"Wait a minute" Saurial said, having looked over the full law. "This specifically states that I can't create or destroy matter or energy without a permit. But I don't do that."
"You are regularly observed doing just that!" the officer who had served the papers yelled.
"No, " Saurial corrected. "I pull energy from outside of the observable multiverse and convert it into matter, and send it back outside the observable multiverse when I am done with it. That is not creating or destroying it!"
"But..." the officer stammered, only to be interrupted by Armsmaster.
"Can you prove the energy comes from a defined location?"
"Well, I could open a direct window," Saurial said. "But I am not sure that is safe. You humans have such trouble with the most basic of higher dimensions and all."
"Please demonstrate anyway," Armsmaster replied.
Two weeks later Armsmaster's headache was finally receding. The officer had yet to recover from the initial glimpse, and for some reason tinkers and thinkers from all over the planet were trying to get to Brockton Bay to try and figure out where the window had opened to. The PRT couldn't figure out how they knew to come, though, as the incident hadn't even been officially recorded and from what they could tell most of the thinkers in particular had started moving within minutes.
(Because an unknown, undocumented, but provable source of seemingly limitless energy would probably be a very big draw for shards, regardless
