Expectations of peace soar to their greatest heights with the formation of the Earth Sphere United Nations. The year is After Colony 225. Grudges however are far more powerful than what many realize. Former members of the Romefeller Foundation have taken to the stars to act against the ESUN's pacifism policies. The horrors of war have revisited the Earth for a new generation of humanity in the form of the vengeful Falson Coalition. 11 years have passed since the conflict began. Episode 18: Earth's Desperation
Brussels, Earth Sphere Capital Building
While the fighting forces on both sides were doing everything possible to prepare for another invasion of Berlin from their enemies the political branches of the Earth Sphere United Nations were once again in session. The two opposing sides were gathered into the single Parliamentary building with President Franz Kecker, the Vice President, and the key advisors preparing to hear out what arguments could be given to the state of the war today. Within his main office of the Capital Building Franz looked over the documents and bills that led up to the planned assembly for today.
Franz heard a ring from his personal computer when he recognized he signal arriving from Berlin. He pressed a series of buttons on his nearest panel before he saw a holographic image of Klaus Ulbricht standing before him.
Franz greeted the General, "You have a status to report General?"
The holographic projection of Klaus nodded when it answered, "The men are prepared for the defense. Our forces will now be to their most optimal fighting strength. They are now all prepared for what attacks the Coalition may bring very soon."
"Even with the threat of the Testudo cannon looming above the city?"
"They are determined to see that the weapon is not given an opportunity to fire. The face of death may loom down on us all, but we are prepared to endure its wrath so that we may respond in kind."
Franz hung his head in respect for the dedication Klaus displayed when he observed, "As is the duty of any soldier. I initially was concerned that this was not to be found in men or women of today."
The hologram of Klaus discerned the respect his President had for him when he simply offered, "It takes far longer than the brief period of peace we had to fully eradicate the influence of conflict. Unfortunately, I can offer little else than the intention to see the city of Berlin defended."
"I fully recognize your dedication to the cause General. Men such as yourself are among the few who are capable of recognizing the value you have in solidifying our United Earth. The choices that men of your caliber are faced with are a mere approximation of what I must face."
"Do not belittle your importance Mr. President. The fact that you have been capable of seeing the real horrors of conflict among us all is why you were seen as our greatest hope in facing the Coalition's ambition. You revealed yourself that that with the freedom of the colonies so long ago that we would soon face their matured greed to take Earth for themselves. It is now our duty to the people that we see they are given the chance to see our united strength become the voice of all humanity."
Franz lifted his gaze back to Klaus when he promised, "I honor your praise General. Hold the lines in Berlin if only for a period longer. I can confirm that our efforts will not be for nothing."
Klaus gave a final salute when he agreed, "I shall see to it myself Mr. President." With the promise, the hologram of Klaus faded to return the main room of the president back to a state of emptiness. With only a few seconds left to prepare for his meeting Franz stood up as he scooped several papers into a pile to carry.
His main door opened with Barra offering, "Mr. President. The parliament has begun to form within the House. The assembly will be held on schedule then?"
Franz nodded when he walked to the entrance answering, "Yes Devine. We shall see what the will of the parliament will call for."
Barra continued to walk alongside the President when he asked, "Most likely the House Minority Leader will press for another desire to being talks with the Coalition. Do you wish for Mr. Hunter to be informed of any responses he shall be expected to utilize?"
"No. For now, his responses must be genuine. This day will reveal his conviction to see that he is dedicated to his position. "
"So you still feel that he has some respect for the Minority Leader to where he will hear her motion. I imagine that the First Priority party would have selected their most dedicated to the House."
"Madame Yuy is as experienced if not more so than Mr. Hunter. Her influence and leniency have been evident ever since his selection. It does not offer any favors that with the Coalition prepared to claim the capital that there is concern of the current state of our government. All we can hope for now is that should the motion to continue the talks be established that we may have real results this time."
Barra saw sincerity in Franz's words when he considered what he alluded to. "Nathaniel Falson is not his mother. I am certain that he would act out of logic for what would be best for his people as opposed to simply seeking vengeance. He may very well be willing to hear the possibility of a peaceful arrangement that could be agreed upon."
"He is a different man from the ones who raised him. It will be a penultimate choice to see him arrive on."
Barra paused before thinking out his next question when he tried not to overstep his position. "I find it fortunate you agree Mr. President. You seem to speak of him as though you have known him personally."
"Many years ago. Before his mother called for the formation of the Coalition. When his father offered protest to what was happening here on Earth, I was permitted a chance to meet with him and show him the fine details of politics. Indeed, if I am fortunate then I shall be allowed to speak with him as one leader to another and see that we accomplish good things for the people."
"A very fascinating angle on a rather obscure history Mr. President."
"And one that the public should not be permitted to learn. Not now. Not when conflict hazes their judgment too much to understand."
"Everything spoken between us is purely confidential. For right now it would be in your best interest to use the planned concession for talks as a way that will not be used against you. After all you cannot allow a moment of perceived weakness against you in the future campaign."
"Indeed, I do now have an assembly to attend. Check to see if Vice President Severi Leminen is ready to see the House assembled."
Barra turned from the President as he made his way for his personal office to agree, "I shall see to it that he is ready Mr. President. I shall attend the meeting in only a few minutes."
Franz nodded when he agreed, "Very good. I shall only require security oversight for today."
