Michael, the Archangel and current Leader of Heaven, was placed in a seriously bad situation right now where he needed to decide between doing what was right for Humanity vs what was right for Heaven. The two things might sound like what was good for one would be good for the other, but that was not the case anymore.
Not since he lost his ability to sit on the Throne of Heaven and control the system, not for 15 years since the rebirth of their Father. It took so much of his power to be able to mess with the system, to the point that many Angels were losing their faith in him as their leader. He was unable to maintain miracles on Earth to even half of the degree that he had been doing it, and human faith had been dwindling as a result of his own recklessness.
All of Heaven knew of the rebirth of their Father's soul into a Human Vessel.
It was impossible for them not to know, so Michael was forced to watch as Naruto Uzumaki showed his rule and crushed nations. Since Naruto wore a cross, Michael was able to track his movements and was able to tell who he was at soul. Heaven was unable to act against Naruto, by nature they were unable to stop him or even attempt to do so. The very act of ANY of them going against Naruto would mean "Falling" from Grace as they disobeyed and rebelled against their Father.
If an Angel appeared as Naruto's enemy, that Angel would Fall.
Many Angels wouldn't even fear that, they would just take Naruto's side anyway and join him with no questions asked. It was not their place to argue against him, even if Naruto wasn't aware of who he was or how important he was. The other gods in the world might be unaware of just who was attacking their nations and taking over their human countries, not that they cared since they allowed humans to war against each other without taking action anyway, but those of Heaven knew by instinct what was going on.
Just like how currently, Artoria Pendragon and Mordred Pendragon were back from the dead under Naruto's command, and were leading both the Chinese and Russian armies into Europe and quickly conquering it before they could bring up their defenses.
Finland, Sweden, and Norway had fallen and surrendered in the first 6 hours of the assault.
Belarus, Kazakhstan, and Ukraine had fallen after 8 hours, with the Vampires of Romania defending their nation against the human army with little difficulty. Even now though, they were being forced to surrender against the Holy might of Artoria Pendragon as she led the rear soldiers into Vampire territories and forced their absolute submission, or else be face with the Genocide of their species.
"Brother... We of the Christian faith, what do we do? This is a supernatural threat against Europe, our lands. Do we go down and help them?" Gabriel, another high ranking Angel like him, had to ask uncertainly. "... Half of the Army wishes to assist the enemy, since our enemy is led by Father's reincarnation." Gabriel stated while rubbing her arms nervously.
Nobody knew what to do.
"Poland has fallen, and Mordred is making their way to Germany as we speak. France has declared their surrender after Norway fell. Mordred will arrive in Germany in 40 minutes, and Germany will be attacked by France as well." A reporting Angel spoke to them as he gave them news of what was happening in the human world.
When faced against a seemingly unstoppable enemy, and the combined forces of Russia and China, it only made sense to surrender and help the enemy. To take your own nation's casualties to as low levels as possible. The U.N. had lost all power, half of the world fell into complete chaos.
"Austria has anounced their surrender, their soldiers reported what they saw in Poland and Romania, and have begun to moblize against Germany with France. The news of what is happening is spreading extremely quickly. Russia and China had announced they do not plan to follow war guidelines, and will destroy without mercy all that stand in their way... though the nations had stated they are no longer Russia or China... that they are the Unified Uzu-Kingdom."
"Egypt and the previously Islamic countries have started to invade Sudan and Libya, they are being led by a magic using Pharaoh, and the gods of that region are supporting them by not helping the humans. The rebirth of one of their Pharaohs had gotten the Egyptian Gods to stay out of the situation."
Michael was recieving report after report, and he was unable to make any choices without seeing misery for himself no matter the choice he made.

"... Stay out of the war, we will not assist or stand in the way. Send down Angels to the Church, and tell them that none of our human forces are to engage the enemy. All forces will surrender without combat." Michael had no choice but to give the order. If they stood against Naruto, at all, then all of Heaven would fall completely. If they so much as gathered their forces to go against him, then the powers of Heaven would be no more.
"Yes'sir."
"Brothe... is there nothing we can do?" Gabriel asked him, since she could sense just how stressed and unsure this was making her brother. She placed a hand of comfort on his arm, but they could only watch.
Half of Europe was either destroyed to the point their nations surrendered, or surrendered before their nations were destroyed. The U.N. couldn't meet in time to do anything, because nobody in the entire world would have imagined rival countries like Russia and China would so quickly pool their armies together and attack everyone.
-Hours Later-
"Germany has surrendered, they launched missles towards Poland, and Mordred has ordered their complete destruction. After 6 of their cities fell, they announced their official surrender. Mordred has changed direction towards the U.K. and is ordering all of the surrendered countries to pressure the U.K. into surrendering."

