Reviews:
edboy4926: Yeah, I guess. Joining the PRT does make sense in both the short term and long term. I'll be getting to the Worm characters' reactions in the next chapter.
thehorsemanofpestilence: Thank you for pointing that out. I think I was misreading her page on the Wiki. Fixed.
Guest: Thank you for the incredibly long and detailed essays on the My Hero Academia universe. I read through all of them in their entirety, just so you're aware, and the information could be quite useful! Though I did notice that you essentially repeated several points a number of times using different words.
Potato: Makes sense. My original idea as for why was because Taylor had a thinker rating. I originally thought it was just because she was smart. However after looking into it more I realized it was due to her powers.
Guest#2: The guest who wrote the "Corrupt and/or incompetent authorities who screwed it all up" text. Uh... I'm not gonna PRETEND I understand even a third of what you wrote. It seems fairly incomprehensible and certain lines seemed to be repeated multiple times as if they had been copy and pasted. That being said, I liked the part at the end where whoever it was came up with the idea of cleaning up the boat grave yard to bring work back into the city. So I might actually use that!
Everyone spent about four and a half hours reading up on the PRT, Protectorate, the Wards, the Slaughterhouse Nine, and of course the Endbringers. None of them were particularly happy after reading up on the Slaughterhouse Nine or the Endbringers.
"Hm… I can see why All for One said this world was too dangerous for his liking." All Might said in a deadly serious tone as he set the tablet down on the table.
"Yeah… These Endbringer things are no joke. If they appeared in our world, I think we might have fared a bit better considering the fact we have way more people with quirks. But we would still be in really bad shape because I'm pretty sure we don't have anything that could even remotely stop them. Especially this 'Simurgh' thing." Mirko commented.
Midnight set her own tablet down and said, "All Might, I know what you're thinking and no. The Endbringers aside, you absolutely can not try to go after this Slaughterhouse Nine group. I have to agree with the Director in that if Bonesaw got hold of you and learned how to replicate your quirk, it would be absolutely disastrous."
"We can't just let them continue to rampage around and murder innocent civilians!" All Might growled.
Tiger huffed in frustration. "I agree with you, All Might, but there's nothing we can do. At least, not without a lot of planning and preparation beforehand. Between the Siberian and Crawler even you would be in very serious danger even if you were going in with the intent to fulfill those kill orders. And as much as I hate to say it, if you or any of us got captured or killed by them and used in Bonesaws' experiments, they would kill far more innocent civilians than they would if we just avoided them entirely. It's not worth the risk, not right now. Maybe if Eraserhead was here with us we might have enough of an advantage to try it, and that's a hard maybe. But since he's not… we just can't afford to risk it."
All Might said nothing in response to this but even in his currently transformed state he was scowling rather than smiling and everyone noticed this. His intense frustration and anger with the situation was palpable. If he was holding a steel beam in his hands, he would have crushed it like a tin can from how tightly his fists were clenched.
"I'm not giving up on the idea of stopping the Nine so easily. I will find a way to put at least most of them down for good, and if I need help from All Might to do it, so be it. Regardless, even if we can't do anything about the Endbringers or Slaughterhouse Nine, there are still S ranked threats that we might be able to do something about, assuming we're willing to follow through on the kill orders. Or at least some of the A rank threats that could potentially be S rank. The Three Blasphemies, Machine Army, and Sleeper are too much for us. Ash Beast and maybe Nilbog we could probably deal with but I'm not eager to try anything around a biotinker like Nilbog. Especially one who can make beings that replicate themselves when lit on fire or survive being blown up by a nuke." Endeavor stated.
"I don't enjoy killing, but some of these things can not be allowed to continue. You would be better suited for Ash Beast, Endeavor. Being the only one of us who can withstand fire. As for Nilbog… Hm… I would have to coordinate with the Protectorate in regards to that as I would not want to risk provoking him into attacking unless I was absolutely certain we could kill him. I won't be rushing into the nightmare that is Ellisburg half cocked." All Might said in a deadly serious tone
"Just so you're all aware, I do have an idea for at least one of the Endbringers." Gang Orca stated.
"Which one? Simurgh?" Ragdoll inquired.