Entering his office Barra found his personal phone system untouched before he began with the first task he was entrusted with. "This is a secure call to Vice President Leminen. Requesting a secure link."
The voice of Severi on the other line greeted, "Secretary Devine. You wish to inform me of something?"
"Yes sir. The assembly is soon to begin. The President has requested that you allow the Majority Leader to speak his own mind on the matter of the speech today. As per your attendance it is most likely that he will require that you are the one to observe the debating House Leaders."
"Is that all then? I shall see to it that his request are met. I suppose that I shall have to inquire him myself to discover what it is that he wants to see be gained today. Until later Secretary."
"Yes sir." With the final words exchanged Barra shut his connection with the Vice President before punching a phone number while checking to see his room wasn't about to be intruded on. He saw no signals outside his door on his computer before he began his next call. "Voice recognition. Private line privileges permitted."
His computer responded in showing a blank screen before only a blue sound wavelength appeared on his screen. Entering a phone number on a separate pad he heard the voice of Agent Zelma answer, "Speaking."
Barra stood in front of the screen when he responded, "Our line is secure. I am now permitted only a brief period where I might inform the recent progress of the infiltration. The assembly is about to begin. I have still been unable to decipher any of the President's personal files. His intentions are currently still eluding us."
"That is unfortunate. I have been successful in my current work. I have deciphered the programs that were meant to be transmitted."
"That is a fortunate development on our part. I have been able to determine that this program may in fact be broadcast to Luna if it is brought back in the hands of the Earth Sphere."
"As of right now it may be in our best interest that we see this program returned to them."
Barra arched an eyebrow when he asked, "You feel that is in your best judgement?"
"We only have an intention to see that certain elements of the Earth Sphere are eradicated so that a United Earth can continue to be a possibility. If we have hopes of discovering who among them must be removed, we cannot allow the Coalition to enact its current plan."
"Officially you never were aligned with the Coalition after all. This plan may unfortunately result in further casualties however."
"It is regrettable. Unfortunately, there are no other alternatives to be laid out before us. Not ones that the current Administration or House will consider giving an ear to."
"I suppose that the choice is yours to make. I shall present you with the opportunity to drop off quietly. Make it swift."
"Thank you Devine." With the final words, the wavelength disappeared leaving the computer screen completely blank while Barra completely shut down his computer.
Barra parted from his desk when he told himself, "I shall have to see if all of this was for something."
Evangeline de Lombard was not the House Leader of the First Priority Party but gave a commanding presence when she chose to walk ahead of her superior. With the majority party prepared to gather for the assembly she was one of the first to make her way to the entrance of the House Chamber. Before she could enter, she was met with one of the bodyguards. "Madame de Lombard. We have received a message from a classified signal."
Evangeline simply nodded when she accepted, "If it will not delay me any further from the assembly then I shall see it addressed." She turned to one of fellow representatives when she told him, "I will be delayed momentarily. I have important matters that have come up."
The representative asked, "You will not be late for the assembly Madame?"
Evangeline turned from him when she answered, "I have no intention of the thought." She walked away from the gathering of representatives before one of the guards followed her.
The guard handed Evangeline a tablet before explaining, "You may access the signal on here Representative."
Evangeline walked away from the gathered crowd making their way into the House Chamber as she looked down on the tablet she was offered. She switched it on before she saw the signal activate. "Things are progressing well for you Representative?"
On the screen Evangeline saw one of the few men she ever allowed herself to be humbled seeing. "Alphonse. You are still fine." The Earth Sphere General Alphonse de Lombard stood with the city of Le Havre to his right while a few tents were hastily set up by soldiers in the background near the shore.
"Of course. I have not encountered many major forces from the Coalition. I am still only serving my place here to prevent the Coalition from making successful descents. It will only be for a short while before I must return to my stationed post where General Carmine requires my assistance."
Evangeline regained her composure when she heard Alphonse give his reason before she told him, "Regardless I am more relieved and dedicated every time that I have an opportunity to hear from you again. We are about to begin talks on the possibility opening talks with the Coalition. It only makes me angered to see the House does not consider your sacrifices as anything of the highest value."
"They all do. Our military force was built with the intention of seeing the unity they have strived for the become a reality. There are simply some who do not want to see bloodshed determine the one who is left to make such judgements of humanity's direction."
"Please do not consider you beliefs as being so trivial. I recognize everything that you fight for. You stood tall in the face of the past eleven years when it appeared the Coalition would be successful. I am here to honor every sacrifice you must make and see that your struggle is made all the more possible. I do not say this as a politician seeking support from the people. I say this as someone who believes these wars will determine the very base of everything we sought to make possible."
"And I know that your reasoning is more passionate than that."
Evangeline found herself caught off-guard before answering, "I... Yes. I say it as your wife. I want you to return to my side above everything else."
"I know. There are many who would feel the same as you. There are many who wish now that they had the luxury of calling to their loved ones. You must recognize that there are many who will continue their contributions to these wars in their own way they see fit."
"Have these conflicts drained every ounce of feeling or thought you had in regards to our leaders? Do you not see that there are those among us who do not give a second thought? What is worse is that my own party wants to see the discussions begin with the Coalition."
