Harry had just come out of the bath and was wrapped in his bath robe when a highly well-dressed elf turned up making him squeal in surprise. He looked in all honesty beautiful. A bit like Harry and Draco his owner had also allowed him to dress as he wanted to. Lola had been told to wear a candy red coloured dress which she did love doing. They'd even given her a silver fabric bow for her head. If she was to be their fabulous elf she'd be their elf in style. Dobby now had pants and a loose tunic style shirt he wore for comfort and style as he really seemed to like it. This elf looked smarter again with smarter pants and a smarter shirt. Draco came over at the squeal of shock Harry had let out at the sudden appearance of the elf.
"Bonjour Monsieur Potter and Monsieur Warrens I am Pierre elf to Monsieur Delacour the Minister of Magic in France. He has asked me to give you both this questionnaire to fill out which I should return to him when you are done. If you need to ask him anything or require his counsel at any time I am to let you know that you may call Pierre and I will help you if I can!" he said handing over the parchment pieces. The parchment pieces were imbibed with a compulsion and truth charm meaning that every question asked would be answered honestly no matter what. Lola snapped her fingers as Harry was redressed in comfortable pyjamas and slippers in an instant. He thanked her giving her a quick cuddle and both he and Draco went to their desks to fill out the questionnaire. Pierre raised his eyebrows in surprise at the affectionate display they'd both shown with their elves. For Harry in particular who'd never had much affection in his own life it was important to always show it with his elves. They needed to know they were loved and appreciated so they continued putting forth their best effort.
What do you like about your own Ministry of Magic?
Harry: I love that each department has its own defined role and know what it is they should be doing and I do love the layout of it having been there before a while back.
Draco: I love that the layout is easy to navigate and most people you meet are very decent to talk to. It makes needing to go in there whenever I do a pleasant occasion for me.
What do you dislike about your own Ministry of Magic?
Harry: I dislike that in each department you will find corruption and not one thing is done to prevent that from happening even though everyone who can change it knows it goes on. They all appear to have a budget too but not one department out there has enough proper funding to be able to do whatever is necessary to function properly and that's just not on. Also they could do with adapting to using some muggle things which would in all honesty make their jobs easier but they will not do it because they are stubborn or stupid I'm not entirely sure which. I seriously hate how backwards things are even if most of the employees you do meet are lovely.
Draco: I hate that rather than accepting anything new they would prefer to suffer doing things the old or wrong way because it is what their fathers taught them. Also they often vote on things in the Wizengamot that they are not actually qualified to be voting on. Certain things such as werewolf laws should be voted on by impartial bodies who are not biased. Most people in our Ministry hate werewolves but no one stops to think that the werewolves in question did not ask to become such. They were illegally turned against their wishes by Fenrir Greyback and that is most unfair in my opinion.
What have you suggested to improve your ministry that they have not done?
Harry: I suggested that they spend roughly three thousand galleons each year on pens and paper to make writing things easier. Paper is sturdier then parchment and less likely to break if you accidentally use too much force when writing on it. Also pens have the ink already stored inside them and come in packs of fifty or so for office use and so when the ink is finished in one it goes in the bin while you simply take out a new one and continue where you left off. I told them this is easier then dipping a quill into ink which then splatters everywhere no matter how neat you are. It's something which can't be helped as it happens to everyone but pens would eliminate this unnecessary problem. Also typewriters would be a great help too and I did show them once how it worked but they didn't want to know which is sad.
Draco: I told them each person in the Wizengamot who speaks on a matter, whatever it happens to be, should be explicitly qualified to do so. If you are discussing changing the lives of certain people or beings then you should ask those people how you can best help them so they can work well in our society. I was simply called a silly little boy and told to keep my opinions to myself however I know they only said that because they were truly mortified that a young man who doesn't work there knew something they didn't even think of. It doesn't take a genius to work it out really. Also I informed them at another point that their clerical or Wizengamot robes are cumbersome and silly. People struggle to get around properly when they need to wear them and it doesn't need to be so tough but they yet again wouldn't listen.