"Unfortunately, no. I think All Might should stay as far away from Simurgh as physically possible considering it can telepathically brainwash people and the thought of All Might being brainwashed is absolutely terrifying to me. I'm talking about Behemoth. You know how it has a kill aura, so melee heroes like All Might can't get close enough to it to use their powers effectively? Well, what if we gave All Might projectiles to throw at him? Specifically, I'm thinking of spheres the size of bowling balls or larger made of solid tungsten, one of the heaviest metals on the periodic table, and the hardest metal in the world with the highest melting point. With All Might's strength, I'm sure he could hit Behemoth pretty hard using something like that. And it would be moving so fast that Behemoth wouldn't have the time to melt it before it could hit him." Gang Orca explained.
All Might raised a hand to his chin in thought. "Hm… Not a bad idea. I've never thought of using my quirk like that on a regular or even semi regular basis before considering it could put people in danger or cause excessive collateral damage if I missed, but it would be an excellent idea for dealing with Behemoth in particular. I'll have to practice my aim with throwing things a bit before I'm confident enough to do that, however. Granted, sincerely I doubt anyone could miss a target that large but still I would rather not risk it."
"Moving on from this rather depressing topic of world ending monsters and villains who are too dangerous to fight… I don't know about the rest of you but from what I've read I think we should join the Protectorate." Edgeshot stated.
"I agree with that assessment. That being said, even if the rest of you go on to form an independent organization I personally will be joining the Protectorate. And no, I don't expect any of you to follow me if you don't want to. I'm going to do it because I'm too old for this crime fighting business. My skills would be better used teaching the younger generations. Heck, I'm probably too old for that too. I should just be retired. But, I need some source of income in this world since I no longer have access to my old retirement fund." Gran Torino explained.
"If that's what you want to do, none of us will try to stop you but let me just suggest a counter idea. We could make our own independent organization, like New Wave, but some of us could offer to train the Wards on the side every so often. I'm sure we could work out a fair deal with the Protectorate in regards to that. After all, some of us were teachers at U.A. back in our world. We know how to train young heroes. And no, considering your age we wouldn't make you participate in any of the crime fighting." Ectoplasm suggested.
Gran Torino raised a hand to his chin in thought for a moment. "Hm… I see where you're coming from but it seems easier if I just join the Protectorate themselves since training the Wards will be pretty much the only thing I'll be doing. Might as well just cut out the middleman in my case. And those benefits do seem really nice for someone my age."
"I don't see why we should make our own group. Why not just try to join New Wave?" Mt. Lady inquired.
Ragdoll shook her head. "I read up on them and they're a family group. None of us are part of either family so I doubt we would be allowed in. Besides which, they are against having secret identities. While that has worked out for them, given the extra hazards of this world I think it would be a lot smarter to have secret identities just in case some villain decides to violate the so-called 'unwritten rules' and attack any of us in our civilian identities. Or anyone we come to know or care about here in this world, which I'm sure is inevitable for at least some of us. That being said, if we joined the Protectorate we would have some level of protection in that regard. So, honestly the Protectorate has my vote."
"A fair point. I would agree with that. I wouldn't put it past someone like Jack Slash to attack us or those we care about regardless of these so-called 'rules'. Better to be safe than sorry. Though, that being said, some of us are incapable of having secret identities due to our mutations, like my ears. Anyway, I support the idea of forming our own organization. It shouldn't be too far outside of what being a Pro-Hero was like back in our world. Brand deals, interviews, toy-lines, etcetera. My only problem with it is that I would prefer to work by myself like I did back in our world. If we did form this organization rather than joining the Protectorate, would I be allowed to have some level of independence to patrol by myself?" Mirko inquired.
Kamui Woods nodded. "Yeah, if we do that then patrolling on your own should be fine. Though regardless of what we choose, we should all get phones and have each other's numbers so we can get in quick contact with each other in case of emergencies. This isn't like our world where there can be multiple heroes covering every district of the city at once, so if we get in trouble we know that backup is likely a short distance away. So being able to call each other for back up in emergencies like if we have to fight particularly powerful villains or multiple of them at once is going to be very important. That being said, while you would be allowed to patrol however you want, if we go independent I would strongly recommend that everyone who is willing to patrol with a buddy whenever possible. Just to mitigate the danger. Also, just something to keep in mind, we're going to have to invest in bulletproof body armor because some of us aren't fast enough to dodge bullets and since we're in America the villains have a lot more access to guns than they did back in Japan. The Protectorate may be able to provide us with that armor if we join them."