"I am a soldier. I am tasked with following the will of the people. Very soon we are about to begin our bombardment of the Coalition drops. I want you to be properly warned of what may come to pass if this defense results in only potential damage to our ground forces or anywhere near the capital building. I am already concerned that the Coalition has begun to continue making its way near us, but I want to see you maintain the conviction that you have now. This war has not yet ended. Together we will make the greatest changes in the current history of the Earth Sphere."
Evangeline was moved by her husband's words before requesting, "Those are the manner of words I should maintain in order to rally support among my people. I trust you however to deliver such a promise Alphonse. Please return to me alive and with a victory to herald."
"Your hopes will not be met with disappointment. Stay strong." With Alphonse's final words the tablet screen left the video chat application. She walked up to the guard who handed her the tablet before returning it as she walked towards the entrance for the chamber.
"You are still well Madame Representative?" Evangeline saw Malcolm waiting for her as he waited for the remainder of the representatives to enter.
She kept a stern face when she answered, "I apologize Mr. Hunter. I had personal business to attend to."
Malcolm nodded when he offered, "I shall respect your privacy Madame. I do hope that it will not be serious enough to deter your speech today."
"I promise that I will not squander the honor I have been given today sir."
Within the House Chamber the representatives found their way to their respective seats where they waited for Franz to begin the assembly. There was little peace between the opposing parties however as two of the prominent politicians of the Earth Sphere met one another. Evangeline stood in front of Relena when she offered, "Madame Yuy. It is quite pleasant to see you here before the assembly."
Relena didn't meet her with any scorn when she simply greeted, "Madame de Lombard. I would not hope to miss any call to assembly regardless of my circumstances. I am safe to assume that your husband is well off for right now?"
"More so than that... I do not wish to begin accusations. Your display on the floor today will be more than enough."
Zlata was next to Relena when she reminded, "The president is here to listen to everything the House has to say about our stance in this war Madame. He has even requested that Madame Yuy give her stance to be taken into consideration."
Evangeline was not brushed down from her accusations when she answered, "If only for one reason. To see that these meetings are allowed to meet for the intended time. The House has devoted every resource possible to see that your own vision of a United Earth is made possible. And I still see before me Madame, a woman who will see that same ambition be brought to crumble at her feet only for fearing even the slightest inclination of conflict. You Madame are far worse than a fantasist, you are a hypocrite."
Relena faced her opponent without a sense of fear before she answered, "Madame de Lombard. Even if you should lose faith in what the good of men and women can achieve, I will see that my errors are set right. I will ensure that it is accomplished in a way that does not call for the demise of my enemies or of what we have sought to achieve. I am grateful to your husband every day for being willing to lay his life on the line to end conflict the way he believes is right. I chose to believe that it is possible to see that even this conflict ending in our defeat will not bring about the dissolution of the foundations our United Earth has come to be built upon."
Zlata guided Relena away from the potential argument when she reminded them both, "For right now the decision of the House and the president will be the final deciding factor on how we shall cooperate Madams. I suggest that we do not keep them waiting."
As both parties were given the chance to discuss their final discussion topics Evangeline watched both Zlata and Relena talk between themselves. Beneath her however were several representatives who talked to the House Majority Leader. "I do not see how she is supposed to react well to what we must say now Malcolm. We may be fortunate enough to hear the Pacifism Party announce its intention to begin the talks if we have correctly anticipated their actions today. The scenario of agreeing to the talks however may place our party in the wrong light with the coming election."
Malcolm explained to him, "We avoid it by not being the ones to bring it up. Our forces in Berlin may yet be facing a breaking point even with the new mobile suits Lord Lindemann has provided us."
"At the same time we may have the chance to press back against the Coalition if we receive the additional funds and support that President Kecker has spoken of providing."
"It is fully possible. We also have an opportunity open talks with President Falson to see that we open the chance to prevent any further unnecessary destruction for either side. Our party was formed with the intention of maintaining our Earth in a united state. If there is anything that the Coalition can compromise to improve our situation for the better than we can at the very least have an opportunity to solidify our state as a union."
The Representative Elena Maggio reminded them, "Should the truce be possible you do know that the Coalition will use this time to their advantage as well."
Malcolm simply accepted the warning when he told her, "It will be better than continuing a struggle that will threaten to overtake us."
Elena was not entirely convinced when she warned, "This is a trying period. But as you put it, it would seem that you hope to avoid this situation in being used against us by allowing the Pacifist Party to enact the proposition it should most likely intend to bring forward."
Another one of the representatives was deep in consideration of the observation when he pointed, "This is the progress to be achieved through compromise. A legitimate effect brought by democracy."
Malcolm confirmed the observation when he told the representatives next to him, "We must now use this moment to our advantage. Ensure that everyone offers their arguments and be as lenient to the opposing party as possible."
The talks that were being held were mostly silenced when the President of the Earth Sphere United Nations stood in front of the assembly of representatives. The Vice President, Severi Leminen, served as the speaker today when he announced, "Today the House has been brought to an assembly for a discussion of the utmost deliberation. A Proposition from the two-thirds majority from the House of Representatives drafted by Minority Leader Relena Yuy. The President today requires the judgment of the House on this matter." Severi shifted a paper aside when he announced the first chance for the House to speak, "The House recognizes Representative Hiram Murrow speaking for the Pacifism Party. The Representative stood with several supporters to being their case to the Parliament."
