20 hours had not passed since the Test started.
Story Start!

"Jack... can you explain to me what that was?"

Naruto sounded calm, but there was anger in his voice.

19 Hours and 20 minutes into Ravel's test, and the entire time he had Caster using her magic to watch over Ravel to make sure that Jack never went too far with her. Naruto had figured that if she pushed it, then he would save Ravel's life by teleporting Jack to him. If Ravel hadn't cleared the mist when she did, Naruto was already in the process of negating Jack's Noble Phantasm remotely. At will he could stop any Noble Phantasm from being activated, but when he saw Ravel clear the mist he would have been happy to say that she had passed the test.

"We were going to kill her, she is undeserving of you. She's a devil, she was going to hurt Mommy." Jack stated with pride in her voice.

What she did was not wrong, she was only saving Naruto from the whorish threat called women. No women alive deserved her mother, and she wouldn't let any of them touch him if she could do anything to stop it. He only needed them in his life, no other woman, and any woman that got in the way of that needed to be gotten rid of.

Naruto sighed.

"... You're not going to pass her, are you?" Jack was worried about that.

Naruto didn't need to say anything.

"No, she still fails, but only because I interfered with the test and pulled you out of it. She was out of magical power, and she had 40 minutes left. She would have died for real if I didn't stop the test, so she does fail... but I have to say, her determination is impressive." Naruto had to smile at how Ravel had spoken to Jack.

Jack frowned, before she looked worried.

"We're not in trouble... are we?"

"You're not in trouble, but never disobey me again. It was your test to give, and I didn't forbid you from using Maria the Ripper. I figured it would be bad to forbid you from using it, but I should have been more clear with my orders. Fault lies on me for not being specific enough." Naruto told her with a sigh of disappointment in himself.

Jack was Chaotic Evil, he knew that and it was in her description in his book. He knew that she would do whatever it took to make the outcome of the test be in her favor. He also knew that she might try to actually kill Ravel, which was why he had Caster use magic so he could watch her the entire time. He was disappointed in himself, because it was his fault that the test was unfair against Ravel.

"Yeah!" Jack rushed Naruto and hugged him.

This was why he couldn't be mad with her, because her genuine love for him was unconditional. Only her and Berserker were those that he felt no need to think of them as potential traitors to him. Berserker who would always follow his commands to the best of her ability by design, and Jack who straight up loved him.

"Still, I still have another job for you... and I want you to follow my instructions very clearly this time, got it?" Naruto gave her a warning tone.

She nodded her head with a bright smile.

"Anything for you!"

"Good, this is a job I can only give to you. I need you to follow the Prime Minister, and use him to get close to the Emperor of Japan-"

"Japan still has an Emperor?" Jack asked in surprise.

Naruto sighed.

"Yes, Japan still has a Emperor. Anyway, once you get close to the Emperor, kill him and bring me his corpse if he doesn't submit to my rule. Leave no witnesses and make sure nobody discovers you." Naruto stated to Jack with a grin on his face, it was a darker grin that he reserved for those who knew of his greater goals for the world. Even before he had become a devil, world conquest had always been his goal. To unite all of Japan, and then the world itself under his banner.

People seemed to forget what his goal was sometimes.

He had always had plans to take over the world on his own, but after becoming a devil and awakening his Sacred Gear he had a ton of new ways that he could do what he already planned. He knew of the honor of the Japanese Emperor, and how he doubted the man would submit. He planned on resistance, but he was also sure that a visit from his little Murder Loli could change the man's mind on some things.

"Can I-" Jack started to ask.

Naruto flicked her forehead.

"Do not kill anyone that doesn't need to die, I do not want ANY needless deaths. If you do your job right, nobody has to die at all. If possible though, keep the death count as small as possible. At most, I will only accept 1 death... the emperor's death. Anymore than that and I will be upset with you." Naruto stated to Jack with a narrowed gaze.

The world's population was going to be his kingdom, he needed to keep his world conquest as peaceful as possible. The least number of deaths was much better for him, but he knew that it would be impossible to do the work without any deaths at all.

Jack saluted him.

"Okay-"

"Also, make his death painless if you have to kill him. I won't have Japan's emperor suffering either, if he refuses you, then he is a man of courage and honor. I won't have you torture an honorable man." Naruto wouldn't spit in the face of a man's honor either. If the man needed to die, then he needed to die.

If he didn't need to die, then he shouldn't have to suffer during it.

"How long do I have?" Jack asked with a tilted head.

"At most, you have 3 days, but the quicker you're done the better." Naruto stated, and he turned to the silent Caster.

She looked at him.

"Are you preparing to declare yourself emperor?" Nitocris asked him with curiousity when Jack jumped out of the window of the car they were riding in. Naruto had called Issei and told him to have Rias send a car to pick him up. He was in the backseat of the car, and the driver was currently unable to hear the conversation they were having in the back.

Naruto chuckled.

"Not yet, first I'll have certain policies that will help me put into place. I'll give the citizens of the country more freedom, reduce their taxes, and have more trade opened with other nations. Once this population is happier, I will have the Cabinet and Emperor announce that the person who was behind the changes was me... and have both the Emperor and Cabinet give their power to me." Naruto stated with a genuine smile.