"It seems like most of us agree that it would be best to join the Protectorate. So just to be sure, let's all put it to a vote. All in favor of joining the protectorate raise a hand." Ectoplasm said.
Pretty much everyone except for Mirko, Hawks, Ectoplasm, and Endeavor raised their hands.
Hawks looked around at everyone whose hands were raised. "Seems pretty unanimous. Looks like that's settled then. Shame, I was looking forward to making our own private hero organization. Well, even if I was looking forward to a private organization I agree that we have to stick together as much as reasonably possible. But hey, even if things don't exactly work out while we're with the PRT we could always break away from them and form our own organization later. Might need to rebrand or something depending on their policies, but hey. That's pretty minor all things considered. So we have a plan A and a plan B if we really need to fall back on it."
Mirko huffed in annoyance. "Great… This means I'm probably going to have to patrol with other heroes and probably the Wards too… Hopefully they can at least keep up with me."
"I'm not entirely sure I trust the Protectorate, but if that's what we have agreed upon then I will follow the rest of your lead." Ectoplasm stated.
"Hm… I don't exactly appreciate some of the Protectorate's rules for their heroes. If we went independent we would have quite a bit more freedom. Are all of you sure about this?" Endeavor inquired.
"Indeed. I have to agree that it's by far the wisest option. Especially in our current situation. Think about it, Endeavor. We have no money, we're all homeless, we don't have any reputation in this world thus we can't earn money from sponsorships and the like within a reasonable timeframe. Even if the Protectorate was willing to give us enough of a sponsorship for us all to survive at least until we were able to get on our feet, it would still be a pretty tight situation for all of us for quite awhile. Joining the Protectorate is by far our best option in the short term. And in the long term, they are technically the most legal option and the closest thing to the World Heroes Association that exists. At least here in America. It's the option that will give us the least amount of trouble in general and it does come with quite a few benefits." All Might stated.
"Alright… I guess I see your point." Endeavor relented.
"Er… I have a question, if that's okay. Am I going to be joining the Wards and doing hero work with all of you, or will I have to stay in training for a few years like I did back in our world?" Izuku inquired.
"Now I think I can speak for everyone here when I say, that entirely depends. I saw your quirk break your bones during the Sports Festival and I'm sure everyone else here did too. Have you managed to gain any sort of control over that to limit how much it damages you?" Endeavor inquired, looking at Izuku disapprovingly.
"He has. I can vouch for him in that regard. I taught him how to control his power during the internships. He was focusing all of his power into singular parts of his body and unleashing it all at once with frankly disastrous results. He's learned how to lower the amount of power he uses and how to spread that lower amount of power out over his entire body. Granted, he still can't use his full power without hurting himself but he can use enough of it safely to actually be useful in a fight." Gran Torino stated.
"While that is already a drastic improvement from the Sports Festival, I would prefer if he could use all of his power safely before we let him participate in any actual hero work." Best Jeanist said, crossing his arms in front of him. "That being said, if he really can control his power at least to that extent then maybe we could work with the PRT or Protectorate to set up a test similar to the test to receive a provisional hero license. If he could pass a test like that, then I might be a bit more open to the idea of him participating in minor hero work."
"Hm… There have been some advancements in VR technology recently and I have studied how all of it works a bit in my free time. Maybe I could set up a virtual simulation or something? It wouldn't be as good as the official test back in our world but maybe it would be sufficient." Power Loader suggested.
"I read up on the different power classification this world uses. If you could work alongside a Tinker in the Protectorate then I'm sure you could come up with something quite a bit better than you might think. And it's not like it's something that could only benefit us. I'm sure the Protectorate and more specifically the Wards would have quite a bit of use for a simulation like that. So it would be mutually beneficial if you did work with the PRT on that." Ryukyu commented.
"Sounds like a decent idea. Speaking of powers and power classifications, I'm curious about something. Since our quirks work differently to people's powers in this world, do you think it's possible we might trigger and gain new powers at some point while we're here?" Power Loader inquired.
"Hm… It certainly seems plausible… And given that we will be doing hero work, we might just be put into situations stressful or distressing enough to cause a trigger event based on what I read. I'm half surprised that none of us triggered the moment we appeared in this world, but then again most of us were unconscious when it happened. Still, I would recommend caution. We all already have quirks, none of us want to undergo a trigger event considering how traumatic an experience is typically required." All Might said.