Hiram began with his speech, "Mr. President, we do recognize this as being something only we as a party are obligated to repeat. However, for the past three years we are now beginning to see the effects that this war is placing on our civilian population. As we continue to struggle maintaining what territories have not fallen to the Coalition, we are pouring more natural resources into the war machine and forced to derive fighting strength from local economies. If we cannot find further means of encouraging our people to support our war effort, we may begin to deteriorate from the inside the more we continue to push against the Coalition. I am sorry to say Mr. President that if we continue this war it will mean more loss of life as well as harder presses from our enemies. This is no longer a matter of lives lost Mr. President, but now every bit as much a practical one." Hiram and his supporters sat down when he was finished speaking.
The Vice President announced, "We shall now hear from the opposing Party on the motion. Representative Elena Maggio shall now bring her case."
Elena stood by herself speaking, "I am sorry to announce Mr. President that the Pacifist Party is now gaining an argument for its case. We are soon to face a difficult future for our people as the Coalition has continued to make major advances into our home territories. It is news such as this that has our people looking toward the stars for both safety and economic opportunity. This form of dissent not only moves potential war resources from crucial battles, but also places them in danger of the Coalition's influence. We may soon see both new allegiances and factions formed from this exodus. This may be an inevitable outcome regardless of what outcome this war may have, but at the very least we can prevent further losses if we consider hearing out the conditions of President Falson for negotiations. Understand I have nothing but support for soldiers maintaining our security, but their service may be in vain if we are not left standing to honor their service."
Once the two sides brought their argument the Vice President announced, "There is now an official argument with the Executive Office that the state of the war is wearing down on the civilian's resolve. We must hear from our opposition on the current thoughts of opening talks with the Coalition." He had his rise to the call when another member of the First Priority party signaled for a turn to speak with the Vice President welcoming, "The House recognizes Representative Evangeline de Lombard speaking for the First Priority Party."
Evangeline stood and spoke, "With all due respect to those of us who wish to open talks with the Falson leadership, the time for talks has passed ever since the update to our main military forces. The Coalition has effectively turned us into what they feared we would become. And if we were to maintain the entity of a unified Earth Sphere, we cannot have the colonies bringing their old system to our planet. If we are to still continue seeing this Earth remain united, we must provide every effort we can afford to maintaining the defenses. We can only hope to see the Coalition hear reason once they are forced to. The time for talks with the Falson leadership is over. Our time of defeat however does not need to be now. With the proper dedication and effort, I believe our men can turn the tide of this war and adopt a new identity as a political force that cannot be questioned. If we are to be take only military action, we must begin the correct advances to reinvigorate our war effort. We cannot back down from the Coalition when we only now are within reach of a fighting chance. The time for peace has passed fellow Representatives. We must now place ourselves on a long road to endure the onslaught of the Falson leadership. We must stand by our values and our fighting forces now more than ever as it is our only option to a peaceful solution." Evangeline sat back in place to allow the next speaker to continue the dialogue.
The Vice President announced, "The House recognizes Representative Zlata Mumelj speaking for the Pacifism Party."
Upon her chance to speak Zlata spoke to her audience, "What is regrettable about Representative de Lombard's position is that we are unfortunately in this position. It is likely that we will not find an option in peaceful dialogue with the Coalition now that we have agreed to the President's defense policies. President Falson may have been willing to listen in a time we only had the old Leo models to defend ourselves. I must remind the House however of what the military goals of the Coalition are. Their goal is to eradicate all possible progress in military development on the Earth Sphere. The Coalition has placed us in a state where the only way to preserve our system is to enact the policies they feared we would come to pass. The past ten years we have forced ourselves to endure the Coalitions' planetary invasion gave them a chance to see that we did not have intentions of building a standing military. For all that we have achieved in the past month we may be too late in trying to preserve our identity in placing a decent fight against the Coalition. We are however currently too late in proving our innocence from the Coalition's fears. I am sorry to say that we may now be forced to fight to the last man standing if the Coalition's desire to destroy the Earth Sphere's structure, we will have no other choice. As Representative Murrow pointed out, this matter is a practical question of whether or not we can continue to fight the Coalition. However there is also the question of whether we have the option to cease the fighting as well. Now that we have established a standing military, we are unable to open talks with the Coalition now forcing us to continue the fighting. As much as I regret the situation we are now placed in, we have been forced to continue this war as it now appears to be our only option."
With both sides having given their stance on the issue the Vice President gave the announcement, "With both sides having established their position we now await a final word from both House Leaders on their stances. With both sides clearly divided on the issue of what must be done to handle the conflict, our best option is to hear out what both leaders have to offer." He gave this announcement and requested from the House, "The House will now hear from Minority Leader Relena Yuy on the issue."
Relena found herself forced to speak for her party once again. Having heard compelling arguments on both sides of what to do about their economy and the Coalitions' advance forced her to deeply consider what options she had to bring a compromise. She stood to attention and spoke to the House, "The state of this war along with its costs creates truly a grave period for our people as well as the fighting men and women on both sides. What I find to be the greatest tragedy however is what attitude towards the negotiation with the Coalition members of our Hose have adopted. If we abandon the option of talks completely, we shall truly be nothing but what they feared we would become. I recognize my case is one that echoes the thoughts of those who believe that talks with the Coalition are still possible and I do recognize what we have done to force ourselves to such a position that those of us might believe that warfare is now the only option. I shall however like to bring an option to the floor and it will require the cooperation of the Executive Branch."
