Nobody could believe it when they woke up the next morning.

School was still cancelled until further notice for a multitude of reasons, but among the greatest reasons was the fact that everyone could plainly see that the Nation's Flag had been officially changed and every place that had the nation's flag outside of their business or facilities had been ordered by the government to change them to the updated flags.

The newspapers even officially announced that the Nation of Japan was no more, and was now renamed into Area 1. The Capital Nation, the First Nation to be conquered by the New King of the lands. More than half of the world had been renamed, the nation's names stripped from them and simply labelled as Areas.

No nations were special anymore.

All nations were the same now, and by calling them Areas of the Nation, it created both a sense of unity and ripped free the sense of country from the citizens. It was meant clearly as a way to demoralize those that would one day try and rise up generations in the future, to take back the honor of their once "great" nations.

"That flag... I recognize that symbol... That is-"

"-His symbol." Akeno finished for Rias when she looked outside and saw the Uzumaki flag flying. There was only one Uzumaki in the world, and they knew of him. Over half of the world had been completely dominated in 24 hours time. Not only that, but demands were being sent across sees to other countries.

This act had been televised as the "Representatives" of each Area stated on TV that if other nations in the world did not give up their independence, then the world's bloodiest war would be underway in hours. Australia had surrendered without a fight, since they were a nation that was closest to the massive Kingdom that had formed. Only South America and Australia had surrendered after the declaration.

To some though, this was more shocking than it should have been normally.

"He has conquered... more than 80% of the planet, in 24 hours. Akeno... since I'm in charge of Naruto... does that make-"

"I think he would kill you the second you tried to take command, to be honest. I don't think he would respect you have any authority over his territory. Actually, now that he rules most of the world, this city really does belong to him." Akeno reasoned through grit teeth.

Achieving his goals.

She didn't even have goals for her life other than serving Rias, and here goes Naruto achieving everything he sets out to do. Naruto was extremely active in making his dreams a reality, and he had done it. Even Akeno could no longer deny the fact that Naruto was now everything he had claimed to be, and that his words were true all along.

He was a King.

"... I can see that too. Should I be proud of him though? What do I make of all of this in general?" Rias didn't know what to say. She didn't know what to even feel. She felt a lot of envy for Naruto, who was an important part of making her dream come true without even trying, and was now making his own dream come true.

She was proud... and jealous of him.

There was a knock on her door, and Rias walked towards the door and opened it with a smile on her face. She looked towards the man that she didn't recognize, who was wearing full armor and had a gun trained on her forehead.

"Rias Gremory, Devil, you are officially under arrest. For illegally entering Area 1 from the Underworld, please come quietly as your case is sorted out. Resistance will-" The soldier was shocked when Akeno, literally shocked, threw light lightning at him. The man was knocked backwards, while Akeno frowned.

The window shattered and Rias was shot in the arm, to which she grabbed her arm tightly and winced in pain.

"Rias!"

"Akeno, it's fine... Things will get sorted out, lets not put up anymore of a fight. I apologize for Akeno, I'll come with you." Rias bowed to the two men who came in, and both trained their guns at her as well.

The government highest powers of the government were aware of the supernatural to some degree, but never before had Rias had to deal with this before. There was literally a train station in Japan that would take you to the Underworld if you knew how to access it. They couldn't get that built without somebody in government knowing about them.

"Akeno Himejima is also under arrest, as if everyone in your peerage who entered this country... this Area illegally. You will be detained for no longer than 48 hours while you do the paperwork to give you permission to stay in this Area. We will walk you to the station, and you will have your wings out the entire walk." The officers stated as they read out the news rules they were suppose to follow. They hadn't even been aware of the supernatural existing until their superiors orders them to round up everyone who fit the category.

All over the entire Area 1, all Supernatural species that were not natural Area 1 nationals were being rounded up and taken to secure areas so they could file their paperwork. Those that refused would be gunned down without mercy, and those that did would have their cases examined and would then be either given permission to stay, or be forced to go back home.

"I re-"

"We will both go with you and not resist, can I recieve medical treatment for my arm?" Rias asked as she showed the blood staining her hand.

It really hurt.

"Yes, there are medical staff waiting."

Rias smiled and looked towards Akeno.

"See, nothing to worry about, we just need to follow the rules."

-Later-

"... even you?" Sirzechs asked as he looked at his little sister with bandages around her arm. Unlike Rooks who were bullet proof, most Devils didn't have that level of durability that would allow them to bounce bullets from their body. Sirzechs as well had a bullet hole in his shoulder from where his wife had made to resist, and he had been shot in their hotel through the window.

Grayfia was sitting quietly in the corner, looking at her wounded husband nervously.

Sirzechs Lucifer, one of the Satans of the Underworld... was currently sitting in human jail for illegally entering the country. He had been willing to go with his arrest, but his wife had put up a verbal resistance against the idea. The second the window shattered and he was shot, she instantly sobered up.

"... Why do you stay here, you can easily escape?"

"I could do a lot of things, but the fact remains this IS the human realm. There are more than 7 billion humans, and their weapons are very advanced. Yes, I could take our millions of them, but eventually I would get killed. Anyway, sometimes just following the rules is the best course of action... since it would seem that your Rook is responsible for this." Sirzechs stated with a happy smile towards Rias.