"If what's already happened to us isn't enough for any of us to trigger, then I have to agree. I don't want to see what it would really take. Though… I have a bad feeling that it's going to be inevitable that at least a few of us will… We should try to work out a sort of support group between ourselves in preparation for that inevitability." Ryukyu suggested.
"Not a bad idea. I'm sure the Protectorate probably offers therapy to any heroes who require it from particularly traumatic trigger events, but having an extra support system just between all of us just in case seems like a pretty good idea." Midnight agreed.
"Hopefully it won't be needed. But knowing how traumatic hero work could be back in our world, I wouldn't be surprised if we do. Especially when the Endbringers attack again." Ragdoll commented.
"Well, if that's all, I'll go inform them that we've come to a decision. I'll be back in a few seconds." All Might said, standing up. He then turned and walked out of the room.
Finding a member of the PRT he approached them and said in English, "Hello. Could you please inform the Director that we've come to a decision?"
"Oh, sure. Just wait with the others." The PRT agent told him.
All Might nodded before walking back into the room. "The director should be coming soon." He informed everyone before sitting back down.
Some of them continued to talk for a bit while they waited while others continued to read on their tablets. About five minutes or so passed before Director Pigot finally entered. Walking back across the room she sat down. The man with her was carrying two separate stacks of paper, before he sat down he walked behind All Might and handed him several papers from the top of one of the stacks along with a pen and said, "These are the forms you'll need to fill out to become Izuku's legal guardian in this world. He'll need to sign his name on some of them too. Armsmaster informed me you could speak English so I had the documents printed in English, that won't be a problem will it?"
All Might took the documents and the pen. "No problem at all! I can speak, read, and write English almost as fluently as I can Japanese. I spent quite a bit of time in America in my youth, you know!" All Might said cheerfully. "Does it matter if Izuku signs his name in Japanese or should it be in English?"
"English would be preferable just to stream-line things but if he isn't skilled enough in English writing it in Japanese should be fine." The man said before walking over and sitting down next to Director Pigot with the rest of his documents in hand.
"So. What have you decided?" Pigot inquired, cutting straight to the point.
"We have come to a general consensus that we will be joining the Protectorate. It's just more convenient for all of us given the circumstances." Best Jeanist responded. He then leaned forwards a bit and said, "That being said, back in our world I worked very closely with my Hero Agency's legal team, have a degree in law, and I can read English just fine. So I would like to look over and negotiate any and all contracts, legal agreements, and anything else that you plan on having us sign before we agree to anything. I understand that some terms may be non-negotiable on some of the forms you plan to have us fill out."
The process of negotiating the contracts took several more hours. By the end of it the man, who's name was apparently Thomas Calvert, seemed incredibly frustrated about something, though no one could figure out why he was so frustrated.
"Alright. Everything's in order. You'll all receive power testing tomorrow, so be ready for that. For now you'll all be staying at the Protectorate ENE Headquarters until we can find apartments for you all to stay in. You will all also be receiving a set of civilian clothes before you leave tonight and will receive new costumes, the designs of which can be as identical or as different from your current costumes as you want depending on the specifications you give us." Pigot explained.
"Mr. Midoriya, you'll be attending Arcadia High starting next week. You won't be able to walk there from the Protectorate Headquarters on foot so you will be provided with a means of transportation. However, as agreed upon with All Might, you won't be allowed to join the Wards until you can pass a test created via a collaboration of the former staff of your previous school, several members of the PRT including Dragon and Armsmaster, as well as an ambassador from the Youth Guard. This test is very likely to be used for any and all future and perhaps current Wards before they are allowed to go on patrol depending on how it turns out."
"Armsmaster is currently building universal translators for all of you save for All Might but since you are staying in America you should all start trying to learn to speak english. It will make things easier on all of you in the long run. Finally, in the coming days each of you will be interviewed about your world and how it differs from ours. Expect a lot of questions and even more questions depending on what we learn. That's all for tonight. Wait here and civilian clothes will be brought to you. Since most of your costumes are in various states of disrepair at the moment, you can use the bathrooms here to change before your transports take you to the Protectorate Headquarters."
With that said, Pigot stood up and left without saying anything else. Calvert followed along after her after getting all the signed documents stacked and sorted out.
"I hate her already." Mirko stated as soon as Pigot and Calvert were both gone.