She spoke to Franz directly and spoke, "Mr. President, we all should hope for a peaceful solution to any conflict. If, however talks are to be successful we shall require the cooperation of the ones who gave us the defense initiatives that made our new military possible. If I was not clear on my stance of how the talks must take place, it must be in dialogue between leaders and it can be nothing short of those terms. I have no desire to cast the current administration as war criminals, but if our leaders to not engage in talks we shall be portrayed as nothing short of this title. What decisions made will decide if our people will live as second-class citizens or as human beings. If we find some sort of common ground it may not be too late to at least save more lives from a greater devastation that is inevitable if we should continue this course. I ask you now Mr. President; please consider this action before we are forced to endure the worst possible outcome for those who have nothing to do with war. Please speak with the Coalition President and find some form of middle ground. Please find a path to speak without continued military operations. That is my suggestion to the Executive Branch. Please do so regardless of our standing in the war be it victory or defeat." Relena was finished with her speech and sat back down with some support gained for the cause she had long advocated for in her term as Party Speaker.
Severi accepted her final word and announced, "The House will now hear from First Priority Leader Malcolm Hunter on his stance of the argument."
Malcolm stood and spoke, "Mr. President. My fellow party members of both sides. My fellow politicians of the Earth Sphere. I feel that the time has passed in which we might be able to argue if we are still capable of providing a worthy resistance against the Coalition. We can reason however that unlike its previous President that Nathaniel Falson is the one more likely to listen to reason. He is the only one who may yet be able to hear out our offer for a peaceful ending to this conflict. I know that I speak against my party's ideals when I say that we should open the talks. But now with the enemy so near and the prices being as severe on the human race in general as they are, we should be focused on attempting to see if there is anything we can offer to end this strain on humanity. The responsibility of your branch Mr. President has been to protect and better the lives of all who live under the United Earth Sphere. If further war only brings us closer to our decimation, then I humbly wish to see that something is done about it." Malcolm sat back down and the talking among fellow party members began to expand greatly.
Franz continued to observe the argument between the two parties as they struggled to find some sort of common ground on their hopes to resolve the debate. As always, the words Relena gave to the House were the ones that resonated with her party's image and would give hope to those who believed peace was still somehow an option.
Franz knew it was his time to speak when Severi next to him nodded in confirmation for his turn to address the house. "My fellow Representatives of the House, I shall now like to call everyone to order. The information that you bring never ceases to provide valuable insight of what can be done to end this suffering that will affect us for generations to come. This responsibility is not one that I or any other high officials take with a sense of negligence. I recognize what responsibility I have as a leader to serve, execute, and protect our way of life for future generations of humanity.
"It is therefore with a great deal of deliberation that I shall now announce to the House that my decision shall be to begin personal talks with President Nathaniel Falson. We do so to discover if by now middle ground can be gained through negotiations. We shall commence these talks to see if we in fact can save more lives from this war or if we in fact must fight to the last man hoping that we have a chance to defend the Earth unity.
"I promise that the worst possible outcome for these talks shall be a conditional surrender. I would prefer that we avoid having to come to that, but I will engage in these talks out of the hope that we are spared from collapsing upon ourselves from the strain this war has placed on us all. I hope to have the support of everyone on this decision. I do this for the good of our planet. Thank you for your time."
Franz concluded the meeting when he turned around and the Severi made a final announcement, "The motion has been decided. Let it now be recorded on this date that President Franz Kecker has decided to agree to the mounting concern from both parties on the practicality of this war along with the growing concerns of the Coalition's ability to stand against our fighting men. That now may be the best time to learn if the Falson Coalition will hear a willingness to participate in dialogue. Though it has been attempted in the past we now hope to see different results now that President Kecker has agreed to participate and lead in this new talk. The Parliament has provided valuable insight that would have been ignored by any other official. Now it has helped determine what must be done to end the conflict. With the mater decided the House is now complete with the matters sent today. Dismissed." Much of the House was relieved to see the meeting conclude with a few staying behind to engage in a final discussion on what words they had for their President.
Not all of the representatives were rushing to meet with the President as several of the key members and speakers of the First Priority Party talked among themselves. Evangeline made her way down the steps where Malcolm was standing with several other members of her party. She stood aggravated at the sight of him however when she made her way down. "I am to understand that you must have accepted some special favor from Madame Yuy to see your concession as being made a true possibility?"
Malcolm looked up to see her when he answered, "Madame de Lombard you were instructed to recognize the position that the First Priority Party is intent on making. We have specifically requested that negotiations are to be brought under way in which we may see that the Coalition will cease this conflict."
Elena agreed with Malcolm's position when she explained, "Even if we are capable of striking a temporary truce to see our forces be kept from destroying one another it will be better than simply forcing our fighting men and women to engage in a war that will wear them down until they have nothing left to remain resolute to."
"This Party truly begins to lose its spine in the face of adversity now of all times?!" Evangeline asked as she cut them off. "Our benefactors were capable of providing us funding in order to keep the vision of the United Earth possible! Our forces for the first time in years have a real chance to stand against our enemies who would hope to undermine every progress that we have hoped to keep within the past several decades! The Coalition has never shown intention of allowing its enemies to be given a voice for the sole fact that we have been too weak to even have them listen to what we have as our demands. But now here of all times is it that we are choosing to retreat from everything that we have wished to see accomplished?"