There were only three questions on the questionnaire which once answered Pierre gathered once more. He thanked them for answering the questions and returned at once to his boss. In his office Jacques read over their answers and smiled. The Ministry of Magic's loss in Britain would be his own Ministry's gain and he would make sure of it. You see France wasn't as backwards as the British Ministry. They had special people employed solely to go out into the muggle world and see what they had created and then further see if it could be used in their world. If it could be used it was but if not then it wasn't however it did always help to know what it was. When he had visited the British Ministry before he had loved the way it looked but that had been all he'd loved about it. He had slightly tricked them with the questionnaire but he did have a reason and a valid one at that. He intended to ask them to work for him once they were finished with their education in Hogwarts.
The French Ministry already used pens as they found them better however they did have the choice between pens and quills and this was never monitored as it enabled the worker to do as he or she saw fit without restraint. He chuckled at the whole typewriter comment as he glanced at the one on his own desk. Now in the ministry in France only he and the heads of departments had and used them but it was certainly affective. Also he was planning on changing the Wizengamot robes for his country as they were similar to Britain's ones and very cumbersome to wear. In all honesty he hated having to wear them when he needed to wear them but hadn't changed the style of them himself as he'd not considered himself fashionable enough to do so. Draco from the photos of his wedding that he'd been sent was very fashionable looking and would be the perfect person to design their new robes. Obviously someone else would make it for them but he could still design the look and feel of them. They'd been only too happy to send him some photos of their wedding day when he'd asked for them. He was lovely so they saw no reason to deny him what he wanted.
British and indeed French Wizengamot robes consisted of a thick cumbersome outer robe and a huge impractical hat which had to be held to the head with various charms to keep it from falling off. He would also need to design a type of workwear which everyone could wear to work too as some people dressed too much or too little. It would consist of him designing special suits for them all to wear to work. It would be easier and soon enough Jacques was convinced his Ministry would also be the most stylish. In the morning Draco received a letter from Jacques.
Dear Mr Warrens,
Draco, after you completed the survey of yesterday I have a job for you which I would like you to complete as and when you can. It must be done by next September and I would consider it a personal honour if you'd accept it. I wish for you to design me some Wizengamot robes for my ministry which are not cumbersome and bulky as they are now. Quite frankly I hate wearing them and so does everyone else here. Also as we can't seem to decide how to dress for work and who should wear what I wish for you to design something for both men and women to wear to work. When you have said designs ready you can send them here to me and I will have my designer make them. I feel personally the items you design for our employees should be available to them in any colour they want to wear them.
This insures that they will always come to work looking well put together and happy. I feel a uniform of sorts where they choose their own colour and accessories will work out better for us over here. I have seen your Ministry and while it looks beautiful everything there is a hot mess. Everyone wears whatever they want to wear and none of it matches. If I may be so bold as to say it looks ugly and confusing. I apologise if this offends you but it is the truth and I cannot lie. I had no idea who was who when I was there as everyone looked too ridiculous. For example your minister wore a bright green suit with a matching bowler hat and he looked very silly. Obviously no one told him this because I could tell he would have likely fired them had he done so. This is not how I operate over here. If I look bad I want to know so I can put forth my best image. He read the letter and smiled to himself showing it to Harry who then read it after him. He would of course design their uniform. He was honoured to be asked and wasn't offended that he'd said their ministry employees had looked weird as they did. He already had ideas in his head. He'd design a dress with some low heels and a pillbox style hat for the women and special suits with a fedora hat for the men. For the Wizengamot suits he was thinking of special cape style coats for the women and cloak style coats for the men. For the Wizengamot he was already thinking of military styled hats for all. It would be the most stylish Ministry and he'd make sure of that. His own Ministry had abandoned him when he'd needed them so he saw nothing wrong with going and working with the French Ministry. Also he intended to ask Harry to work with his Educational Department and teach DADA to the children of Beauxbatons if he was agreeable to do so. Harry would be delighted to teach of course. Everything was going to go belly up for Dumbledore and Cornelius and he would watch with glee as their plans all failed them. First come first serve bitches and he was there first!