"Yeah, well I don't think she holds any of us in very high regard either. That's gonna make it hard to work with her, unfortunately. Oh well. She isn't quite as bad as some Pro Heroes I've had to work with in the past." Gang Orca sighed.
A few minutes later some members of the PRT came in carrying a few boxes of clothes. All of them looked pretty much the same and were very basic looking but each box contained different sizes of shirts and pants, and even standard PRT boots of a few different sizes. Everyone searched through the boxes one after the other to find clothes that at least remotely fit them. And when they were finished they each went to the bathroom to change their clothes. Izuku was particularly happy to be able to change out of his current attire, as he felt his current clothes didn't suit him.
After they were all finished changing, they all got onto the PRT transports which took them to the Protectorate ENE Headquarters.
The next day all of them were led to a cafeteria for breakfast before being led to different locations for power testing. Some, such as All Might and Mt. Lady were taken off site entirely for their power testing.
(All Might)
All Might was in his base form when he stepped off the helicopter onto the hot desert sand. Looking around he saw they were in the middle of a barren wasteland with nothing anywhere nearby for presumably miles around.
"Okay, All Might. Please display your changer abilities." The PRT agent overseeing his power evaluation requested over the loud noise of the helicopter blades.
All Might changed into his heroic form and smiled at the PRT evaluator.
"Is that the extent of your changer abilities or can you change form any more than this?" The evaluator inquired, writing something down on a clipboard.
"That's the extent of it! Should I start displaying my quirk now?" All Might inquired.
"No. You said it's quite devastating over a large area and can potentially even affect weather patterns due to its sheer force. Please wait until my helicopter is a fair distance away. I'll tell you through this radio when we are far enough away. I'm trusting you not to accidentally kill me or the pilot, so please be careful where you aim." The evaluator said before climbing back into the helicopter. All Might was blasted with air as the helicopter blades spun back up and it took off.
A few minutes later when the helicopter was a mile or two away, All Might's radio cracked to life and he heard the evaluator say, "We're far enough away and the satellites are focused on your position. You can begin displaying your powers now."
All Might grabbed the radio, pressed the button on it, and responded, "Alrighty then! I'll start with one of my super moves! Nebraska Smash! I will be rotating my arm to create a tornado! Normally I don't go all out with this move as I don't want to cause excessive collateral damage by allowing a fully formed tornado to blow through the city, but I will be going all out here! I've never actually done this before so I'm not sure how big the tornado will be! Starting now! Nebraska Smash!" All Might roared the name of the move before rotating his arm as fast as he possibly could. The resulting winds created a tornado spinning at several hundred miles per hour.
Dragon, who was watching from the satellites, watched the rocks and debris picked up and thrown around by the tornado and estimated its wind speeds 350 miles per hour, making it an EF6 which technically wasn't supposed to exist on the EF scale. When All Might stopped spinning his arms it almost immediately started slowing down to the speeds of an EF5 but even so the tornado lasted for a full five minutes before dissipating completely.
When the tornado was finished and the weather had returned to normal All Might raised the radio again and said, "Well, that tore up my clothes pretty bad due to the rocks and such that were flying around so I believe I may need some new ones. That being said, for my next display I will be conducting my most powerful move! I call it the United States of Smash! I will be doing this twice! The first one will be delivered towards the ground and should cause a significant crater. The second shall be towards the air. So observe! UNITED STATES OF SMASH!"
The impact caused an earthquake that could be felt in towns that were several miles away and it caused the ground to crack and throw up debris in a crater with a one mile radius or a two mile diameter. When the dust settled All Might ran and jumped out of the crater. Picking up the radio again he said, "That was larger than I expected in all honesty. I've never truly gone all out before in my prime. Are you alright?"
"We were barely far enough away from that and high enough in the sky to avoid being hit by the debris. Still, things got pretty turbulent there for a moment. So we're a bit shaken up but we're alive and the helicopter isn't about to crash… I'm receiving word that you've disappeared from view of the satellites. Where are you right now?" The evaluator inquired.
"At the northern edge of the crater! It took me approximately ten seconds to get here, give or take!" All Might responded.
There was radio silence for a moment. "It appears that Dragon has spotted you again. All right, you said you were going to do that twice. One towards the ground and one towards the air. We're ready for you to do it towards the air."