Her Rook had done something amazing, that was for sure.

"I agree, and at least there is a window with a good view." Rias watched as a large aircraft landed.

She could sense a LOT of magic coming from the Cargobobs.

There were at least 100 cargobobs landing down, and they were Russian design as well. That meant that something, and a lot of something, was being transported to Japan... Area 1 from across the sea. Rias could only watch as she saw Lancer stepping out of the first one to land, and raising a hand to open the back.

"What are you... oh my." Sirzechs looked out the window, and his eyes widened.

Vampires.

The dominant supernatural species of Romania were being pulled from the cargobobs in chains. The ancient and noble vampires, were being dragged in chains off of the cargobobs. The regal clothing they usually wore had been ripped from their bodies, and they were forced to wear little more than rags to cover themselves.

"What are you... vampires... of course, they wouldn't give up Romania..." Grayfia looked out the window, and stated when she saw the proud race being led towards the building that they would be forced to stay in.

Even from where they were, they could see that each Vampire was forced to have a necklace of garlic hanging from their necks, and the chains containing them were made from silver with crosses attached to them.

"Lancer decided on her own that the Vampires would be enslaved, and I agreed with her for now. I will be giving each Vampire the ability to earn back their freedom in some manner of speaking."

"Naruto!" Rias shouted as she turned around and saw Naruto standing outside of the cell.

"Slavery, isn't that... kind of barb-"

"Says the Devil that has a Peerage of slaves, and it wasn't my idea originally. But Lancer raised good points to me. Vampires are monsters that were born and live on Earth, so I can't exactly ignore them. So, I'm going to crush their pride... as of now no Vampire has a last name, and they possess no nobility. They will be sold to serve others for 100 years, and once that 100 years is over they will have their mentality tested." Naruto stated as he walked into the cell and looked out the window.

That kind of pissed him off, but at the same time he could understand why it was important to crush the pride of such a powerful species. They would become a threat otherwise, and while they had been beaten by Lancer, that meant nothing when they could just gather their numbers and start a rebellion hundreds of years down the road.

"They need human blood."

"They will get it, they will work for their food. Those who own those Vampires will be expected to buy blood from the government, Vampires will not be allowed to drink blood from a living human or else they will be executed for it." Naruto stated to Rias when she raised a valic concern. Any vampire that turns a human into a vampire, or any vampire that bites a human, will be killed without mercy and the vampire they created will also be killed. "It's inhuman, but there will be a day when vampires can smile and laugh with humans. They will one day earn their freedom, once they see humanity as their equals and not their inferiors. Lancer actually suggested to me that I take a Vampire as a slave for myself." Naruto stated to them.

Akeno glared at Naruto.

Sirzechs walked towards Naruto and extended his hand.

"I'm Sirzechs Lucifer, we've never met in person. A pleasure to meet you, since you're here, I take it that we are free to go."

Naruto did not touch his hand.

"No, all of you will stay here for the next 48 hours, and then you will be publically announced as devils. Following that, you will be observed for another 48 hours. After that is done, you will either be given an ID that says you can travel between the Underworld and Human Realm, or you will be banished from their realm under threat of death." Naruto gave them the startling and overall unpleasant news.

Akeno spoke up.

"Rias is your King and Sirzechs rules all Devils, you can't-"

"I am the King of the Human Realm, so I am nobility as well. You see, it doesn't matter what my rank as devil is, when considering that I rule this world. Or, are you saying that me being a human noble means nothing to Devils... that your species considers themselves so much above humanity that they can ignore human ranks." Naruto questioned Sirzechs with a smile on his face, ignoring Akeno's angry face.

Sirzechs frowned.

"No... I can't ignore your rank, and it would be extremely inappropriate for our society to keep you as a Low-Ranking Devil when you are a King. It would cause incidents if we claimed to have command over you... and I feel like this is a hostage situation as well."

"... It is."

"Either I become a High-Ranking Devil and get my independence from Rias, or ALL of you will be banished from the human realm forever. You see, now that I am King, I'm not allowed to call themselves my master. Of course, I will still help Rias in her Rating Games in the future so long as she never tries to command me or use any authority over me." Naruto stated as he gave a gentle bow to Rias. It was somewhat mocking though, but she could only sigh.

Sirzechs was placed in a difficult spot.

"... I can't refuse without causing war."

"You can refuse without causing war actually, but considering all I'm asking for is my own freedom, and devils will no longer need to hide their nature to the public... I believe both sides benefit." Naruto stated as he extended his hand to Sirzechs.

The offered hand showed just how Naruto was lording his position over Sirzechs.

Sirzechs took the hand.

"... I promote you to High-class Devil." Sirzechs had never before met somebody that he could say was more like a devil than an actual devil. Eyes filled with so much kindness like Naruto's, were also seemingly able to command such authority with each look he gave. Naruto was making deals with people where both sides might gain something, but Naruto gained so much more than the other party.

"Very well, all of you will be very well treated for the next 2 days, don't worry. Also, since Asia and Issei are in this country legally... actually, Akeno you were already a citizen of Japan before it became Area 1... you can leave the cell." Naruto opened the cell door for Akeno. He had no issues with her.

Unlike the others, she was genuinely a citizen, so he would not hold her accountable for illegally entering the country.

He didn't care if she hated him or not.

He would not hold her to an unfair standard.
