points.
The top 16 trainers who defeat the Champions would compete against each other to be the Ultimate Champion.
Giovanni knew that the trainers were losing their Aura which meant that they would be easier to manipulate and they would have less willpower.

Ash and Lorelei went into the building and then went to the Aura receiving device.
"Rotom, make the device to give the signal that it is working and Aura is flowing while you make the device to make the Aura go to my devices." Lorelei said.
Rotom made the device such that it sent signals that Aura is flowing to Team Rocket while sending the Aura to Lorelei and Ash's devices.
"Mew, teleport us to each area and to continue the same." Lorelei said.
Mew teleported Ash and Lorelei to a new area. Then Mew teleported Rotom into the building and Rotom made the video cameras to replay the same footage and then Mew used Teleport to send Team Rocket members in the building to jail. Mew then teleported Ash and Lorelei into the building and Rotom then made the device to give a signal that it is working and Aura is flowing while Rotom made the device to send the Aura to their devices. Ash and Lorelei then continued the same process in some ten locations.
After finishing, Lorelei said, "Mew, now teleport us to my beach in Four Island." Lorelei said.
Mew then teleported Ash and Lorelei to their beach in Four Island where there was a device that was collecting Aura. The beach was huge and was next to a big forest. Lorelei went to the device and made the device to send the Aura to herself.