"They will surrender, the U.K.'s army is below the average army in strength, and if faced with more than half of the world as their enemy, they will not fight a battle they will lose. How about Libya and Suda?" Michael asked the one reporting the news. More than half of the world had completely fallen, and so many lives and souls were gushing into Heaven that it was unreal. The body counts were rising at such a terrible rate.
City after city was falling, and what was worse was that Mordred did not ever leave even a single survivor of any of the cities she destroyed. That was such a terrifying reality for the other nations, that they were against an enemy that was chaotic and willing to completely slaughter a nation to meet their goals.
Surrender or Death.
"Both Libya and Sudan are holding back Egypt, but Pharaoh Nitocris has entered the battlefield on the Sudan front. They are expected to fall in 4 hours time, and by that time all of Europe will have either fallen or surrendered."
Michael didn't like what he heard.
As much as he wanted to stop this war, as much as he hoped the other gods would do something, he knew they wouldn't do that. He knew that they couldn't do that. Mordred was very smart, or was following orders very well. Both Mordred and Artoria were Christians, so while they could track them, the other gods were completely unable to tell that it was supernatural humans who were doing the fighting.
Naruto was either a genius, or lucky.
He chose to two most perfect servants to send to take out Europe, the two human servants that the gods could not interfere with. These were humans fighting humans, it was not devils fighting humans, or angels fighting humans. Naruto was staying out of the combat, because so long as he never once directly attacked a nation with his own powers, the gods would not interfere.
Gods didn't interfere with humans anymore, for the most part, they only really cared about other supernatural beings. Humans killing humans no longer really mattered to the divine, as the Age of Gods was over.
"India has sided with China, and has begun to attack nearby nations."
"What?! They haven't been attacked yet, so why have they decided to... they wish to save their country. News is spreading... all the nations near Russia and China that fear those countries, will hear of what they are doing to their enemies. They had thrown their lot in with them, so as to avoid their own destruction." Michale was shocked at first, but now he understood.
He understood why Naruto waited until he had 2 of the 3 superpowers.
Nearly every nation on Earth feared Russia, China, and America as superpowers. Any of these nations would willingly go to war against 1 of these nations if they had allies, but almost nobody was foolish enough to go against 2 of these nations. 2 of the nations that were now refusing to follow war rules, meaning that nobody was safe against them.
Naruto was using people's fear to force them to surrender before the battle had even begun, and by using Russia and China to launch surprise attacks on nearby nations, while also purposely ignoring all rules of war, Naruto was successfully telling all of the nearby nations that they had so much to fear now. Only the most stubborn of nations would imagine themselves capable of taking on 2 superpowers and winning, and even those nations would not fight if they believed that they would face only complete destruction against the Nukes of Russia and China.
It was checkmate.
The Continents of Asia, Europe, and Africa would belong to Naruto within the next 24 hours. North America and South America would not be able to help anyone in time, and it would only be a matter of time before Australia was targetted.
Naruto had won.
In 24 hours, more than half of the globe would belong to Naruto.
-With Naruto-
'Mordred, how are things going?' Naruto asked mentally as he felt another massive drain on his power. Mordred, Nitocris, and Artoria were fighting at maximum power and it was causing an extreme strain on his body. Even walking was something that was making his body scream at him in agony.
'Europe has fallen Master.'
'The Vampire nations have fallen Master.'
'Sudan has fallen, and I will expect Mordred and Lancer as backup as soon as they are able. The collection of Africa is underway. India has sent message to Egypt, stating they will be sending their armies to assist us. They have joined the Uzu-Kingdom on the demand that their citizens not be hurt.'
'Nitocris, let Indra know that all nations who join or surrender, will remain completely unharmed. Spill as little blood as possible.' Naruto ordered Nitocris. He was forced to sit absolutely still in the clubroom.
"Naruto... you're nose is bleeding, having perverted thoughts are we?" Rias asked with a teasing smile, trying to get under Naruto's skin.
The stress of using 3 servants at full power was so immense, that Naruto's body was physically tearing itself up from the inside out. He was surprised blood wasn't also coming from his eyes and ears at this point. He had sent Nitocris to assist once he had gotten reports from Artoria and Mordred that they had taken half of Europe, which was enough of the continent for him to feel comfortable with Nitocris joining the battle.
Rias' phone went off before Naruto could answer, and it showed an alert.
"Oh my... this... it seems that humanity has just begun a war across the European, African, and Asian continents. The Japanese government has launched their military to assist China and Russia... as of right now, all students are ordered to go home. Guess parents day will be a short one." Rias stated in surprise. The humans attacking each other was nothing that she, a member of the supernatural species, had to worry about. If worse came to worse, she would go back home to the Underworld.
She was just surprised that Japan and China had become allies is all.
Naruto grinned.
The Uzu-Kingdom just became the World's Greatest Superpower, and since he had no plans to follow any war rules set forth by humanity, he would make sure that within the next 2 weeks the entire world would be his to control.
Should he target the Underworld or Heaven next?

Note: Right now, since every city hit by Mordred and Artoria is completely destroyed, most other nations of the world just think that China and Russia are going crazy with nukes. Nations that didn't lay eyes on Mordred and Artoria.
Also, the gods for the most part do not care about humans killing humans, even if those 'Humans' are super powered ones. Please remember, as of right now the only Factions that know Servants exist is the Christian factions who had experience with them.