"Understood! UNITED STATES OF SMASH!" All Might roared as he punched the air in front of him as hard as he could. He had to brace himself with a fairly wide stance and punch at a slight upward angle in order to avoid being blown backwards by the force of this.
The force of the air cleared all of the clouds in front of him and caused quite a bit of damage to a mountain about a mile away. It did not destroy said mountain, but the top was now obscured by a massive cloud of dust.
"Pretty impressive, if I do say so myself! Though there is one last thing I would like to try that one of my colleagues recommended to me just yesterday! I will be picking up one of the boulders kicked up from me punching the ground and will be throwing it! Gang Orca suggested I use this on Behemoth since I can not get close enough to punch him, but instead of boulders I would be using balls of tungsten the size of bowling balls or larger! I don't exactly have a name for this one yet so bear with me." All Might said before grabbing a rock that was roughly the size of a beach ball.
He then wound up with both hands and threw the rock as hard as he possibly could. It broke apart in his hands and the pieces hit the mountain ahead of him like a massive shotgun causing five or six different craters on it that were all relatively small but still visible from where All Might was standing. There probably should have been more craters but several fragments likely missed the top of the mountain due to how far away it was.
"Uh… There was nothing behind that mountain, was there?" All Might asked in a worried tone after seeing what he did.
"Fortunately not for another mile or two. And that's really for Endbringers, huh?" The evaluator inquired.
"Yes, Behemoth specifically since I can't get close enough to hit him. Though in battle with him I would likely be throwing from much closer so as to not risk missing, thus the damage may well be more significant than what you see here… Actually, perhaps it won't since I likely won't throw quite as hard as I did here. And as I said, I would be using balls made of solid tungsten rather than normal rocks, just so Behemoth could not melt them, for whatever that may be worth. Also, I will need a place to practice my throwing technique so I can improve my aim! Can that be arranged? I can throw more lightly if necessary." All Might explained.
"On a regular basis? Uh… I'll have to talk to my superiors about it but I'll make sure someone gets back to you about that… Is there anything else you want to show us while you're down there?" The evaluator inquired.
"Well, I don't particularly have to show it as it would throw me off of your satellite imaging. However I can jump extremely far, extremely fast! Also, I can move in a sort of pseudo-flight by punching or even kicking the air hard enough to propel me! Though that can be quite exhausting and destructive depending how close I am to the ground so I typically avoid doing so. Other than that, I don't have much else I can do. My other super moves are just different variations of me punching things in different ways or spinning fast enough to throw things off of me!" All Might explained.
"Understood. Then we will be coming by to pick you up. Just hold on for a few minutes until we get there." The Evaluator told him.

(Izuku)
Izuku was taken to another relatively empty area, only this one seemed to be in a mountainous area rather than a desert.
"All right, you said you can only use up to twenty five percent of your power before you start to hurt yourself, correct?" The PRT evaluator inquired.
"Y-yes… Uh… I would rather not do that unless I have to." Midoriya said nervously.
"That's fine. We aren't going to force you to hurt yourself. The Youth Guard would be out for blood if we even so much as thought about it. So only do what you think you can without causing any serious damage to yourself. We want to see what you can actually reasonably do in a sustained fight, not just one off moves that leave you useless afterwards." The evaluator explained.
"Alright… How should I start?" Izuku inquired.
"Hm… You claim to have high tier strength and speed based powers, right? How about you start with a short run to that cliff wall over there? There are already cameras and sensors set up all over this area that will measure how fast you run." The evaluator told him.
Izuku nodded before sprinting as fast as he could without injuring himself to the cliff face the evaluator indicated, which was about half a mile away. He then immediately sprinted back. This only took him a few seconds.
"Alright. Now if you could go back to the cliff face and deliver as strong of a punch to it as you can without injuring yourself. Depending how strong you are, it may cause rocks to fall but you claim to be fast enough to dodge bullets so you should be fine. And if you're durable enough to cause enough damage to the cliff to result in falling rocks, I doubt that the rocks could actually hurt you anyway." The evaluator requested.
Izuku did so and punched the cliff face. This caused a decently sized crater and resulted in a large explosion of dust, debrie, and fairly large rocks. Izuku then proceeded to dodge said rocks and even smacked a few out of the air.
After the rocks stopped falling he jumped and made it halfway up the cliff before latching onto a large crack in the rocky surface. He wasn't entirely sure if he was supposed to do that but it seemed like something they may want to know he was capable of doing. After a few moments he dropped back down and returned to the evaluator.