"We ask that you now listen to reason in the times of our greatest turning point Madame." Malcolm said when he answered. "We are a party formed on seeing the preservation of our union that the Earth and colonies have struggled to see become a reality. It is because of these men and women that we are now within a period where we have an opportunity to keep it from occurring. All of us have recognized that reasoning but we now have to ensure that it was not for nothing. Conflict may be the best option we have for such a situation such as our right now, but the negotiations are our final hope to see that we are able to preserve the unity we strive for now."
Another one of the representatives next to Malcolm asked, "The assembly is past Mr. Hunter. It is the fault of Madame de Lombard that she is incapable of accepting that we have come to embrace for which direction the Party must move forward."
Another one of the representatives stood next to Malcolm when he reminded, "We have the funding of the Earth Sphere government and private military benefactors to ensure that we do not fall. We shall wait to see what comes to pass once the talks have been processed. Successful or not we will at least have the face of saying we offered one final motion to see a ceasefire be made possible."
Evangeline wasn't satisfied on the motion when she simply crossed her arms and maintained a cold face of disapproval. "There are at least some among us who do not have the spine that will crack beneath the impending challenges. More than anything it is more disturbing that you are allowing the ideology of Madame Yuy to be integrated in our Party's policies and it is allowed to move forward without so much as a question from the others."
Malcolm walked up to her when he explained, "We are not in a time where we must allow the passions of what we were most dedicated with to overcome our critical thinking. Madame there are few in the Party, let alone the entirety of the House, that are more dedicated to seeing their military be given the best material they have to work with. Our task is to cooperate with every force in our government to see that an optimal ending for all sides. Call for a further meeting if you feel that there is a need to reevaluate our options moving forward Madame but the motions of today have been agreed upon."
Evangeline simply turned around when she accepted, "I shall permit this to pass today. But do not place any blame on anyone in the House today who believes that it is best for us to continue the offensive."
Zlata was one of the first to meet with Relena, "Relena I am very sorry to go against your position. My people on Luna are becoming more ambivalent about the war and believe I must promote the most likely scenario that will allow them favor with the winning side."
Relena understood the situation on Luna asking, "I see that Luna does not have any faith left in the Earth Sphere to defend itself?"
Zlata added, "I have understood that some corporate elements are planning to take advantage of the devastation once the Coalition continues its fighting and that harder attacks will present further economic opportunities."
Relena found herself taken aback by the answer trying to understand, "Have you at least submitted a report to the Investigatory Branch on this matter? This is the sort of thing that needs to be addressed to prevent corruption charges."
Zlata agreed, "I have sent three reminders within the last week on the necessity for investigation to be addressed on the House floor. The President does not seem to be listing the matter as a key concern for resolving. Perhaps now that we have the matter decided for the negotiations please Relena would you present this as a priority case for the next House meeting?" Both of the women knew that Relena's position as Minority Leader was what allowed which matters to be discussed in every meeting to the House Representatives. The debate would be very short as well considering there were not many Representatives who would stand in support of corrupt officials particularly in war time.
Relena accepted the request for a favor answering, "I shall do my best to see that this issue is brought to light. It is truly a regrettable time for our people. Luna was one of the first victories against the Coalition and now they wish to find profit towards what may be our darkest hour."
Zlata added to her assessment, "If minor Representatives such as myself had more authority to simply speak the major consensus of my people. I wouldn't be forced into this sort of begging."
Hiram found the two and entered the conversation, "There are many cases we would wish for more authority to see that our best intentions are realized. We cannot however allow ourselves to work against the system with the Coalition now so near the borders from our capital."
When he met with them Zlata was the first to ask, "I wouldn't even think it Mr. Murrow. Did you manage to have a word with Representative Maggio?"
Hiram answered, "Yes. There is a certain number in the First Priority Party beginning to find financial difficulty in further supporting the war. Mostly from states who are lacking the natural resources to contribute to our fighting forces. If we are capable of finding the correct members we might have a chance of building a bipartisan effort to scale down the President's policies in favor of further diplomatic opportunities."
Zlata showed a sign of cautious hope on her face while Relena asked, "There are some matters we would have to address before we assume that we can be successful however. Can we achieve a great deal before the next election? We are in the final year of President Kecker's last term and the next parliamentary election could bring candidates new to the House. What's more, even under all of the combined numbers of the Pacifists we will need our numbers doubled with those form the First Priority."
Zlata was also reminded, "There may be further questions of corruption. I don't know if I am the only one but we can't allow anyone to misrepresent their state."
Hiram remembered the consequences, "Or risk being removed for lying under oath. This is a key risk we may be able to address. I assume you brought this up with Ms. Yuy?"
Zlata assured him, "Yes we have just decided to see this matter brought forward in the next meeting."
Relena answered, "With any luck the next meeting might take place tomorrow. It should hopefully be a first step towards our greater goal."
Hiram agreed, "Regardless of how small we should be able to reach it. I hope to see you both tomorrow. Good afternoon madams."
Both Zlata and Relena parted, "Good afternoon."