Once the nation was prospering and it's citizens were at their happiest, they would be at their most accepting of his rule. He would only then proclaim himself the King of Japan, and while this was happening he would be increasing the nation's military might on Uzumaki island. That was already happening as he spoke, but Japan didn't need to know that he was already using them to increase his future military power.

"I see, a happy dog has no need to bite it's master. After that, what do you plan to do?" Nitocris asked him, and Naruto glanced at her and gave her a large grin.

She blinked.

"Next is Egypt, after all... if Pharoah Nitocris herself comes back from the dead, and proclaims me the ruler of Egypt there won't be any need to go to war. That will put him as ruler of two countries." Naruto told her, and she thought about it for a moment. She looked at him, before she gave him a nod.

"... That sounds-"

"Of course, I do plan to leave you in charge of Egypt. You know the culture better than I do, so you'll be able to institute my rule there better than I could. I can trust you to run the country for me, correct?" Naruto asked her, and she nodded her head eagerly.

She would be happy to take control over Egypt for him.

"After that?"

"I will need to take China, Russia, or America after that. They are the world's three strongest military powers, but I need to take down at least two of them at the same time. China and Russia are close to each other, and the people of those nations have very little freedom. Getting their loyalty by showing them a better life will make the youth of those nations far more receptive of my rule." Naruto needed to take over at least 4 countries before he could declare war on the world.

He needed two Superpowers and two Minor Powers in order to scare other small nations into submitting to him. If he took out China and Russia, then he would be able to scare all the small countries around those two countries into obedience. Only after he had most of the world under his command would he scare the other large nations into submission.

"You plan to take over the world, but you will make it as peaceful as you can, so people don't rebel against you." Nitocris could see the merit to his ideas. In an ideal world, that would work without a problem. "... But you know it is foolish to rely on peace." Nitocris told him.

Naruto actually looked sad.

"Which is why I will have a rogue group of supporters crush any nation that doesn't submit. Nations that don't submit will experience what it is like to be crushed, and if it is done by a group that is not allied with me... then I will not be labelled as at fault by many." Naruto stated sadly. He had plans for using his servants, those who would be willing to at least, crush entire cities and nations that they needed to. "At most, I expect 3 small countries will be wiped out if things go south. While this is going on, I'll be working in the Underworld to take it over from within as well." Naruto could see that being a headache as well.

Naruto would need to take control over at least 2 of the Satans from behind the scenes, or flat out kill one of them and take over their position. He fit the conditions needed in order to challenge them, and the rules didn't say he couldn't use his Sacred Gear for the fight. He planned, if it came down to it, having Jack assassinate the Satans and use the power vacuum created by their deaths in order to bring outa civil war in the nation.

Still, he would prefer to have as little death as possible.

Nitocris was silent.

"I'm done with you for now Caster, you can leave me alone to my thoughts. One day though, I'll show you the world I'm dreaming of. A world where my citizens can all chase their happiness, and they all have a brighter future to look towards. Those with the courage to chase their dreams, and the determination to try their hardest will succeed." Naruto had seemingly absolute confidence in his dreams. He would, with his own hands, make his dreams a reality.

"Are there lines you won't cross?" Nitocris asked him.

Naruto didn't pause.

"Of course, I won't do anything or allow anything to happen that will cause needless death and suffering. I will never let the innocent die by my orders, only the ones who stand and fight will die if needed." Naruto would not allow anyone, even his servants, to kill an innocent person. No innocents needed to die for him to control the world. "I will make sure that all the brave men and women who fought against me will be remembered as heroes for their nations. People worthy of respect, and have monuments with their names built. Just because somebody was my enemy, doesn't mean they didn't deserve respect and admiration." Naruto looked sad as he said it.

Nitocris was surprised.

'He doesn't realize it... but that kindness and respect towards his enemies would more than likely give him a good reputation with many. Still, there will be many that seek to kill him in revenge. Revenge is an all consuming fire.'

Naruto glanced at her, as if sensing her thoughts.

"I will show this world a better future, a happy future. The more somebody hates me, the brighter a future I plan on showing them. I'll fill their hearts with love and adoration, but I don't have all of the answers yet." Naruto told her that he didn't have everything figured out. He didn't know how everything would work out in real life, it might be very different than from the inside of his head.

Still, that wouldn't stop him from trying.

"Very well, I will support you through all your choices." Nitocris bowed her head to him, and she vanished from view since she was no longer needed to watch over Jack.

The car arrived at where Rias and her peerage were.

He had some news for them.

The reason Ravel failed her Test was because of the fact that Naruto interfered with it to save her life.
If Naruto had waited the full 20 hours to call back Jack, then Ravel would have actually died. So Naruto called back Jack before Ravel would be killed, which is why Jack said that she failed.

Basically, Ravel would have died if it weren't for Naruto preventing Jack from killing her and Jack knew this.

If Naruto didn't save her, she would be dead and would have failed the test.
Naruto saving Ravel from death, is proof that she was going to fail the test anyway.