"Alright. Very good. Is that it or is there anything else you can do?" The evaluator inquired, writing something on a clipboard.
"Uh… That's it, I think… How did I do?" Izuku inquired.
"Well you're more than powerful enough to join the Wards. Hell, there are some fully fledged capes who are weaker than you. That being said, once we return to base we're going to give you some weights and see just how much you can lift just to get a more accurate gauge of your strength. Other than that, we're pretty much done here."

(Endeavor)
Endeavor melted several steel targets that were lined up for him using Jet Burn, Hell Spider, and Hell Curtain one after the other. By the end of it he was sweating profusely and was panting from the exertion. "Water." He demanded, holding out a hand towards the evaluator who was currently holding a cup of ice water for him at his request.
The evaluator handed him the water which Endeavor proceeded to gulp down in an effort to cool his body back down.
"Definitely a high tier blaster. I would go so far as to say seven or maybe eight. Probably seven considering your overheating problem… Maybe one of the tinkers can make you a suit or something to help out with that? Eh, regardless… You claimed to also be immune to fire that you don't generate yourself, can fly, have limited super strength, enhanced durability, enhanced stamina, and enhanced reflexes, correct?" The evaluator asked as he wrote something down on his clipboard.
Endeavor finished off his water before wiping his mouth and saying, "I did."
"Well, I don't think using a flamethrower on you would be a good idea even if you are immune to fire, so we'll just take your word for that. So next let's test your physical capabilities. Then we can go outside and test your flight." The evaluator stated.

(Power Loader)
"So, digging fast. Is that all you can do?" The evaluator inquired as Power Loader climbed out of a large ditch he dug in the ground.
"Well, technically, I might have a Tinker classification at least by this world's standards." Power Loader said, dusting himself off.
"Explain, please." The evaluator requested.
"Well, you see, your world's technology is quite a bit less advanced than technology in my world. And I have a masters degree in engineering, and specialize in creating support items for Pro Heroes. So while anything I can build isn't technically Tinker tech, it's just highly advanced compared to this world's technology, it may as well be. I can make things on par with some of the tinker tech I've read about. Though, to be fair, a lot of it is beyond even the highest tech stuff in our world. At least that's public knowledge." Power Loader explained.
"I see. Then I'll have to set something up with Armsmaster and Dragon so they can test your technological capabilities. If it can be replicated by normal engineers then you probably won't be given a Tinker rating or maybe a Tinker zero rating at most but we might be able to get you set up with a workshop similar to a Tinker's." The evaluator stated.

(Mt. Lady)
Mt. Lady activated her quirk and grabbed the largest boat she could out of the boat graveyard, holding it up as easily as if it were a child's toy. She was currently wearing what was left of her still rather damaged costume so as to protect her identity from the people of Brockton Bay, some of whom were gathered around watching her. Playing off this, when she leaned down to pick up the boat, she did so in a provocative manner for the people who were currently taking pictures and recording her. "Hm… A bit heavier than I expected. It must either be partially filled up with water or it may have some junk still inside it." She said, casually examining it for a moment. Finally she set it back down in the water.
"Anything else?" She inquired, looking down at her evaluator.
"Yeah, could you run down the street here and back? It seems like you can move proportionally fast to your current size but we need to measure your speed just to make sure." The evaluator called up with a megaphone.
"You don't need the megaphone you know, I can hear you just fine." She said before turning and casually jogging down the street, making sure to be careful not to crush anyone or anything on her way. She then turned and jogged back before shrinking back down

My Notes: So, I skipped most of the Heroes evaluations so as to save a bit of time. I know some of you might not like that but seriously. There are SEVENTEEN of them. I would not be able to write seventeen power evaluations very easily without some of them seeming very similar to eachother, which I think would get boring to read pretty fast. Also, I didn't want to make the chapter too excessively long if I didn't have to.
Anyway, if any of you have any problems with the numbers I've listed for their power ratings let me know. I honestly had trouble with some of them since some of their powers don't exactly translate well to the Worm ranking system. Midnight, for example, unleashes a gas or pheromone or something that puts people to sleep. The closest thing to that I could think of was a Master ranking but even that doesn't seem quite right to me. Also, let me know if you think I made All Might in his prime too powerful. I can and will tone it back a bit if I have.