The meeting in the House concluded with weary politicians making their way to their own residences to stay in until the next day. Relena would not have to work with them for at least a few hours when she left her fellow politicians for the night. As she descended the steps to the limo that awaited her she found the Chief Party Advisor waiting for her. Relena was allowed entry when the Advisor stepped in asking, "Anywhere in particular today Mrs. Yuy?"
Relena simply answered, "To the Parliamentary Hotel. I may have to bring the House tomorrow." The limo's driver began the route to the destination only serving his job was silenced from the discussion the two politicians had.
Her Chief Advisor sat next to her when he asked, "Did the President hear out the House on the issue of further talks?"
"He has agreed to attempt direct talks with the Coalition. I only hope it isn't too late now. There were some notable arguments that our new standing military is essentially what the Coalition feared we would reveal ourselves."
"The Coalition may be willing to hear reason. They couldn't expect the Earth Sphere to hold back its military to allow so many casualties. It would be long term political suicide for any government."
"One would think so. And their people would be equally curious if we had the Ursa mobile suits planned out in the first place. Fortunately, we may be on the way for a bipartisan effort if we are allowed to continue our talks."
"It may be the case Madame. However, with the war so close to a potential end do you believe that there is a realistic possibility that we may see the Coalition as even worth approaching?"
"If we were even permitted this opportunity as a chance to understand what reasons the Coalition felt an entire war was worth igniting for then we may at the least be permitted a way to prevent further destruction... For what the fate of our United Earth may be however is far more elusive..." Relena looked out her window and contemplated on the roundabout question slightly rubbing her forehead temples agreeing, "This is a far more complicated situation than what I had done as a child."
"Do you have any plans on the meeting tomorrow and what you wish to have addressed then?" Relena realized that she was drifting away from her thoughts of the current situation before being brought back to the discussion with her Chief Advisor.
Today none of the representatives would have the chance to speak to their President when he left them cut off from the closed doors in the nearby hallways. As Franz left the assembly in the House Chamber he heard Severi next to him point out, "Speaker Hunter's change on the stance of the talks is certainly unexpected."
Franz was unshaken in the potential problem he was facing when he answered, "But a voluntary one. This war is going to make heroes out of everyone who takes big steps such as the ones he took."
"Then we should begin dialogue with the Coalition again by your agreement Mr. President?"
"Yes. We shall determine if President Falson is willing to discuss further terms."
"Certainly an optimistic view on the outcome sir. I personally would not see the end of this war in sight given how close the Coalition is to claiming its victory."
"Wars are fought between men who seek to force their compromise on one another. This may have been brought on by the simple fact that they were incapable of having their perspective of the conflict be made clear to our people."
"Rather interesting that it would seem you hope to use Madame Yuy's philosophies as a foundation for your reasoning."
"It is fully possible to use differing philosophies to our advantage. It is the very display you have just seen recently."
"To what end I will certainly have to come to a better understanding sir."
In the middle of their conversation they saw Franz's personal aide Barra enter with a case in hand reporting, "Mr. President. This has arrived for you."
Franz took the package from him and immediately saw the value that it had when he saw the seal for the Presidency placed on its top. "... Thank you Mr. Devine." He looked up to them and announced, "I shall inspect this myself. This is a top priority piece."
Severi left, "Yes Mr. President."
Barra left with a later, "As you wish sir."
Franz left them as he entered his own personal office to inspect what he had received. Within was just what he had hoped for. "Ah... Perfect."
Le Havre, Earth Sphere Defense Port
Outside the French city, soldiers of the Earth Sphere military observed the English Channel while the leading General watched a squadron of mobile suit units rise from the water to the short. The Spinosissimus units walked with missiles loaded on their backs.
Alphonse entered the nearby tent when he asked, "Do we have confirmation of the drop pod coordinates?"
One of the radar operators turned to answer, "Yes sir. The Spinosissimus units have received their orders. The dropships are coming within range." Alphonse looked over the radar system as it showed a display of the camera feed from the mobile suits. Images of the exosphere showed the Coalition drop pods making their way down to the surface of the Earth. The radar beneath the camera feed showed the pods making their way to the estimated coordinates while showing the best time to fire the missiles to make contact. There were only a brief few seconds before the traced signatures would make their way within firing range of the underwater mobile suit units.
A voice from one of the leading mobile suits sounded on a transmission console when it reported, "All units are in positions. We are waiting for orders."
Alphonse kept a view of the radar before grabbing the nearest phone as he kept his eyes fixed on the screen. With the passing of one second, he contacted the leading unit, "All units fire missiles."
The voice confirmed the order, "Received. Missiles firing." Outside the nearby Spinosissimus units launched the missiles from their backs while ones from the depths of the English Channel from behind. made their ascent to the skies above. Alphonse stepped outside the tent to watch the missiles fly further up until the projectiles were beyond the sight of the human eye.
There was only a brief few moments before massive explosions erupted to light up the night skies. The explosions gave Alphonse a brief period of achievement before rushing back to the tent where he found the transmission console. He gave the order to the operators, "Status report."
One of the operators answered, "All missiles have made contact sir. The debris should be making its descent away from civilian establishments."
Alphonse nodded when he observed, "This is a fortunate accomplishment. If all should go as planned, then their assault on the capital should be held back for now."
Another one of the operators confirmed his observation when he reported, "We should have reports on enemy casualties soon enough. It may be a while sir."
