Had Tony wanted to just leave Vincent in that apartment; no. Had he wanted to leave without pummeling the guy; not necessarily. But he had known that Loki needed help both physically and mentally. And Tony knew he couldn't just leave him alone while he dished out punishments. He couldn't leave Loki alone to think about how much he deserved what had happened. Especially when he knew that Loki didn't deserve any of what had just happened.
While stopped at a red light Tony quickly tapped on his phone. When he wasn't changing the radio station in a desperate attempt to make the situation better he was hacking what he could from his phone. Later when he wasn't with Loki he watched the feed on his screens in the lab. He made sure that Jarvis recorded everything. Jarvis had a full document keeping track of what had been done to Loki and a first hand account from what Tony had seen. A word document listing each bruise and new trauma point. Links to any camera footage which showed Vincent leading and dragging Loki back to the apartment with the pit stop to the monument to those lost in the attack. He also included the footage of Vincent leaving for work when Loki was chained up in the apartment. Lastly Tony had Jarvis include the current day footage they could find on Vincent.
It seemed that Vincent was just going about his day as if nothing had happened. He cleaned up the mess that had been left in his apartment by morning when he left to work on paperwork at his SHIELD issued desk. He walked at a normal pace. He interacted with those who interacted with him. The only possible giveaway for what had transpired was Vincent's bloodshot eyes and some bruising around his knuckles. Other than that he completed his paperwork; filled in the appropriate blanks, spellchecked, and blacked out what was necessary. He indulged in lunch from a nearby truck and went back to the papers after his break. Not a single complaint or untoward interaction.
Internally Vincent was seething at his missed opportunities. Sure, he was pleased that he got the chance to voice his anger. He had the time to show that monster the kind of treatment he deserved. But Vincent deserved more time. He and so many others had lost so much. They had to live with that pain while Loki got to move on.
Tony was seething at what Vincent had done but somehow he felt angrier at himself for letting it happen. So he got changed and left for Vincent's apartment once he had checked that Loki was still at Tea and Potions.
By the time Vincent was back home from work Tony was ready. Jarvis was remotely activated and had completely commandeered the wifi. Tony made sure that he had access to all the locks. Once Vincent entered he wouldn't be leaving unless Tony allowed it.
"Welcome back, Vincent. While you've been at work I've been thinking about how we left things." As Tony talked Vincent turned to the door which locked on its own. "Yeah, no. You and I are staying here for a few more minutes together." A few more clicks were heard but only Tony knew where exactly they were locking down.
"SHIELD had an agreement. Actually they still have an agreement with Loki. He gets asylum and in turn we get information. You're apparently a guy who doesn't like monsters well it turns out you went after the wrong person. There are bigger threats than one guy who was forced into doing what he did."
Vincent opened his mouth to argue but Tony just kept going.
"We're alone here and I'm sure I could take on scum like you without too much trouble but I have a date later and I'd prefer not to show up with a black eye. All you need to know is that Loki is protected both by SHIELD and by me. He had his reasons. You had yours. We could say it's even. If it were up to him he'd probably say he deserved it. No. I actually know that's what he'd say. But the thing is, he didn't deserve being dragged around town only for you to open up old wounds."
Tony's phone vibrated which was his signal that this would soon be wrapping up.
"The last time we talked I said it would be a shame if your boss found out. Lucky if Fury doesn't find out." Tony stepped closer till he was standing right in front of Vincent. "But I realized that it isn't some cosmic secret. I sent him a lovely email which contained a document Jarvis helped me curate."
There was a knock on the door. Two sharp raps on the other side of the wood. Which were followed by the sound of fists hitting Vincent's jaw and stomach a few times.
Once he was semisatisfided Tony walked over and opened the door. As he did so he said, "I don't think you'll even have desk duty any more."
Fury walked in with his coat billowing. He seemed to fill up the room and Vincent knew that he was at least a little doomed. That was confirmed when other agents streamed into his living room.
"I can't believe you're working with him!" Vincent spluttered before handcuffs were placed around his wrists. His voice seemed to go up an octave once they were on, "He killed-"
Fury cut him off, "Every Avenger has killed. Loki is now an asset which has provided information which in turn will help us kill and or maim the next threat. Unfortunately for you it seems that you are the next threat. A minor one but you could still set us up to be fucked over.
As Vincent was led out of his apartment Tony said, "We are sorry for your loss." Fury finished the sentiment with, "Your mother knew what could happen when she signed up for this job, same as you." The halls were empty as Vincent was taken out of his apartment building. He was led into a nondescript black van. Which he knew would take him to an equally nondescript black site. If he was lucky from the look of things he would be let back out in a few years. But he would be released without a job, resources, and quite possibly a few more bruises than he currently had.