Alphonse continued to watch the night skies as he accepted the report, "It will be enough if the mobile suits shot down are beyond repair or use. The true concern we should address is if this will be enough to turn the tide of the war."
Berlin, Battlefield
Edward observed the status of the battle being prepared and saw the primary General meant for the second invasion was about to be sent in for the attack. He heard the voice on the other line, "This is General Rayen Vasquez. The mission is soon to begin. The Coalition drops have begun."
He answered the announcement, "What are the casualties?"
"Zero. We have avoided the Earth Sphere's defense fleet completely."
"Very encouraging. I will require a report as soon as the drops are complete."
Edward turned to address the crew of his fortress, "All hands prepare to forward the Testudo! We must move out as soon as all mobile suits have dropped!" It would now only be a matter of twelve hours before the giant moving fortress had made its way across the German country and would just be one shot away from threatening the capital.
The map of Germany was laid out before him with images of the battlefield prepared. asked one of the observers, "What is the nearest city within our destination?"
"The city of Neubrandenburg will be within range soon sir."
He ordered to the main crew, "Prepare the main cannon for fire. We may need it soon."
The crew followed the order of their General while Bertram stood next to him watching the window to the battlefield outside. "We have fortunate news General. The planned descent has gone as predicted."
Edward remained fixated on the grounds in front of him when he answered, "Just as expected. They were right to assume that the capital would soon be attacked. Even better that we were capable of avoiding contact with the Earth Sphere fleet to allow this possible."
"You have certainly taken careful observation of the reports from the first Descent War. It is also fortunate that you consider my previous estimations to be of such importance."
"Of course Bertram. They already came to expect that the capital would be our first target. Our best option was to drain them of what defenses they had while allowing our forces in Berlin to descend without issue. Better yet General Vasquez was able to provide the means of staging this descent without any casualties to concern ourselves with."
"As in that no damage of significance has been offered to our forces?"
"Only empty pods without so much as a prototype lost. Of course, we haven't offered any real damage to them, only a fleeting sense of accomplishment in saving their capital."
"We will then have an adequate number to push through Berlin once their forces have no other choice than to divert their gaze from the Testudo. Sufficient processing."
Edward turned to Bertram when he ordered, "Prepare the men. I shall see to it myself that they are prepared for the greatest military operation of our time."
"Of course General. Do not assume your victory too soon. I only say so as a fair warning."
"You will only see me do so upon my solidified victory Bertram." Bertram nodded as he made his way to the rest of the crew of the Testudo while Edward returned his gaze to the window when he contemplated his strategy to himself. "Truly is one best to stay their fangs at the sight of a defeated prey? Only when the growl of predators far greater offer the coming sense of danger. The Gundams shall return. Regardless of who pilots them they must be mine to command. That will be the first step to our final battle."
Grossenhain, Germany
When the giant pods made their descent down to the planet the last remaining Phalanx mobile armor units made their way out and began to walk on the Earth in search of Earth Sphere targets. Joining them were the remaining Scutum units and replenished Leo IIIs prepared for battle in search of the second raid of the city that stood in their way. By the first sight estimate compared to the first invasion of the enemy city, the Coalition forces had doubled in numbers this time.
The old Phalanx mobile armor units greatly resembled the Leo models that the Leo IIIs had first stemmed from. The biggest obvious difference being their size at 40 meters tall and with several gun placements on its shoulders and leg paddings. For its intimidating size however there was a reason these old pieces of technology were replaced by the Scutum units. Despite having greater offensive power potential their armor was about as effective as that of the normal Leo model and thus were possible to be destroyed with even an old model if the pilot was foolhardy enough to try it.
Instead of scrapping them for future use the Coalition was now forced to prepare them for what would appear to be a desperate final assault. The Earth Sphere would have greatly increased its numbers since last time but so would the Coalition with their new models. Following them were the red Scorpio Major units that proved to be so successful on Mars. With their ability to scramble enemy communications their combat effectiveness would be greatly decreased.
"It is here that we now offer our greatest offensive since the climax of the First Descent War." The Strategist observed next to his superior. On board one of the few Scutum units that made its way out of a descent pod stood the awaited Coalition General Rayen Vasquez as he stood waiting for the amassed numbers to prepare for the arrival to Edward's front.
Rayen kept himself impassive to the situation around him when he agreed, "Since those times we have not witnessed such a prepared campaign. We have no other option than to see this day as our decisive triumph over the United Earth."
A sharp hum sounded before one of the operators informed, "General. We have a signal hailing us from the Testudo."
Rayen accepted the announcement when he ordered, "Patch them through."
In front of him the main computer screen displayed the face of Edward Blare with a welcome, "Greetings General. It is most pleasant that you join us today for such a turning point in our time."
"I humbly accept the honor General Blare. We will have the force necessary to crush Berlin this time."
"I do not hope to see that we make any more sacrifices for our men and women than we need. I expect to see that you will bring nothing less than the greatest effort that you have promised."
"The same promise falls upon all of us. We shall be arriving on schedule."
"Your forces shall be at the ready upon arrival then. Best of luck General." The image of Edward blanked out leaving Rayen to watch the window outside.
"We are prepared to begin the advance then?" His strategist asked.
Rayen simply stood in conviction to the future conflict when he answered, "Our two armies stand together and the weakened capital awaits us. I've never had a more tempting opportunity."
